The base bid schedule contains 60 line items with estimated quantities ranging from lump sum (LS) items for mobilization and quality control to unit-priced items such as 35,800 square yards of cold milling, 6,830 tons of asphalt surface course, and 39,500 square feet of runway marking. An additive alternate 1 schedule includes 30 additional items representing non-AIP funded work. A mandatory pre-bid site visit will be held on July 1, 2026, from 7:00 AM to 8:00 AM at Gillespie Field Administration Building, with gate opening only at 7:00 AM; an optional virtual pre-bid meeting follows immediately thereafter using Microsoft Teams. The successful bidder must provide 100 percent performance and payment bonds. This is a public works project subject to prevailing wage requirements under the Davis-Bacon Act and California Labor Code Section 1720, with contractors required to pay state prevailing wages or federal minimum wages, whichever is higher. The project is federally funded through FAA Airport Improvement Program (AIP) grants and requires compliance with Buy American Preference regulations (49 U.S.C. § 50101) and BABA requirements, mandating that all iron, steel, and manufactured goods be produced in the United States unless waivers are obtained. Disadvantaged Business Enterprise (DBE) participation is encouraged but no specific DBE goal percentage is established. Only prequalified contractors holding a California Class A General Engineering Contractor license are eligible to bid. Contractor's Quality Control and Mobilization/Demobilization are limited to 2 percent and 5 percent of the runway 17-35 cost, respectively. The contractor must comply with all FAA general provisions, FAA technical provisions, state prevailing wage determinations, and specialized airfield construction requirements including airport security protocols and foreign object debris (FOD) control procedures.
