AMENDMENT 0001 ATTACHMENT
1. Specification Section 142200 – Paragraph 1.04 A is here by rescinded. Contractors will be reviewed/approved based on the evaluation criteria specified in the solicitation.
2. Solicitation Paragraph VI.F. Non-Price Factors is hereby replaced with the following language. The revised language is highlighted
VI.F. Non-Price Factors
(1) Experience will be evaluated as GO/NO GO
(a) Experience will be evaluated as an indicator of the offeror's capacity to perform the Contract contemplated by this Solicitation.
(b) Experience will be evaluated on the basis of information submitted by the Offeror or Offeror’s Subcontractor indicating completion of projects of similar size, complexity, and scope, as specified below.
• Project was for replacement of multiple elevators;
• Project was performed in an occupied and functioning office building;
• Project was phased construction;
• The total project construction cost at award was not less than $1,000,000.00.
The Offerors are to present not more than three (3) projects that meet the experience criteria for projects that were substantially completed within last five (5) years. If an Offeror is unable to present three (3) projects that meet the above criteria, the Offer may present not more than one
(1) comparable project substantially completed within the last five (5) years. In all occasion the Offer is to present at least three (3) total projects.
A Comparable project could include any combination of the above listed characteristics and the following characteristics:
• Project required close coordination with occupants/owners security regulations
• Project involved work within a historic site and/or building
If the offeror materially misrepresents information relating to its experience, the Contracting Officer may reject the proposal
(2) Past Performance
(a) Past performance will be evaluated as a predictor of the offeror’s compliance with contract requirements and overall quality of performance.
(b) Past performance is relevant information regarding an offeror’s actions under previously awarded contracts. It includes the offeror’s overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction, including the offeror’s business-like concern for the interest of the customer; and the offeror’s overall performance on their contracts. Past performance as a prime contractor is essential to this procurement, this includes the ability to coordinate multiply trades.
This information will be obtained through feedback from the offeror’s customers. To be relevant, past performance information must be provided for contracts that are similar (or greater) in terms of the relevant past performance criteria listed below. The contracts submitted may have been governmental (federal, state, or local) or private sector contracts.
Past performance will be considered relevant if it meets all of the following criteria:
1. Is/Was a contract to do replace multiple elevators.
2. Past contract was completed within five (5) years of the closing date of this solicitation OR Current contract is at least 90% complete.
Offerors shall complete attachment A–Past Performance Reference Sheet at the end of this section and submit with their proposal. This form must be completed for each reference submitted that meets the criteria identified above. The offerors shall than send Attachment B to their past and/or current customers that meet the identified criteria. The past performance evaluation form will need to be completed and submitted directly from the reference to where the proposals are due by the closing date and time of the solicitation. The past and/or current customer will complete Attachment B and than submitted the completed form prior to bid closing date to:
GSA
Attn: Ron Sieben 316 N. Robert St.
Room 306 St. Paul, MN 55101 ronald.sieben@gsa.gov
The offeror cannot use the same reference/contact person more than once. Past performance will be evaluated by analysis of information provided by the offeror and by interviews with the offeror’s past and/or current customers While the offeror must provide a minimum of two (2) customer references for past performance evaluations, they may provide more (but in no case shall they submit more than five (5) references). The Government is not required to verify past performance on more than two (2) contracts, although it may choose to do so. Additionally, if more than two (2) references are provided, the Government reserves the right to choose which references to include in its evaluation. In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the past performance of the offeror on any other relevant contract that the offeror currently has or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Information Retrieval System (PPIRS). Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror.
The relevant past performance references contacted will be evaluated with an adjectival rating, which in turn will be translated into a numerical score, as indicated in the chart below. The ratings will then be averaged for a composite score. The composite score may fall anywhere along this scale, for example, a 4.5.
ADJECTIVAL
RATING
NUMERICAL
SCORE
DESCRIPTION
Excellent 5 Past performance significantly exceeds in all aspects of the requirements.
Very Good 4 Past performance exceeds, to varying degrees, one or more of the requirements.
Satisfactory 3 Past performance meets, in all aspects, the requirements.
Marginal 2 Past performance does not meet all requirements.
Unsatisfactory 1 Past performance does not meet any of the requirements.
Neutral Did not submit the minimum number of relevant past performance references and no other relevant references could be obtained by the contracting officer
FAR 15.305(a) (2) (IV) states, “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.” Therefore, failure of the offeror to provide a minimum of two (2) relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of two (2) reference checks, after making a reasonable effort to do so, will result in the offeror being rated as “neutral” on the past performance factor.
The Government will consider past performance information submitted by the offeror regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement. Past performance information submitted for work performed by the offeror will be considered and evaluated with greater importance than past performance information submitted for work performed by predecessor companies, key personnel who have relevant experience, or subcontractors.
VI.G. Evaluation of Joint Venture Offerors In the evaluation of responsibility and non-price factors, information submitted for a party to the joint venture will only be evaluated to the extent that the terms of the joint venture agreement do not limit such party's performance or financial obligations as a party to the Contract contemplated by this Solicitation.
The offer due date remains unchanged at April 18, 2016, 2:00 PM, CST.
All other terms and conditions of the RFP remain unchanged and in full force and effect.
