Q7. Can lead paint be encapsulated instead of completely removed?
A7. Per the GSA Lead Based Paint Technical Guide, if lead based paint is present then the decision must be made whether there is a potential that the lead levels could exceed the Permissible Exposure Limit (PEL) established by the EPA, which is 50 micrograms per cubic meter. The assumption shall be made that nonaggressive methods can be used to remove any existing loose paint and that such activities will not exceed the PEL. The removed loose paint chips shall be properly disposed of as hazardous materials. Encapsulating the remaining lead based paint with new epoxy paint shall then be acceptable. The contractor shall submit detailed information regarding these procedures in the Lead Mitigation Action Plan, per specification section 0283001.2.B.
Q8. Does the one year maintenance of elevators only apply to the elevators being modernized?
05/21/2015
A8. Yes, the Contractor shall provide maintenance for the one year warranty period only on the elevators included in the contract. If either or both of the options are not accepted as part of the awarded contract, then they will not be required to be maintained by the Contractor.
Q9. The construction documents call for a 3rd party elevator inspector. Is this person provided by GSA? If so, is there a cost associated with it? If not, who meets the requirements to be the 3rd party inspector and do you have contact info?

Q11. Are the card readers in the car (spec section 14 22 1129 b) part of the scope of work?
A11. This part of the specification is an error. There is no requirement for new card readers to activate the elevator car pushbutton control station.
Q12. Can we assume the fire alarm control panel is capable of any items being tied to it for this modernization project?
A12. The panel has the capacity for all new connections specified.

A17. Yes, the lead based paint mitigation shall be as shown on the project drawings and specifications.
Q18. Sheet G 0 03 – General Construction Note 21 indicates providing 6 firefighter telephone handsets in a red cabinet. Please confirm that the pricing for all 6 handsets shall be in the base bid (elevator 10) and not split up between the options.

Q23. Sheet M 1 12 – Detail 3/M112 indicates the installation of new elevator pit sump pumps that will be encased in 4” concrete. Finished sump pits are to be 36” deep. Note 4 on Sheet A 1 01 indicates that the contractor is to verify existing foundations or other objects that may interfere with the location of the new sump. Please provide additional information on depth of existing foundation if present. How thick is the existing concrete floor that we are to remove?
