Response to RFI’s
Q1. Referencing Sheets A200, A201 and A202, Details 9/A200 Classroom 170G North Elevation, 5/A200 Classroom 170M
North Elevation, 12/A201 170P North Elevation, 8/A201 170R North Elevation, 1/A201 130 West Elevation, and 9/A202 140 West
Elevation 140 as referenced. Elevation details indicate existing exterior windows to be replaced with safety glass, yet demolition details do not indicate the removal of glass in these areas. Please confirm intent.
Response: Exterior window glazing is to remain. Addendum #02 addresses this error on the drawings.
Q2. Drawings do not provide finish details for Office Rm 170D East and North views. Please confirm if wainscot shall be installed at these elevations.
Response: These are exterior walls with radiators.
Q3. Drawings do not provide finish details for Conf. Rm 170E East and South views. Please confirm if wainscot shall be installed at these elevations.
Response: No wainscot.
Q4. Drawings indicate a Nursing Room located at Column Line 2 just to the north of the main entrance adjacent to Waiting Room
170C. Various sheets identify the Nursing Room at this location differently, there are no elevations evidenced, and it is not identified on the Finish Schedule located on Sheet A102. Please confirm Room Number and provide finish schedule information and elevations for clarity.
Response: Nursing Room is #170Z. Addendum #02 addresses this error on the drawings.
Q5. It appears as if the Nursing Room located at Column Line 2 just to the north of the main entrance adjacent to Waiting Room
170C calls for the installation of SS-1 at the walls, yet all other locations where a sink is evidenced calls for finish T-1 or T-2. Please confirm intent.
Response: Wainscoat per drawings and Addendum #02.
Q6. Wall Type 4B is identified for use in a number of locations throughout the space, and construction is identified in Detail
4/A501. Specifically referencing Detail 1/A400, wall type 4B is identified in a number of locations. Sheet A102 notes many of these same locations are to receive solid surface wainscot material. Wall Type 4B does not evidence the installation of solid surface wainscot; please confirm intent and we will respond accordingly.
Response: Addendum #02 addresses this issue.
Q7. Detail 1/ A201 130 West Elevation does not include the typical keynotes for the radiators, and elevation keynote A.06 indicate solid surface wainscot to be installed over the entirety of the radiators in this elevation. Please clarify intent.
Q8. Specification 064116 references boiler plate AWI quality standard compliance certification information for cabinetry and millwork fabrication and installation. The process is onerous and adds additional cost to pricing submitted, which is above and beyond what is typically expected; the fabricator constructs the cabinets and the carpenter installs the material. Please confirm if
AWI compliance certificates can be disregarded.
Response: Will address this in future Addenda. This will be included as an option.
Q9. Specification Section 123661 does not reference whether or not wainscot shall be seamed together or if control joints are to be installed. Please provide a detail which clarifies intent.
Q10. Specification 123661.1.6A&B specifies the fabricator of the solid surface countertops must be the installer. Please confirm intent as this is not typically the case, adding additional cost for the fabricator to provide services a carpenter would typically address.
Q11. Specifications (specifically 064116) state to apply AWI Quality Certification Program label to Shop Drawings and submit the
Millworker’s AWI Quality Certification Program. AWI and QCP add significant costs to the millwork and limits the amount of millwork vendors. Will the government waive AWI Certification for the project?
Response: Will address this in future Addenda. This will be included as an option.
Q12. For the above mentioned project, will a JV be allowed between a small business and a large business? I am a small business, general contractor based out of Florida and I have completed multiple projects here in the city of Chicago; we will actually be opening an office here soon. I would like the opportunity to bid on this project but due to the magnitude of the project and the size of my business, it will be difficult for us to fund, bond, and fulfill all the requirements unless we do a JV with a large GC. Please advise.
Response: JV of a small business and a large business cannot qualify as “small” due to “affiliation”. There are exceptions to the affiliation rule. One being, a JV between a “Mentor” and a “Protégé” under SBA’s 8(a) Program.
Also, a JV of two or more business concerns may submit an offer as a small business without regard to affiliation so long as each concern is small under NAICS code for the contract, provided:
The procurement qualifies as a “bundled” requirement
The procurement is other than a “bundled” requirement and:
o For a procurement having a receipts-based size standard, the dollar value of the procurement, including options, exceeds half the size standard, or o For a procurement having an employee- based size standard, the dollar value of the procurement, including options, exceeds $10 million.
Q13. Is there a warranty on the existing roof?
Response: This project is on the first floor. Warranty on the roof and a replacement project is being planned for fiscal year 2018.
Q14. Can you please verify who the current controls contractor is in the building and/or what control system is in place?
Response: Johnson Controls.
Q15. Has the renovation area been tested for lead paint, asbestos, mold etc.? If so, please provide copy of the report & GC is not responsible for any testing and abatement.
Response: Yes it has been tested or has a report. The General Contractor is not responsible for any testing and abatement.
Q16. Are construction debris considered CCDD (Clean construction demolition debris) and will owner certify if the need be?
Response: GSA’s interior renovations have met the requirements of this in the past as clean without issue. GSA is not exempt from IEPA’s requirements.
Q17. Please provide height of existing floor to soffit of slab above?
Response: This is noted on the drawings as 13’-6” for floor to bottom of existing structure.
Q18. Existing Partition walls to be demolished, are these going to soffit of slab above or stopping above acoustical ceiling above?
Response: Structure is to slab above.
Q19. Please provide finishes for Room Nos. 130A, 170K, 170L, 170N.
Response: Addressed in Addendum #02.
Q20. Drgs. AD 1.00 and AD 2.00
Elevation 1 and 2 do not match plans.
Response: Addressed in Addendum #02.
Q21. Drgs. AD 1.00 and AD 2.01
Elevations 7,9,10, 11 do not match plans.
Response: Addressed in Addendum #02.
Q22. Drg. A4.00
Detail 1 Wall between Room 170C & 170G – Wall section?
Detail 2 Room 170H- Wall section?
Detail 2 Room 170M- Wall section?
Response: Addressed in Addendum #02.
Q23. The duration of each phase is very short, considering the adjoining areas will be in use-is it being extended?
Response: Contractors should submit a price based on the requirements of the documents including time.

D. Wainscots: 6.4-mm- (1/4-inch-) thick, solid surface material with front edge built up with same material.
E. Fabricate tops with shop-applied edges unless otherwise indicated. Comply with solid surface material manufacturer's written instructions for adhesives, sealers, fabrication, and finishing.
1. Fabricate with loose backsplashes for field assembly.
F. Joints: Fabricate countertops in sections for joining in field, with joints at locations indicated.
1. Joint Locations: Not within 450 mm (18 inches) of a sink or cooktop and not where a countertop section less than 900 mm (36 inches) long would result, unless unavoidable.
2. Splined Joints: Accurately cut kerfs in edges at joints for insertion of metal splines to maintain alignment of surfaces at joints[ where indicated]. Make width of cuts slightly more than thickness of splines to provide snug fit.[ Provide at least three splines in each joint.]
G. Cutouts and Holes:
1. Undercounter Plumbing Fixtures: Make cutouts for fixtures[ in shop] using template or pattern furnished by fixture manufacturer. Form cutouts to smooth, even curves.
a. Provide vertical edges, slightly eased at juncture of cutout edges with top and bottom surfaces of countertop and projecting 5 mm (3/16 inch) into fixture opening.
2. Counter-Mounted Plumbing Fixtures: Prepare countertops in shop for field cutting openings for counter-mounted fixtures. Mark tops for cutouts and drill holes at corners of cutout locations. Make corner holes of largest radius practical.
3. Fittings: Drill countertops in shop for plumbing fittings, undercounter soap dispensers, and similar items.
4. Counter-Mounted Cooktops: Prepare countertops in shop for field cutting openings for cooktops. Mark tops for cutouts and drill holes at corners of cutout locations. Make corner holes of largest radius practical.
2.3 INSTALLATION MATERIALS
A. Adhesive: Product recommended by solid surface material manufacturer.
B. Sealant for Countertops: Comply with applicable requirements in Section 079200 "Joint

PART 3 - EXECUTION
3.1 EXAMINATION
A. Examine substrates to receive solid surface material countertops and conditions under which countertops will be installed, with Installer present, for compliance with requirements for installation tolerances and other conditions affecting performance of countertops.
B. Proceed with installation only after unsatisfactory conditions have been corrected.
3.2 INSTALLATION
A. Install countertops level to a tolerance of 3 mm in 2.4 m (1/8 inch in 8 feet), 6 mm (1/4 inch) maximum. Do not exceed 0.4-mm (1/64-inch) difference between planes of adjacent units.
B. Fasten countertops by screwing through corner blocks of base units into underside of countertop. Predrill holes for screws as recommended by manufacturer. Align adjacent surfaces and, using adhesive in color to match countertop, form seams to comply with manufacturer's written instructions. Carefully dress joints smooth, remove surface scratches, and clean entire surface.
C. Bond joints with adhesive and draw tight as countertops are set. Mask areas of countertops adjacent to joints to prevent adhesive smears.
1. Install metal splines in kerfs in countertop edges at joints. Fill kerfs with adhesive before inserting splines and remove excess immediately after adjoining units are drawn into position.
2. Clamp units to temporary bracing, supports, or each other to ensure that countertops are properly aligned and joints are of specified width.
D. Install backsplashes and end splashes by adhering to wall and countertops with adhesive. Mask areas of countertops and splashes adjacent to joints to prevent adhesive smears.
E. Complete cutouts not finished in shop. Mask areas of countertops adjacent to cutouts to prevent damage while cutting. Make cutouts to accurately fit items to be installed, and at right angles to finished surfaces unless beveling is required for clearance. Ease edges slightly to prevent snipping.
F. Apply sealant to gaps at walls; comply with Section 079200 "Joint Sealants."
