Brief Description and Location of Work: The Contractor shall provide all administration, management, supervision, labor, materials, supplies, repair parts, tools and equipment; and shall plan, schedule, coordinate, inspect and ensure effective and economical completion of all work and services specified for the operation, maintenance and repair of the building(s), equipment and related services specified in this contract for the Robert V. Denney Federal Building and United States

Courthouse and all equipment, electrical and mechanical systems, structures, architectural finishes, and utilities, located on, within, or beneath, this facility’s interior and exterior extending to the legal property line. (Elevator Maintenance Services and Fire Alarm maintenance and remote monitoring services are excluded from the scope of work.)

PERFORMANCE BASED SPECIFICATION

This is a performance-based solicitation. The Government’s requirements are expressed in the form of the minimum quality standard to be met. The Contractor is to determine the optimal work schedule, resource allocations and performance methods. Therefore, it is strongly advised that you review the complete solicitation so that you are aware of all the terms and conditions.

SHALL vs. MUST

Throughout this solicitation, the terms “shall” and “must” are used. “Shall” and “must” denote the imperative. They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” and “must” have the same meaning.

SITE VISIT

Tours will be given on May 7, 2015 at 9:00A.M CST and May 12, 2015 at 9:00 A.M. CST at the Robert V. Denney Federal

Building and U.S. Courthouse, 100 Centennial Mall North Lincoln, Nebraska 68508. The Offerors shall determine any conditions that affect the work and make a thorough site investigation before submitting an offer. Submittal of an offer shall be evidence the offeror has complied with all of the foregoing. No allowances will be made for failure to avail oneself of such information. See Section L.

ACQUISITION BUDGET

The annual budgeted amount for this acquisition has been established at $496,800 - $552,000/yr

Interested vendors: The budgeted amount provided is for your informational purposes only. Offerors are not precluded from submitting a price that is higher than the budgeted range provided by the government. Offerors are to submit a price that commensurate with the requirements of the contract, which can be higher or lower than the budget range provided by the government. The budget range is being provided in an effort to assist you in formulating solutions that meet our requirements and our budget only.

*The budgeted amount includes only what is described in the solicitation as “monthly services,” which will be included in your proposed monthly price. All “additional service CLINs” are not included in the government-developed budget range.

NOTICE: Proposals are due at the General Services Administration, Two Pershing Square, Attn: Ms. Christina M. Pearce, 2300 Main Street, Kansas City, Missouri 64108 not later than June 15, 2015 at 2:00 PM (Central Standard Time). Be aware that it is your responsibility to ensure your proposal is received in GSA on time. PART I – THE SCHEDULE

SECTION B – SUPPLIES OR SERVICES, ORDERING AND PRICES/COSTS

B.1. Description of Services

The Contractor shall provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided), of all services described herein. The Contractor will be required to provide mechanical operation and maintenance and related services, architectural and structural maintenance, hazardous material inventory, lamping, service calls including miscellaneous labor, etc., in accordance with the requirements of this solicitation for the Robert V. Denney Federal Building and U.S. Courthouse, 100

Centennial Mall North, Lincoln, Nebraska 68508, of the Nebraska Service Center.

B.2. Notes To Bidders/Offerors:

A. Do not include any allowance for any contingency to cover increased costs for which adjustments are provided for under the price adjustment provisions.

B. Do not include any allowance for additional Government approved overtime or repair services, in the monthly price for basic services for Operations and Maintenance.

C. Refer to the Bid Sheet, Section B, to ensure you understand how each item will be computed and paid regardless of any commitments on the part of the Offeror to pay varying salary rates to its employees.

D. Offerors are requested to quote per month prices for providing miscellaneous work and repair services regardless of any commitments on the part of the Offeror to pay varying salary rates to its employees.

E. Offerors are cautioned that any bid/offer may be rejected as non-responsive if it is materially unbalanced as to prices for the basic services and the hourly rates for reimbursable operation and maintenance, repairs and miscellaneous labor services. A bid/offer is unbalanced when it is based on prices which are significantly less than cost for some work and prices which are significantly overstated for other work.

F. Offerors are cautioned that some building equipment systems may be under warranty. In the case of new buildings or renovated spaces, building equipment systems generally carry a one-year warranty period following acceptance. These warranties may or may not include maintenance. The Offeror is responsible for complying with all requirements of the warranties. The COR can provide this information to the Contractor.

G. Failure to quote a price on all line items for the Base Period and all Option Periods will render the bid as non-responsive.

H The period of performance for this contract will be a firm Base Period of 1 year with Nine (1-year) options. The General

Services Administration through the Contracting Officer has the unilateral right to exercise a six-month extension. The price for the six-month extension will be evaluated as part of the overall bid. The contract shall not exceed 10 years and six months, inclusive of all options and extensions.

I The Contractor must stand behind their proposal through the base contract period and option period(s) to avoid rejection of their bid.

The Government will arrange for an inspection prior to the issuance of the Contractor’s final payment. Any deficiencies or work not satisfactorily completed will be computed and a fair and reasonable amount will be deducted from the final payment.

J. The Offeror should visit the job site to verify the quantities and types of all systems to be maintained. The Offeror will be responsible for the entire systems reliability and maintenance requirements. It will be the responsibility of the Offeror to determine the quantity of service involved, to compare the specifications with the work to be done, to be informed as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the Offeror from the obligation of furnishing any material or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government (although this does not overrule H above).

K. The maximum order value (total for the base and all option periods through October 31, 2025) of any contract award as a result of this solicitation is approximately 6.5 million.

PART I – THE SCHEDULE

SECTION C - DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

Introduction

This is a Performance Based Service Contract and the success of the Contract depends on the satisfaction of the requirements, but also the satisfaction of our shared customer. Rather than a mere list of activities, this is a written expression of the GSA’s expectation of the service to be performed by the Contractor.

More emphasis is placed on the Contractor’s self-management of quality, not the usual external inspection by Government Inspectors, although that is a part of this Contract as well. The Contractor should act proactively to reduce service cost.

The Contractor, through innovation, technology, or other means, shall perform the required maintenance of these facilities by following the Guiding Principles for Sustainable Existing Buildings: The FO wanted this section removed. Stated they did not have anything to evaluate it against.

I. Employ Integrated Assessment, Operation and Management Principles

a. In conjunction with the Contract Officer (CO) or designee establish operational performance goals for energy, water, material use and recycling, and indoor environmental quality, and ensure incorporation of these goals throughout the life of this Contract.

b. Ensure that operating decisions are carried out with regard to sustainable operations.

c. Meet ASHRAE standards as noted throughout the SOW for thermal comfort and indoor air quality.

d. Use low emitting materials Volatile organic compounds (VOC) or other for maintenance. In particular, use products that have low pollutant emissions, adhesives, sealants, and solvents.

e. Use products meeting or exceeding EPA’s recycled content recommendations for building maintenance. For other products such as ceiling tiles, use materials with recycled content. For more information, see EPA’s Comprehensive Procurement Guideline website.

f. Use materials with the highest content level per USDA’s bio-based content recommendations for maintenance of or use in the building.

g. Use environmentally sustainable products that have a lesser or reduced effect on human health and the environment. See the Green

Products Compilation.

h. Provide salvage, reuse and recycling services for waste generated from building operations, maintenance, and repair and discarded equipment.

i. Eliminate the use of ozone depleting compounds where alternative environmentally sustainable products are available consistent with the Clean Air Act.

II. Optimize Energy Performance

GSA is in the process of optimizing energy performance through advance metering and monthly reporting. Operate all equipment to optimize efficiency to reduce energy use and otherwise seek operating costs reductions wherever possible.

III. Protect and Conserve Water where possible inside and outside.

Metering systems may be already installed or will be installed in government buildings to aid in reducing consumption. Where available, use EPA’s Water Sense-labeled products or other water conserving products.

IV. Potential New Initiatives

Be aware that the building(s) and management involved with this Contract may be in the process of establishing new initiatives, instituting plans, and operational procedures to meet energy efficiency goals either through receiving an ENERGY STAR rating, Smart Building/ GSA link technology, or comparable programs. The Contractor will play an integral part of obtaining these goals and should be aware of the programs and processes.

V. Purpose of Partnering

The purpose of partnering is to adopt procedures wherein the Scope of Work where the Contractor and Government can work together in achieving Contract objectives. Partnering involves the development of a cooperative management team that seeks to identify common goals and objectives.

CHAPTER 1. GENERAL FACILITIES MANAGEMENT (Sections C.1 – C.8)

SECTION C.1. - SCOPE OF WORK

C.1.1. General: The Contractor shall provide all administration, management, supervision, labor, materials, supplies, repair parts, tools and equipment (except as otherwise provided); and shall plan, schedule, coordinate, inspect and ensure effective and economical completion of all mechanical and related services herein. The Contractor shall provide all operational, mechanical and related services, all preventive maintenance, and repairs in accordance with the requirements of this solicitation for the Robert V. Denney

Federal Building and U.S. Courthouse, 100 Centennial Mall North, Lincoln, Nebraska 68508, of the Nebraska Field Office and all equipment, electrical and mechanical systems, structures, architectural finishes, and utilities, located on, within, or beneath, each facility’s interior and exterior extending to the legal property line. The Government may, at any time, add other building(s), equipment, or work to this contract. All changes will be negotiated.

C.1.1.A. Contractor General Duties and Services: The Contractor shall have personnel available on-site to perform the contract requirements Monday - Friday, 7:00 a.m. to 5:00 p.m. for the R.V. Denney Federal Building and U.S. Courthouse excluding

Federal Holidays unless specifically approved or requested by the COR. Some of the work will be completed during working hours and the remainder will be accomplished after normal working hours of building occupants. Agency overtime utilities requirements are subject to change.
