About this file

This is a Master Services Agreement document for groundwater recharge facility support services in California. The agreement establishes an as-needed service contract framework for a wide range of construction and maintenance capabilities at the Agency's groundwater recharge facilities. Services encompassed include backhoe operations, grading and blading, earth and silt material handling and disposal, basin floor preparation and contouring, trenching, concrete work, dewatering and water pumping, vegetation management, riprap placement, trash management, channel cleaning, road material provision, roadway resurfacing and asphalt repair, soil ripping to 48-inch depths, basin floor smoothing, K-rail installation and removal, hydro-seeding, slope restoration, storm flow and spillway construction or restoration, berm and cofferdam construction or restoration, shotcrete stabilization services, and traffic control services when required. The contract structure allows for flexible service delivery based on operational needs at multiple groundwater recharge facilities.

The document establishes terms and conditions for service delivery, pricing mechanisms, and contractor qualifications necessary to support the Agency's groundwater management and basin maintenance operations. The agreement is designed to facilitate rapid deployment of specialized equipment and expertise for seasonal and emergency basin maintenance activities, with compensation structured according to equipment type, labor classifications, and material handling requirements as specified in the rate schedules. The Master Services Agreement approach allows the Agency to pre-qualify contractors and maintain service availability without requiring competitive bidding for individual minor maintenance tasks, thereby improving operational efficiency and response time for groundwater infrastructure management.

SECTION 3 – SCOPE OF WORK

A. INTRODUCTION TO IEUA: The Inland Empire Utilities Agency (“Agency”) is a regional wastewater treatment agency that provides sewage treatment for the cities located within the west end of San Bernardino County. Additionally, the Agency serves as a supplemental source of potable water and recycled water to the same geographic area. The Agency was incorporated in June 1950, under the Municipal Water District Act of 1911, as a municipal corporation. The Agency’s service area encompasses approximately 242 square miles, including the Cities of Chino, Chino Hills, Fontana, Montclair, Ontario, Rancho Cucamonga, and Upland; and several of the unincorporated areas of western San Bernardino County.

1. The Agency has a dedicated team of approximately 300 professionals, operating five regional water recycling facilities that treat approximately 50 million gallons of wastewater per day. The Agency owns and operates several domestic wastewater trunk sewers and interceptor sewer lines, as well as several industrial wastewater trunk interceptor sewer pipelines. In addition, the Agency operates a composting facility, and the Chino Basin Desalter Number One. More information on the Agency can be obtained through the Agency’s website at www.ieua.org.

2. A five-member Board of Directors is elected to represent the Agency’s 875,000 residents. Each Board member is elected to serve a four-year term, by the registered voters residing within each of the five respective Divisions.

B. DESCRIPTION OF THE WORK:

1. Qualified contractors shall be asked to provide, upon short notice at times, a proposed cost to conduct regular or emergency maintenance work at the Agency’s recharge facilities when the need arises. The contractor shall be selected based upon lowest proposed cost, the contractor’s ability to adequately perform such work, and/or the contactor’s ability to complete the requested work on a strict schedule. The scope of such work will vary to address the given need, but will generally fall within the capabilities listed below:

a. Backhoe services

b. Blading services (grader, dozer, etc.)

c. Earth/soil/silt material windrow services

d. Earth/soil/silt material loading and hauling services

e. Silt material disposal services

f. Basin floor grading/contouring services (‘low-point’ outlet structure)

g. Trenching services

h. Concrete services

i. Dewatering/water pumping services

j. Vegetation abatement/screening

k. Riprap placement/rehabilitation

l. Trash management services

m. Concrete-lined channel cleaning

n. Provide road-building material

o. Roadway re-surfacing services

p. Roadway asphalt repair and/or installation

x. Berm / cofferdam construction or restoration services

y. Shotcrete services for soil structure stabilization

z. When needed Traffic Control services

2. Projects may be small in scale (requiring limited equipment and labor) but will also include larger annual basin cleaning projects (AKA infiltration restoration projects). Basin cleaning projects are conducted in multiple steps and are performed to enhance the recharge capabilities of a basin by removing basin-clogging sediments. Though each basin cleaning project will present some unique requirements and challenges, the scope will generally require the contractor to conduct to the following:

a) Remove or manage any shallow water present in the basin

b) Control any dry weather nuisance water that may enter the basin and impact the work.

c) Perform trash and other debris collection and disposal from the basin.

d) With IEUA Project Manager present, conduct initial blading/cutting of the basin floor and side slopes to verify the necessary cut depths.

e) Conduct broader area cutting.

f) Windrow the cut material and estimate the volume of silt material to be removed, which is to be agreed upon by IEUA Project Manager.

g) Haul and dispose of the silt material and debris.

h) Repair and grade erosional scars and track-walk basin side slopes up to high water line (silt removal from slopes must be conducted prior to this step).

i) Rip the basin floor, achieving two approximately perpendicular passes over the entire basin floor.

j) Smooth the basin floor of rip ruts.

For the duration of any maintenance project, IEUA and other entities may conduct other activities in various parts of a basin and surrounding areas. The Contractor shall communicate with IEUA's Project Manager regarding project phase schedules or proposed changes with enough notice such that IEUA or the basin owner can coordinate various other basin activities efficiently.

The IEUA Project Manager shall pre-approve, in writing, any departures of the described sequencing of tasks outlined for any given project. Any proposals to change sequencing shall minimize repeated access and resulting compaction to the floor and side slopes of a recharge basin. If unnecessary compaction is identified, the Contractor shall perform targeted rip and smooth operations to remove the compaction. Any costs incurred in correcting unnecessary compaction shall be borne by the Contractor.

All proposals shall include the cost of all necessary mobilization and demobilization, permit fees, adherence to all applicable Cal-OSHA standards, traffic control measures, acquiring and applying water for dust control (when work is conducted near an IEUA recycled water hydrant, IEUA will typically provide reclaimed water free of charge), and utilization of BMPs, as needed, to comply with applicable environmental and Clean Water Act requirements, specifically SWPPP requirements.

C. CONTRACT GOAL: The intent of this Contract is to qualify contractors capable of performing a variety of regular and emergency maintenance work at IEUA’s groundwater recharge basins and facilities on an as-needed basis.

D. SCOPE OF SERVICES: Bidders shall review the tasks listed in this solicitation, pictures of the job-site locations. NOTE: THE JOB-WALK IS OPTIONAL.

E. EXPERIENCE AND QUALIFICATIONS: Contractors submitting proposals should have applicable experience within the multiple disciplines required for this scope of work and the associated tasks. Any experience working with the Agency, local cities, or other project owners within the IEUA service area should be briefly discussed, in the proposal.

F. SELECTION PROCESS AND AWARD CRITERIA INDICATED IN SECTION I, ON

PAGE 4: Each Offeror’s proposal will be reviewed by a team of Agency staff and will be evaluated using a rating system to determine the most qualified proposal. A written discussion, provided by the Offeror, on how workflow is scheduled and managed will also be considered.

G. SAFETY / TRAFFIC CONTROL: Contractor shall be responsible for providing a safe work place, and shall be in compliance with all standards and regulations required of the California Occupational Safety and Health Act (CAL OSHA), the Federal Occupational Safety and Health Act (OSHA), the California Division of Industrial Safety Orders (CDIS), the State of California Manual of Traffic Controls, California Laws and Regulations, and any other applicable governmental law or regulations. No chemicals, either in container or as residue from truck and/or trailer use, will be brought onto any Agency property without a formal request and written approval.

H. COOPERATION / COLLATERAL WORK:

Agency reserves the right to do work, as required, under any Contract entered into by the Agency. If such work damages or alters the related improvements that the

Contractor is required to maintain, and creates extra work for the Contractor, the Agency may authorize any necessary extra work, subject to prior agreement on scope of work and pricing.

Contractor shall recognize that during the course of any contract entered into by the Agency, the Agency and other Contractors will conduct other activities and operations.

These activities might require the Contractor to modify or curtail certain operations and it is expected that the Contractor will promptly comply with reasonable requests by the Agency to modify or curtail his/her activities.
