1. This amendment contains clarifications for Q4 and Q21 in amendment 01 Q&A.

2. Notice of Concerning Solicitation page is deleted and revised. The Acquisition Budget, paragraph changes are in bold.

3. Page 219 is deleted and revised. Changes are made in the 1st and 3rd paragraph.

4. A signed copy of the amendment 02 must be returned with your proposal which is due NTL June 15, 2015 by 2:00 PM CST.

Clarification for Q4. This is for clarification purposes only.

Q4. While our bidding entity will perform the majority of all services with its own employees, we will be teaming with 8(a) firm, who will definitely perform less than 50% of the work (final division of labor/support still in discussion). We intend to supply, as a newly formed SDVOSB, Past Performance Surveys from our Teammate with over 25 years of service. Is there any reason to think that our named Teammate's past performance would be somehow disqualified?

A4. To clarify, teaming is allowed. The same principles apply to teaming as to a joint venture. When submitting as a teaming, a teaming agreement is required to be submitted at the time of submission of the proposal. The agreement should spell out that the SDVOSB will be performing the 51% of the work, beside other agreements.

Clarification for Q21. This is for clarification purposes only.

Q21. Can GSA provide the manufactures names and requirements for the inspection of the roof anchorage points?

A21. The manufacture of the roof anchorage points is U Bar Anchors.

PERFORMANCE BASED SPECIFICATION

This is a performance-based solicitation. The Government’s requirements are expressed in the form of the minimum quality standard to be met. The Contractor is to determine the optimal work schedule, resource allocations and performance methods. Therefore, it is strongly advised that you review the complete solicitation so that you are aware of all the terms and conditions.

SHALL vs. MUST

Throughout this solicitation, the terms “shall” and “must” are used. “Shall” and “must” denote the imperative. They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” and “must” have the same meaning.

SITE VISIT

Tours will be given on May 7, 2015 at 9:00A.M CST and May 12, 2015 at 9:00 A.M. CST at the Robert V. Denney Federal Building and U.S. Courthouse, 100 Centennial Mall North Lincoln, Nebraska 68508. The Offerors shall determine any conditions that affect the work and make a thorough site investigation before submitting an offer. Submittal of an offer shall be evidence the offeror has complied with all of the foregoing. No allowances will be made for failure to avail oneself of such information. See Section L.

ACQUISITION BUDGET

The annual budgeted amount for this acquisition has been established at $496,800 - $552,000/yr

Interested vendors: The budgeted amount provided is for your informational purposes only. Offerors are not precluded from submitting a price that is outside than the budgeted range provided by the government, nor is the Government precluded from making an award which is outside the budgeted range. Offerors are to submit a competitive price that is commensurate with the requirements of the contract, which can be higher or lower than the budget range provided by the government. The budget range is being provided in an effort to assist you in formulating solutions that meet both our requirements and our budget.

*The budgeted amount includes only what is described in the solicitation as “standard services,” which will be included in your proposed monthly price. All “above standard services” or “additional service CLINs” are not included in the government-developed budget range.

The three different experience references shall be comparable to office space and should identify similar types of mechanical services requested by the Government in this solicitation. Spaces not considered are (1) dormitory type space, (2) warehouse space, (3) border station space, and (4) base housing. No two or more references shall be about the same location.

Note: “Similar” is defined as the contractor having performed essentially the same functions, responsibilit ies and controls required under this solicitation.

NOTE: When proposing a joint venture, the experience references may by submitted on behalf of either company.

Standard For Evaluation: The standard is a “Go” when the offeror submits three (3) different experience references (Item M. 8.) of current and/or previous operations and mechanical maintenance services contracts. These references shall include working relationships for at least three years of continuous completed service (within the last five (5) years), along with a list of equipment that has been maintained under the reference contract submitted. One of the Offeror's reference contracts should consist of a building(s) (a single building or at least one single building within a complex of buildings under one contract) within the continental United States whose gross square feet (building(s), not grounds), is at least 375,000 GSF. At least one location shall have a chiller plant and boiler plant onsite. The three different experience references shall be comparable to office space and should identify similar types of mechanical services requested by the

Government in this solicitation. Other spaces not considered are (1) dormitory type space, (2) warehouse space, (3) border station space, and

(4) base housing. The Offeror must meet all “Go” for each work experience in order to be considered further. No adjective or numerical score shall be given.

The three work experience references must be for three different contracts. The three work experience references must be for the same three contracts as those submitted for Factor 2 – Past Performance. Failure to meet this factor mandates exclusion from further consideration of award. No adjectival or numerical score shall be given.

Sub-Factor 1(b) - EMCS Experience

Description: The Contractor should provide a narrative to identify his/her experience with Honeywell Niagara Energy Management Control

Systems (EMCS) Energy Management Control System (EMCS) Version 3.8 or similar system, including any training, the length (include dates) of any hands-on experience, and a contact point or a copy of a completed training certificate to verify actual use of any system. EMCS experience shall be for a continuous period of at least two years completed in the past five years.

Standard For Evaluation: The standard is a “Go” when the Offeror submits a narrative to identify his/her experience with Honeywell Niagara

Energy Management Control Systems (EMCS) Version 3.8 or similar system, including any training, the length (include dates) of any hands-on experience, and a contact point or a copy of a completed training certificate to verify actual use of any system. All training should be validated through either the submission of a training certificate or point of contact to verify use of any system. EMCS experience shall be for a continuous period of at least two years completed in the past 5 years.

Sub-Factor 1(c) - CMMS Experience

Description: The Contractor should provide a narrative to identify his/her experience with IBM Tivoli Maximo Asset Management

Computerized Maintenance Management Systems (CMMS) Version 7.5 or similar system, including training, the length (include dates) of any hands-on experience and a contact point or a copy of a completed training certificate to verify any use of any system. CMMS or similar system experiences shall be for a continuous period of at least two years completed in the past 5 years.

Standard For Evaluation: The standard is a “Go” when the Offeror submits a narrative to identify his/her experience with IBM Tivoli

Maximo Asset Management Computerized Maintenance Management Systems (CMMS) Version 7.5 or similar system, including training and any hands-on experience. The narrative shall also include the length (include dates) of hands-on experience and a point of contact to verify usage. All training should be validated through either the submission of a training certificate or point of contact to verify use of any system.

Description: The Contractor should provide a narrative to identify his/her experience with GSALink building analytics system, or similar, including training, the length (include dates) of any hands-on experience and a contact point or a copy of a completed training certificate to verify any use of any system. GSALink or similar system experiences shall be for a continuous period of at least two years completed in the past 5 years.

Standard For Evaluation: The standard is a “Go” when the Offeror submits a narrative to identify his/her experience with GSALink building analytics system, or similar, including training and any hands-on experience. The narrative shall also include the length (include dates) of hands-on experience and a point of contact to verify usage. All training should be validated through either the submission of a training certificate or point of contact to verify use of any system. GSALink or similar system experiences shall be for a continuous period of at least two years completed in the past 5 years.
