2. Nature of Description of Action;
The General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted
Acquisition Services Division (AASD) has received a requirement from AFLCMC/WIUAA at
Robins AFB, GA for the production of one (1) to nineteen (19) 105mm Ammunition Racks and one (1) to three (3) associated spares. This requirement will be procured on a Firm-Fixed-Price basis under an Indefinite Delivery Indefinite Quantity (IDIQ) open market contract. The IDIQ contract will have a 24 month ordering period. This is a supply contract.
3. Description of Supplies or Services:
L-3 Communications TCS, Inc. (L-3 TCS)

4. Authority:
Only one responsible source is authorized under 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(a)(2). The following sub-paragraph applies:
When the supplies or services required by the agency are available from only one responsible source, or, for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
5. Applicability of Authority:
The requiring activity's minimum needs for 105mm Ammunition rack can only be satisfied by the unique capabilities of L-3 TCS demonstrated as follows:
a. Only one source can provide the necessary specifications:
L-3 TCS's ongoing experience with designing Group A interfaces for the 105mm Demonstration effort, the Feasibility Study, and Weight Reduction (105mm Ammunition Rack) means that switching to another contractor would induce intolerable cost/schedule/performance risks. The
Government has already invested over $12M in previous efforts with L-3 TCS (plus an additional $6.8M in Non-Recurring Engineering (NRE); $3.1M is for the 105mm Ammunition
Rack) that would have to be re-invested with any new contractor in order to complete the 105mm
Gun Weapon System (GWS) modification and 105mm Ammunition Rack development and build . A new contractor would expend a minimum of 18 months in schedule to reach the learning curve that L-3 TCS has already accomplished and would be unable to deliver the required capabilities in time to meet the operational need. The knowledge L-3 TCS has already gained from the 105mm Demonstration, Feasibility Study, Weight reduction (105mm
Ammunition Rack) and the upcoming flight tests are not transferrable to a new contractor since there will not be another 105mm Demonstration, Feasibility Study or Weight Reduction (105mm
Ammunition Rack) effort. The basic AC-130W Stinger II package drawings were delivered and loaded into the Joint Engineering Data Management Information Control System (JEDMICS) in
Jun 2014. With successful completion of the 105mm Demonstration, the decision was made to go into full production. There will be significant technical changes to the current Stinger II model with the addition of a 105mm GWS included Precision Strike Package (PSP). Knowing the amount of changes the 105mm will create in the technical drawing packages, the
Government will not possess the complete data package until the entirety of the changes are made. Because we do not have the 105mm, PSP, and Ammunition Rack technical data, this effort will not be able to be competed. L-3 TCS is currently working the Technical Data
Package (TDP) for the 105mm GWS along with the 105mm Ammunition Rack and will incorporate data gathered from the studies; however, a complete TDP will not be available until after Jun 2017. The United States Air Force (USAF) contracted with L-3 TCS for the demonstration and leveraged off that experience for the 105mm Production and Feasibility
Study. An attempt to bring another contractor up to the current level of L-3 TCS would create a substantial (at least an additional $3.1M in NRE that has already been accomplished by L-3
TCS) duplication of cost to the Government. The 105mm Demonstration effort did not include a delivery of a complete procurable data package. The demonstration of the PSP GWS included the
. This modification touches over 80% of aircraft systems, making it a monumental task to update all of the associated technical orders
(over 18,000 pages with changes). Only L-3 TCS meets all of these requirements and can deliver a complete drawing package in a manner to meet the operational need. In addition to the foregoing factors, another contractor cannot perform this work at this time because the technical drawing package is not scheduled to be delivered until at least Jun 2017.
There are several other ongoing/planned modifications that L-3 TCS is working on that will not be completed by the time this 105mm Production effort must begin. The below listed on-going work ties directly to the 105mm GWS being added to the aircraft:
* Demonstration of the ability of the PSP to be upgraded with a 105mm cannon.
* Address all the design deltas from the 105mm Demonstration.
* Determine all the weight reduction and weight and balance considerations that must be accomplished on the aircraft in order to install the 105mm GWS and design the 105mm
Ammunition Rack along with universal base plate.
The above efforts are being accomplished under the following contract’s actions:
1) Rapid Response Capabilities Contract (R2C2) Contract Number FA8509-11-D-0001-
0010, Value $2,879,600.68, L-3 TCS, Cage Code 0F5W6, PoP: 5 May 2012 to 5

19 Sep 2014 to 18 Sep 2016 (105mm GWS Production)
5) F2AST Contract Number FA8530-08-D-0007-0010, Valued $15,473,069.20, L3-
TCS, Cage Code 0F5W6, Pop 25 Jun 2015 to 24 Jun 2017 (105mm GWS Production
Follow on and 105mm Ammunition Rack Universal Base Plate NRE)
The previous R2C2 contracts were awarded based upon: FAR 6.302-2, Unusual and Compelling
Urgency, Class J&A approved 15 Jul 2010 and FAR 6.302-1, Only One Responsible Source and
No Other Supplies or Services Will Satisfy Agency Requirements.
The current 105mm GWS Production F2AST order was awarded based upon: FAR
16.505(b)(2)(i)(B), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The drawings for all of these modifications will not be completed in time to share with a new contractor; and a complete TDP will not be completed until at least Jun 2017. Should there be any issues with the ongoing modifications, the drawings and technical data package will not be corrected/completed on time and will impact the current 105mm Production Modification.
Switching to a new contractor would necessitate re-accomplishing these analyses versus immediately leveraging off results via a less than full and open competition contract to L-3 TCS.
b. Compatibility with current fleet Ammunition Racks:
There are no other 105mm ammunition racks available or compatible with the AC-130W/J gunship.
c. Configuration Management:
The AC-130W is a very dynamic and fast-paced proof of concept platform for exploring new mission capability modifications. It is not practical, nor acceptable, to have two or more different contractors accomplishing the engineering and configuration management on the same aircraft/system real estate (Interface control documents, electrical loads analysis, CG management, wire routing, and physical equipment locations) at the same time. Multiple contractors cannot install a new Line Replaceable Unit (LRU) in the same physical location or change LRU functionality simultaneously. The Government requires configuration management for this modification to be completed by one entity (company/contractor).
6. Efforts to Obtain Competition:
“This requirement will be synopsized on the Federal Business Opportunities web page citing conditions, which preclude F&OC.”
they are the single source that can quickly and cost effectively provide the ammunition racks in time to meet the operational need.
The contractor’s unique qualifications support the selection of L-3 TCS without the USAF experiencing substantial duplication of prior costs. L-3 TCS has previously performed the initial NRE baseline design for the integration of the Mission Operator Pallet (MOP), 105mm
GWS and Ammunition Rack into an AC-130W and AC-130J which allows the contractor to complete the task faster and cheaper than other contractors in addition to the undelivered proprietary data package. This fact in itself is a major factor in selecting L-3 TCS, which will also avoid many of the learning curve activities of other contractors. Additionally, it will also minimize unacceptable delays in fielding the required technical orders to reduce reliance on contractor field service representatives to maintain the installed gun system. L-3 TCS is developing the TDP; however, the TDP will not be completed until at least Jun 2017.
10. Statement of Actions to Overcome Barriers to Competition:
Engineering and technical data will be delivered for the Ammunition Racks in late FY17. After delivery of the TDP package, the USAF will have the necessary data to compete any future necessary Ammunition Rack component re-designs and/or purchases.
11. Contracting Officer Certification:
The undersigned has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. Further, I certify that this justification is accurate and complete to the best of my knowledge and belief.
