Amendment No. 2– Solicitation No. GS-07-P-15-UF-C-7002 for Chiller Replacement at the Pete V. Domenici Courthouse in Albuquerque, NM
This amendment is issued to provide the Pre-Proposal Sign-in Sheet/Agenda, solicitation changes and to respond to questions.
1. Attached is the Pre-Proposal Sign-in Sheet/Agenda.
2. Notes from Site Visit:
a) Under Item 001 of the schedule "work shall be performed during normal working hours" please add "however, due to high traffic during normal hours and to avoid interfering with the courts or the USMS, removal of the existing chiller and placing the new mag/lev chiller on the chiller #4 housekeeping pad shall be done after hours during a weekend.
b) Under Sec B. Alteration paragraph xxiii -although the site visit confirmed an existing refrigerant monitor that may be capable of monitoring both R22 and R134A, this unit will be replaced as per the SOW.
c) Under Sec B. Alteration the incorrect reference to the "Lanham BAS" needs to be corrected to "Pete Domenici BAS."
d) Under Sec C. Specifications and Requirements, paragraph 2 "Automatic Isolation valves"; the site walk confirmed that these valves already exist. Replacing these valves is solely at the discretion of the contractor.
3. Will the contractor be responsible for re-painting the epoxy floors at project completion if the floor gets damaged (there is a high likelihood they will)?
A: Yes, floors to remain as they were before project start.
4. Can we obtain a copy of the current sequence of operations? If the plan is to run this chiller simultaneously with the screw chillers currently in place, the York screw chillers will lose efficiency based on the condenser water temperatures required for the Mag-Lev chiller.
A: See attached PDF for existing SOO. CHILLER STAGING The number of Chillers required is determined by looking at the chill water return temperature (CWRT). The lead chiller is always enabled if outside air temperature is greater than 50 Deg F. Each chiller will be enabled and disabled by the chart below if the lockout period has been met. When ever the mag lev chiller is in operation as the lead and or lag chiller and the load increases to 70% of its full load KW for 15 consecutive mins (field adjustable from the BAS chiller graphics page for KW & Mins) a lag chiller shall be started in addition to the mag lev chiller.
CONDENSING WATER TEMPATURE CONTROL If the chillers are enabled then the bypass valve will be used to control the supply temperature to the chillers to a set point of 73 Deg F, such that if the temperature is greater than 73 deg F then the bypass valve will be full open, and the cooling towers will maintain the supply to 77 Deg F. If the heat exchanger is in operation then the condensing water temperature will be controlled to reset so that at an outside air temperature of 30 Deg F the condensing water temperature set point will be 60 Deg F, and an outside air temperature of 60 Deg F the condensing water temperature set point will be 45 Deg F. The bypass valve will be fully opened.
5. The scope calls for repainting the curbs with epoxy paint, even though the curbs are not currently expoxied. Is this correct?
A: Correct.
Amendment No. 2– Solicitation No. GS-07-P-15-UF-C-7002 for Chiller Replacement at the Pete V. Domenici Courthouse in Albuquerque, NM
6. Do you have a contact for your current fire alarm service provider?
A: Intraworks is the EST Certified company the Operations and Maintenance contractor is currently using. Their phone is 505-884-1970, toll free 800-287-5641.
7. Can we get a copy of the required CSI Master Format 2010 Form (cost breakdown)?
A: There is not a form. You are to prepare your price proposal in accordance with the CSI Master Format 2010.
8. Can we get a copy of the existing Auto-Cad format drawings of the mechanical space?
A: GSA currently does not have CAD drawings for this space.
9. Is this project exclusive to GSA Contract Holders (GS-21F-0013V) operating as small businesses?
A: No. This solicitation was issued on fbo.gov and is available to all small businesses.
10. Will owner adjust chemical treatment in the chilled water and cooling tower water loops due to draining existing chiller and filling new chiller?
A: Yes, that is the plan.
11. Page 3 of 80- ‘The contractor shall be required to complete the entire work ready for use no later than 30 calendar days after Notice to Proceed is issued.
Period of Performance- Page 7 of 80 (bottom) and 8 of 80- ‘All work shall be completed within 30 calendar days after Chiller delivery.
Liquidated Damages- ‘If substantial completion is not achieved, ….
Can this be verified/defined? i.e. Substantial completion- Chiller is operational, capable of providing cooling, prior to the 30 days from delivery.
All other work to be complete 30 days from chiller delivery, excluding final customer walk through and sign off.?
A: Substantial completion shall be achieved when the chiller is running and operating under control of the building automation system as per the sequence of operations in the SOW. Only then can it be said that the new chiller is "fully" providing design intent and benefitting the government by operating in the most energy efficient manner.
12. Is a bid bond required?
A: Please see section 1.F of the solicitation (p. 60 of the solicitation package) that discusses bid guarantees.
