RFI Responses Fire Alarm System Replacement Project G.R. Ford Federal Building, Grand Rapids, MI Solicitation Number: GS-05P-15-SV-C-0061
Q1. Who is the Onsite Elevator Contractor?
A. KONE, Inc. currently holds the service contract for the elevators in the building.
Q2. Is it possible to have an allowance for asbestos abatement? It’s impossible to know how much abatement is needed until we start running conduit. This could potentially save the Government money.
A. No. The proposal shall be one lump-sum proposal for all work included in the contract documents. Refer to drawing A-501 and Specification Section 028200 for the intent of asbestos abatement and procedures to be followed. Refer to other questions/answers listed below for more information/clarification regarding asbestos abatement.
Q3. Is it possible to get a name of an Abatement contractor that has done previous abatements?
A. Protech Environmental, Inc. and Insulation and Environmental Services are two companies that have recently done work within the building. Please note that this information is provided for reference only and that General Contractors are NOT required to subcontract to those firms.
Q4. If walls are not able to be fished for wall mount devices, is surface mounted wiremold acceptable?
A. No. Surface-mounted raceways shall not be acceptable as a permanent solution. Please see attached drawing SK-01 dated 03/23/2015. This drawing shows an option for providing temporary means and methods of mounting the new devices using existing conduit/backboxes until the new system is final accepted.
Q5. Drawings and the Spec Section 28. Does not appear to indicate clearly that asbestos abatement is part of this contract price. Please clarify if cost of Asbestos abatement is included, and part of this bid solicitation.
A. Asbestos abatement is part of this project and shall be included in the proposal price for this contract per Specification section 01000-1.4.A.3, Specification section 028200.
Drawing A-501 provides details and clarification regarding the intent for asbestos abatement for hanging new conduit and devices.

A. Two separately sealed volumes are not required. We are just looking for a complete proposal, which is all of the required documents.
Q7. The majority of the building still has spray on fire proofing with asbestos in it above the ceilings, can you address what the requirements will be (if any) for removing and replacing the ceiling tile for access? In the past projects in that building sometimes we have had to vacuum the ceiling tiles off above the ceiling the best we could with a HEPA vacuum prior to removing the individual tiles for access above.
A. Specification Section 028200-1.02.A.1 states:
“Consider all lay-in acoustical ceiling tiles, ceiling grid and light fixtures to be contaminated with asbestos from the spray-on fireproofing above. The intent is to reinstall all ceiling tile, ceiling grid and light fixtures. If these materials must be disposed of because of damage or for other reasons, they shall be treated as asbestos waste material.”
On previous projects, using a HEPA vacuum to remove ACM from the ceiling tiles has been an acceptable means of abatement. The Contractor shall be responsible for submitting an Asbestos Abatement Action Plan detailing the proposed methods for removing the ACM and shall meet all other requirements specified.
Q8. Regarding the abatement in the various areas for spot scrapes, please confirm the glove bags process will be acceptable means for this
A. The intent of the asbestos abatement procedures is indicated on the project drawing A-
501. The AHJ has confirmed that spot scrapes to remove ACM from the welded tabs as required to install the new conduit hangers may be performed using the glove-bag procedures listed in the specifications. Note the requirements from Specification Section 028200, with particular reference to part 3.05 “Remote Decontamination Enclosure System.”
Q9. Will there be a third party testing agency provided thru the GSA for air monitoring etc?
A. Yes, GSA will provide the Third-Party Monitoring via separate contract. The General
Contractor shall be responsible for scheduling and coordinating the work such that GSA has at least 10 days notice prior to doing any work that requires the Third Party Monitor to be on site.
