1. This amendment contains the answers to the questions submitted by the due date of 2:00 PM on May 17, 2015.

2. Pages 19, 179, and 219 of the solicitation are deleted and are revised with attached pages 19, 179 and 219.

Questions and Answers

Q1. Reference B.4, Cost Classification, Paragraph F, Utility Hours.

What estimate of time or which PWS pertains to this requirement? Please clarify.

A1. Utility hours should be Miscellaneous Work Hours but Utility hours was shorter. They refer to C.37.8.C. Miscellaneous Labor

Work Costs – Miscellaneous Work is considered to be part of the monthly operational and maintenance services to be performed during normal duty hours and will not exceed 250 hours per year. When additional miscellaneous labor work is authorized by the

COR, the contractor will be paid the hourly rate quoted rate on the bid sheet for any miscellaneous labor that exceeds the annual 250 hours performed during normal duty hours and for all miscellaneous labor authorized by the COR and performed after normal duty hours.

Q2. Reference Section B.3, Bid Sheet, CLIN 0007. Should there not be a roll-up line to capture the monthly cost for CLIN 0007, from each of the Exhibit line item costs? Please advise?

A2. Negative as these items are based on if the Agency who owns the equipment will pay for them to be maintained or not. They are separate line items as some may be authorized and some may not based on the Agency the equipment belongs too.

Q3. Reference Section B, Paragraph B.3 Bid Sheet, CLIN 0007 and all Option Years, and Exhibit J.4 -Attachment J.4.X.1 through

J.4.X.8. CLIN 0007 lists a monthly pricing requirement for Exhibits J.4.X.1 through J.4.X.9 as a monthly pricing requirement.

However, Exhibit J.4 lists only J.4.X.1 through J.4.X.8. What is to be priced into J.4.X.9? If the Child Care Center is to be priced into one of the J.4.X.1 through J.4.X.9, which one is to be used? Information is required for proper pricing of the requirements.

A33. All are separate line items authorized and paid for in addition to the monthly routine items.

Child Care equipment is not to be included with this pricing. See attached for revised Page 179 with Exhibit J.4.X.9.

While our bidding entity will perform the majority of all services with its own employees, we will be teaming with 8(a) firm, who will definitely perform less than 50% of the work (final division of labor/support still in discussion). We intend to supply, as a newly formed SDVOSB, Past Performance Surveys from our Teammate with over 25 years of service. Is there any reason to think that our named Teammate's past performance would be somehow disqualified?

A4. Please refer to Section L.7. Notice to Joint Ventures of the solicitation regarding this requirement. Also, when proposing a joint venture, the experience references may be submitted on the behalf of either company. See attached revised page 219.

Q5. When does the Government provided CMMS become available for use?

A5. CMMS information will be available for use after award.

Q6. C.9. Will GSA provides a current copy of the BOP to the incoming O&M electronically for updating?

A6. Yes, per C.9.1.A. The Contractor must revise and submit for approval to the COR or designee, not later than the end of the startup phase, a Building Operating Plan outlining their operating and general maintenance procedures for all major building equipment and systems (See section C.9.2., Components of the Building Operating Plan, below).

Q7. C.10, Is the Equipment Inventory complete and up to date?

A7. As stated in J.4.A. General

The following is a list of the Maintained Equipment Inventory for this contact by building. This inventory is for information purposes only and is not guaranteed to be 100% accurate, however; the Contractor is responsible for the operation, maintenance, and repair of all equipment (mechanical, electrical, structural, and architectural) and utilities, located on, within, or beneath, this facility’s interior and exterior extending to the legal property line. There may be multiple PM Guides for each equipment type listed.

J.4.A.1. Note: This is the known list of equipment that is to be inspected and maintained on a scheduled basis. It is not a list of all building structures, equipment systems, and/or subcomponents for which the Contractor is responsible.

J.4.A.2. Note: The Contractor is responsible for the operation, maintenance, and repair of all building structures, equipment systems and subcomponents whether or not they are inspected and maintained on a scheduled basis.

J.4.A.3. Note: The current Maintained Equipment Inventory is found in Exhibit J.4; Attachments J.4.A through J.4.C.

Q8. C.10, When was the last Equipment Inventory update completed?

A8. The last update was July 2014.

Q9. C.10.e requires a lot of information on the equipment in the building. Is this information already in a CMMS to be transferred to the incoming O&M or will the new O&M be required to input this information. If the information is incomplete to the specs required here, how long will the new O&M have to update the system?

A9. J.4.C. Maintained Equipment Inventory Annual Updates

After the first year of contract service, the Contractor is responsible for annual updated Maintained Equipment Inventory to be provided to the COR. Thus the contractor will have a year to update the equipment and inventory information as they complete the

PM required (note that all PM for all equipment, even PM less than annual, is required to be done in the first year of the contract.)

Q10. C.18 Inspection Assistance for Space Build Outs. Will GSA consider the contractor to provide this function as additional services? It is impossible to know how much time will be involved in providing these services or how often they will be required.

A10. Per Section C.18 - Should this inspection assistance be requested and authorized by the COR, the Contractor will be compensated for the actual time required through the use of Miscellaneous Labor Work hours.

Q11. C.20 Second Paragraph is unclear as to O&M Contractors’ responsibility for updating changes to electrical circuits made by others.

A11. The Contractor has full responsibility but may identify to the COR areas where a tenant’s Contractor has failed to update the information in order to request compensation.

Q12. Warranties, are there any warranties currently in force for any of the equipment covered by this solicitation?

A12. Roof has a 20yr warranty from install date April 2005. All newly placed equipment in 2014 and 2015 has a one year warranty from date of install. All of these warranties will expire in 2015 or 2016.

Q13. Are there any AQMD operating permits required for this contract?

A13. No AQMD operating permits are required at this time. However yearly inspections of boilers are required to ensure they are operating within requirements.

Q14. Are there any UST’s requiring operator certification/licensing? If the answer is yes, are there any personnel working onsite that possess the proper certification/licensing?

A14. The Contractor must supply the O&M personnel with the proper certification and training to maintain any such items. These items should be listed in the equipment sections. However, if it is agency equipment, the Contractor does not need such trained personnel. The agency may require one for their UST. There currently is a SOP for the UST on site and managed by the incumbent

O&M Contractor. The SOP will be made available during the transition phase. The State Fire Marshal's office conducts the inspections of the UST.

Q15. Are all the confined spaces identified and labeled at this facility?

A15. There is currently a confined space program managed by the incumbent O&M Contractor. This program will be made available during the transition phase.

Q16. Asbestos Management, are there any current employees certified to work with ACM?

A16. The Contractor must supply the O&M personnel with the proper certification and training to maintain any such items. These items should be listed in the equipment sections. However, if it is agency requirements, the Contractor does not need such trained personnel, but may for the agency.

Q17. Are there current surveys and inventories of hazardous materials such as asbestos and lead paint within the building?

A17. A survey for hazardous material was recently conducted. The report has not been received as of this date. However, ACM was found on site. If the report is received prior to the transition phase, it will be made available at that time.

Q18. Roof Anchorage Points. Please identify what is meant by “qualified personnel”. What are the qualifications required?

A18. As stated in C.38.21. Roof Anchorage Points

The Contractor must provide for an annual inspection of designated roof anchorage points by qualified personnel. Anchorages must be inspected in accordance with the anchor manufacturer’s requirements and additional requirements contained in the installation certification. In addition, the façade platform shall be inspected by manufacturer recommended company. Copies of the inspection reports must be provided to the COR. If an area of suspicion is identified, the anchorage must be tagged “out of service” and immediately reported to the COR. ANSI/IWCA I-14 may be consulted for further guidance. The Contractor shall ensure that lightning rods, housing units, railings and other anchored items are kept fully secured and lightning rods properly working.

Q19. Is a professional engineer required to perform this inspection?

A19. See answer to Q18.

Q20. Can GSA provide a copy of the last ten year roof anchorage point inspection reports to the incoming O&M contractor?

A20. The last roof inspection will be made available to the incoming O&M contractor during the transition phase.

Q21. Can GSA provide the manufactures names and requirements for the inspection of the roof anchorage points?

A21. See answer to question A.20. The name of the manufacture roof anchorage points is not available.

Q22. When were the roof anchorage points installed at the buildings?

A22. It was installed under the 2005 re-roof project. Refer to answer on A20 for latest inspection.

Q23. Can GSA provide a list of the quantity and location of the smoke dampers installed at these sites?

A23. Inventory list has this quantity under C-2. Locations can be provided during the transition phase.

Q24. Are there any UPS systems that will be O&M Contractor responsibility? If yes, how old are the batteries and will replacing them be a Contractor expense?

A24. See the inventory lists in Section J of the solicitation. There are no UPS systems listed under this solicitation.

Q25. H.15.3.15 Does the current staff meet these qualification requirements?

A25. Reference number H.15.3.15 is not valid. In general, the current staffing qualifications have no bearing on the staffing requirements of this new solicitation.

Q26. H.16. Government Furnished Materials. Will the government provide parking space at the facilities for the O&M Contractor?

How many spaces will be provided?

A26. There is a parking association which controls the parking stalls on the second level of the federal parking garage. New employees would have to place their name on a waiting list as do all other employees of the building. These stalls are paid for by the employees or agencies for whom the work for. There are other parking options provided by city and private parties around the Federal

Building.

Q27. Does GSA provide a man lift?

A27. See PART III, SECTION J EXHIBIT J.8. – GOVERNMENT OWNED EQUIPMENT FORM

Q28. Is the absorption chiller in service?

A28. Yes.

Q29. Who is the current Contractor and what is the current contract price?

A29. The current O&M Contractor is LB&B Associates. Current monthly price $48,368.28.

Q30. The solicitation number is listed as GS-06P-14-GX-D-0051. Should it not read as GS-06P-15-GX-D-0051 since we are in year

2015?

A30. This is just the solicitation number. Contract number will be changed at time of award.

Q31. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

A31. LB&B Associates, 9891 Broken Land Parkway, Suite 400, Columbia, MD 21406. The contract number is GS-06P-06-GX-D-

Q32. Who is the incumbent contractor and are they an SDVOSB and 8(a) graduate?

A32. Please see answer number A31. LB&B Associates is not a SDVOSB or 8(a) vendor.

Q33. Did this location have the same Contractor for the past 10 years?

A33. The current contract is for 9 years.

Q34. Was a 7 months extension been exercised hense new start date of December 2015?

A34. A 6-month extension was exercised and the new effective date will be November 1, 2015.

Standard For Evaluation: The standard is a “Go” when the offeror submits three (3) different experience references (Item M. 8.) of current and/or previous operations and mechanical maintenance services contracts. These references shall include working relationships for at least three years of continuous completed service (within the last five (5) years), along with a list of equipment that has been maintained under the reference contract submitted. One of the Offeror's reference contracts should consist of a building(s) (a single building or at least one single building within a complex of buildings under one contract) within the continental United States whose gross square feet (building(s), not grounds), is at least 375,000 GSF. The three different experience references shall be comparable to office space and should identify similar types of mechanical services requested by the Government in this solicitation. Other spaces not considered are (1) dormitory type space, (2) warehouse space, (3) border station space, and (4) base housing. The Offeror must meet all “Go” for each work experience in order to be considered further. No adjective or numerical score shall be given.

The three work experience references must be for three different contracts. The three work experience references must be for the same three contracts as those submitted for Factor 2 – Past Performance. Failure to meet this factor mandates exclusion from further consideration of award. No adjectival or numerical score shall be given.

Sub-Factor 1(b) - EMCS Experience

Description: The Contractor should provide a narrative to identify his/her experience with Honeywell Niagara Energy Management Control

Systems (EMCS) Energy Management Control System (EMCS) Version 3.8 or similar system, including any training, the length (include dates) of any hands-on experience, and a contact point or a copy of a completed training certificate to verify actual use of any system. EMCS experience shall be for a continuous period of at least two years completed in the past five years.

Standard For Evaluation: The standard is a “Go” when the Offeror submits a narrative to identify his/her experience with Honeywell Niagara

Energy Management Control Systems (EMCS) Version 3.8 or similar system, including any training, the length (include dates) of any hands-on experience, and a contact point or a copy of a completed training certificate to verify actual use of any system. All training should be validated through either the submission of a training certificate or point of contact to verify use of any system. EMCS experience shall be for a continuous period of at least two years completed in the past 5 years.

Description: The Contractor should provide a narrative to identify his/her experience with IBM Tivoli Maximo Asset Management

Computerized Maintenance Management Systems (CMMS) Version 7.5 or similar system, including training, the length (include dates) of any hands-on experience and a contact point or a copy of a completed training certificate to verify any use of any system. CMMS or similar system experiences shall be for a continuous period of at least two years completed in the past 5 years.

Standard For Evaluation: The standard is a “Go” when the Offeror submits a narrative to identify his/her experience with IBM Tivoli

Maximo Asset Management Computerized Maintenance Management Systems (CMMS) Version 7.5 or similar system, including training and any hands-on experience. The narrative shall also include the length (include dates) of hands-on experience and a point of contact to verify usage. All training should be validated through either the submission of a training certificate or point of contact to verify use of any system.

CMMS or similar system experiences shall be for a continuous period of at least two years completed in the past 5 years.

Sub-Factor 1(d) – Building Analytics Experience

GSALink or similar system experiences shall be for a continuous period of at least two years completed in the past 5 years.

Standard For Evaluation: The standard is a “Go” when the Offeror submits a narrative to identify his/her experience with GSALink building analytics system, or similar, including training and any hands-on experience. The narrative shall also include the length (include dates) of hands-on experience and a point of contact to verify usage.
