About this file

This is a Request for Qualifications (RFQ) issued by San Jose State University, part of the California State University system, seeking qualified consultants to provide professional engineering services across multiple disciplines and campus locations. The University is soliciting qualifications for Geotechnical Engineers, Civil Engineers, and Land Surveyors to support various public works projects. Services encompass drawing peer review for all design phases, technical assessments and reporting, basis of design documents, feasibility studies, Owner Project Requirements documentation, budgeting and estimating, and other discipline-specific scope as requested. Proposers must submit Statements of Qualifications electronically via the CSUBUY platform by September 24, 2026 at 3:00 PM PST, with a deadline for questions set at September 11, 2026. The University anticipates providing notice of intent to award by October 9, 2026, with contract execution and Notice to Proceed dates to be determined. Selected firms will receive Task Order Service Agreements with an initial term of two years, renewable for up to two additional two-year periods, for a maximum term of six years.

The maximum contract value for Task Order Service Agreements is $2,000,000 for the initial two-year term, with potential extensions also valued at $2,000,000 each, reaching $4,000,000 over four years or $6,000,000 over six years. Individual task orders are capped at $400,000, with a $600,000 limit available for critical infrastructure and deferred maintenance scopes. Multiple concurrent agreements with the same provider are prohibited. Reimbursable expenses are limited to actual documented expenditures without markup, excluding travel between the consultant's office and campus unless pre-authorized, as well as office supplies and telecommunication charges. The University will evaluate proposals based on firm experience (200 points), prior university or CSU work (300 points), key personnel experience (200 points), and references (50 points). Statements of Qualifications are limited to 15 single-sided pages for single-discipline submissions, with no page limitation for firms submitting multiple disciplines.
