EXECUTIVE SUMMARY

This report has been created at the request of King George County. Its purpose is to establish the needs and program to house their General Properties Department in a new Maintenance

Building in Purkins Corner, King George, Virginia. This report will be used to guide concept design and subsequent phases of the project.

The County’s selected site for the new Maintenance Building is located off Route 3 adjacent to the King George County Animal Control Center, and across the street from the Sheriff’s Office and YMCA. Based on the Needs Assessment, approximately 4,000 SF (square feet) are required to meet the County’s needs. Initial site blocking diagrams were explored for both an 80’ x 50’ footprint and a 40’ x 100’ footprint. A preliminary analysis of the site’s contours revealed less grading is required for the longer footprint, which would reduce overall sitework cost.

The County currently rents out a garage building to store required equipment and perform general maintenance on various pieces of small machinery. The present arrangement fails to provide a streamlined workflow or efficient storage. Additional dedicated storage space, toilet and shower facilities, reception area, and conditioned break room will provide a more organized flow to the building, as well as a more inviting workplace. The maintenance building is the main structure expected for this site, but an additional storage building may be added in a separate phase. The maintenance building will be roughly modeled after the current location, as the new structure is also intended to be a pre-engineered metal building.

The Needs Assessment projected a total of approximately 3,818 SF of space would be required to meet the interior program needs. Exterior storage needs were estimated at a minimum of 400

SF, to allow access space between equipment pieces. This pre-engineered metal building and associated sitework are intended to be constructed in one phase.

To generate this report, the team reviewed the Needs Questionnaire with King George County

General Properties Department staff. At this meeting, the team discussed the likes and dislikes of the current maintenance building and how a new building could meet King George County’s needs. From this meeting, the design team developed this Space Needs Assessment report and program that identified the program spaces and their associated sizes. A second meeting allowed the design team to follow up with the County and receive confirmation on these program adjacencies and needs. The conversation in this second meeting also assisted in the

County’s determination to move forward with spatial blocking Option 1, which can be found in the attached Blocking Diagrams.

The design team continued to assess the County’s needs and overall workflow throughout the concept development process. Building upon spatial blocking Option 1, three conceptual building layouts were produced. A third meeting with the County provided an overview of the produced concept options. Seen in the Concept Options, Option 1B was selected by the County for final development. Incorporating comments from this meeting and additional research assisted the design team with developing the attached final Concept Design and Cost Estimate.

PROJECT DESCRIPTION

OVERVIEW

King George County wishes to construct a Maintenance Building on the highest ground in the southwest section of the proposed site, leaving room for later construction of an additional county storage building. The Maintenance Building will be operated by the county’s General

Properties Department staff. Most of the building area will provide large garage bays for the

Groundskeeping and Maintenance Department, respectively.

The existing building occupied currently by the General Properties Department measures approximately 40’ x 80’. Maintenance and Groundskeeper Bays, a common area, toilet room, enclosed storage, open storage, and office areas are housed in this building, totaling approximately 3,172 SF for the interior spaces.

While touring the current facility, the design team met with the General Properties Department staff to review the current spaces and discuss what they envision for the proposed Maintenance

Building. From that meeting our team developed the following Space Needs Assessment and spatial blocking diagrams showing adjacency layout options that itemize all the spaces requested. The Needs Assessment, spatial adjacencies, and blocking diagrams were reviewed and confirmed by the County in a second meeting to review the draft of this report.

CODE COMPLIANCE AND LIFE SAFETY

The primary spaces of the building will be the Maintenance and Groundskeeper Bays. The remainder of the building will have storage, administrative offices, public lobby, a break room, showers and restrooms. Use and occupancy classification: Non-separated Mixed Use with

Business (B) and Storage (S-1). The program required for current construction projects total a building area of approximately 4000 SF. Based on use and size, the construction will meet:

Type of Construction: Type II B (non-combustible, unprotected).

Fire Protection: The building will not require a sprinkler system

Max Travel Distance: 100 ft; occupancy load will be less than 30 people

Exits Required: one exit, minimum of 32”

Fire Separation: No fire separation required. Where buildings are 20 ft apart no separation required.

Allowable Building Height: 55 ft, 2 stories maximum

Allowable Area: 17,500 sf

Storage Mezzanine Maximum Area: 1/3 x total floor area (if provided)

No separation required between S-1 and B occupancies.

PROGRAM ADJACENCIES

These attached Blocking Diagrams (ASK-01) were developed to fit the designated site the

County identified. A pre-engineered building was requested by the General Properties

Department. Upon analysis, a 40’ x 100’ (4,000 SF) proportion allowed for the most ideal arrangement of the site. The County indicated Option 1 on the Blocking Diagrams as the space adjacency layout to continue to develop; this option currently locates the Common Area and

Administrative space on the east side of the building, with the Groundskeeper Bay in the middle, and the Maintenance Bay and Exterior Storage on the building’s west. This layout differs the most from the existing Maintenance Building’s current design. However, it was expressed that the Maintenance Bay typically generates the most noise throughout the day, and would be best placed furthest from the Administrative and Common areas.

As part of this study, our team analyzed the proposed site to determine how best to bring the utilities to this site and work in tandem with the existing contours. The design team was conscious of the existing storm water line on site and sought to orient the building so this utility would remain undisturbed. The attached concept site plan is based on these discussions and delineated in the following narrative.

GENERAL ARRANGEMENT

The building is envisioned to be a single story, slab on grade. It will be approximately 4,000 SF in interior area.

The Maintenance and Groundskeeper bays will be the largest spaces, occupying 1,170 SF and

1460 SF, respectively. Each will be a column free room, 40’ wide by 30’ long. The Maintenance

Bay will boast a singular overhead door, wall-mounted workbenches, and an air compressor closet with exterior maintenance access. Conversely, overhead doors will occupy either side’s center of the Groundskeeper Bay to allow simplified access and loading of riding equipment (ex.

riding lawnmowers). High density lockable storage, open storage, and fire rated chemical cabinets will remain around the perimeter of this area.

Department staff noted that more space was necessary for the new Supervisor and Director offices. In the blocking diagrams, the area for these spaces has been increased by 20% to 50%.

Interior windows from these offices provide a sightline into the Large Garage Bays. A Reception

Area and Administrative Assistant workstation was a new space to be added, also allowing for visitor seating. A Server Room is easily accessible from the Director’s office.

The Conditioned Common Space for employees includes a Break Room, Locker Bay, (2) unisex single occupancy restrooms and (2) individual shower rooms with integrated changing areas.

Additional information can be found in the Plumbing section of this report.

The Maintenance and Groundskeeper Bays will require a 14’ average clearance to the underside of the structure. The roof structure is estimated to be 2-4 feet deep with a 1 inch per foot slope.

The diagrams included in this report provide the preliminary general arrangement. They identify the programmed space in their desired locations and general flow.

7 King George County

Storage

When speaking with the General Properties Department staff, the design team understood additional storage may be warranted, as efficient and consistent space for this purpose is scarce in the existing building. The design team presented two options to potentially alleviate this issue in the new building. One option proposed was a potential Storage Mezzanine. However, with the added storage space of a mezzanine comes a compromise of some space. Whether a stair or alternating tread device is added, areas underneath this access would not be usable or habitable.

Upon additional discussion with the County, it was decided a mezzanine will not be explored further in the design process. The storage needs could instead be addressed by the second option proposed: taking advantage of the high ceiling, storage accessed via ladder for items that are lightweight, or not routinely used. This would optimize space and allow easy access for employees, while forgoing the need to bolster the structure if a mezzanine was chosen. This is discussed further in the Structural section of this report.

CIVIL SITE

Existing Conditions

The subject site is a 10.9-acre parcel located at the corner of Government Center Boulevard and

Citizen’s Way, near the County Animal Control Center and Sheriff’s Office in King George, Virginia. The site is presently undeveloped.

On site, there is an existing 18” storm water line. The Maintenance Building’s proposed placement on the site is conscious of this existing line. Sewer lines and waterlines will ultimately tie into the

Maintenance Building’s plumbing system.

Proposed Conditions

The proposed Maintenance Building is to be located east of the Sheriff’s Office and north of the

Animal Control Center. Referencing the orientation of the attached Site Layout on CSK-01, it is intended to be situated at the highest ground in the southeast section of the property. There are three (3) different portions of this project: the building itself, exterior storage, and parking and circulation around the building. The development of a 40’ x 100’ Maintenance building will be supported by associated parking, drive aisles, utilities, and trailer parking for county resources.

A proposed access road is provided to connect the intended circulation road to the cul-de sac off

Government Center Boulevard. The proposed road and parking spaces will be asphalt in the areas indicated on CSK-01, with concrete curbs and gutter along all edges of pavement.

Pavement striping is proposed for all parking spaces, loading areas, and crosswalks. A gravel parking area for county trailers also acts as a turnaround for maintenance and groundskeeper vehicles. A concrete sidewalk is proposed around the building nearest the parking and along the trailer parking area.

The total proposed building is designed to be serviced by adding connections to the existing 8” waterline and 2” sewer force main, as well as utilizing the existing storm network (capacity will need to be analyzed). The waterline will connect to the existing main in the cul-de-sac off

Government Center Boulevard. Additionally, the new building will require a small sewer pump station and will need to connect to the existing 2” sewer force main near the intersection of

8 King George County

Government Center Boulevard and Citizen’s Way. The County requested the station be furnished with a duplex pump system, to allow for continuous system function if one pump requires maintenance or fails. The details of the pump station and connections will be confirmed during the design of the project.

STRUCTURAL SYSTEM

The pre-engineered steel frame super structure is anticipated to be supported on shallow, conventional, reinforced concrete spread footing foundations with a reinforced concrete slab on grade floor. The sub-structure will consist of steel girts and vertical X-bracing at the end and side walls to support the structure laterally. Additionally, portal frames will be required at large openings in the walls to resist lateral forces at these locations. To accommodate future expansion

(if needed), the frame will need to span the 40’ dimension of the Maintenance and Groundskeeper

Bay spaces. The roof structure will consist of structural standing seam metal roofing attached to steel roof purlins spanning horizontally between the frame’s rafters and beams. Depending on the load conditions, horizontal X-bracing may also be required below the roof purlins.

During the initial investigation process, the option of a mezzanine was considered to potentially allow for additional storage. If a mezzanine is required, the floor system will be reinforced concrete slab on metal deck supported on open web floor joists spanning between steel beams. The addition of a mezzanine would require stronger structural elements to be provided to support this area, as well as stairs or an alternating tread device. This alternate would also require the roof height to be raised so head height above this area would be at least 7’-0”. After consideration, the

County decided to discontinue the pursuit of this option.

BUILDING ENCLOSURE

Recently the State of Virginia passed a law that requires all local governments constructing new projects to meet High Performance Standards. This law goes into effect July 1, 2023, and requires new buildings to utilize and file with a Green Building rating system (ex. LEED), incorporate resilience and distributed energy, and meter all utilities. It is important to be aware of relevant ordinances; however, this law does not apply to new buildings, such as the proposed

Maintenance Building, that are under 5,000 sf.

It is the design team’s recommendation to insulate the building to meet the Virginia Energy

Conservation code, (VECC) even though only a portion of the building is to be conditioned. The exterior wall system will be comprised of exterior metal panels, insulation/thermal break, insulation between metal wall girts, vapor barrier fabric on the interior. The 2018 VECC requires a minimum of R-13 plus an additional R-13 of continuous insulation. It is recommended to install paneling on the interior of the insulation for the bottom 8-10 feet to protect the insulation.

These components can be provided by a single pre-engineered metal building manufacturer.

Exterior man doors will be 3’ x 7’ hollow metal frame type with insulated metal doors, allowing employees safe access to Bay spaces, as well as interior office and common spaces. Doors intended for equipment will be 12’ x 12’ metal overhead doors. These are required in this facility to maneuver small-scale vehicles into the spaces.

9 King George County

The roof will be architectural grade standing seam metal over rigid insulation. This roof will be pitched at 1/12 and slope towards the longer (100’) direction of the wing. Water will be collected in gutters and downspouts at the exterior wall and tied into the storm drainage system. The 2018

VECC requires a minimum of R-19 plus an additional R-11 Liner System, which can be provided by the pre-engineered metal building manufacturer.

Instead of insulating the entire building, an option was presented to insulate only the conditioned areas. This would require the conditioned portions of the building to be separated from the unconditioned space by building thermal envelope assemblies complying with the 2018 VECC.

At the second meeting, the County indicated that the Maintenance and Groundskeeper bays should be heated in the winter. This information nullified the partial insulation option described above. It should also be noted that the current facility is insulated. During this process, the County chose to pursue full insulation of the building.

INTERIOR CONSTRUCTION

All interior partitions will be light gauge metal stud framing clad with gypsum board and painted finish. Abuse/impact resistant gypsum board will be used in all public corridors and restrooms.

Ceilings in non-garage areas will be lay-in acoustical type. Flooring in public corridors, garages, and mezzanine alternate will be sealed concrete. Toilet rooms will also include sealed concrete floors. Shower floors will be finished with porcelain ceramic tile or another hard, non-absorbent surface. This material will also be utilized in shower stalls, as well as any wet walls or water closets. The reception, offices, and break areas will have resilient flooring.

HVAC

Governed by the International Mechanical Code, the ventilation system is to comply with

ASHRAE 62.1. The mechanical design will comprise of a complete heating, ventilation, and air conditioning (HVAC) that attains the following objectives: occupant comfort, indoor air quality, acceptable noise levels, energy efficiency, reliable operation, and ease of maintenance. The office area, break room, toilet rooms and shower rooms will be conditioned by a VRF with energy recovery ventilation, allowing for temperature control in separate spaces. The

Maintenance and Groundskeeper bay will each have a High-Volume Low-Speed Fan to allow for worker comfort and air circulation in the warmer months. Additionally, exhaust fans should be added in both bays. Variable Frequency Drives will be integrated in the respective fans to reduce air flow during unoccupied times. Finally, while the Groundskeeper and Maintenance

Bays will not require conditioning, heating will be provided in these areas.

PLUMBING

The Plumbing system design will utilize low flow fixtures throughout, providing both water conservation and reduced domestic water heating demand. Water closets will have maximum of

1.28 gallon per flush (GPF) low-flow manual flush valves. Lavatories will have 0.35 GPM aerators while the break area sink will have 1.5 GPM faucets. Shower heads throughout the facilities will have a 1.5 GPM flow rate for additional water and energy savings. Fixtures will be

EPA Watersense labeled where applicable.

10 King George County

To more efficiently group plumbing within the proposed building, showers and toilet rooms are recommended to be located adjacent to one another. These are to be consolidated in one area for efficiency of the plumbing infrastructure. For workers’ ease of access, at least one toilet room should be accessible from the garage bays. However, for increased privacy, it is suggested that showers be accessed from the Break Room.

The lavatories will consist of ADA accessible roll under solid surface countertop with integrated seamless bowls. The plumbing fixtures will be wall hung. Automatic flush valves, touchless hand wash faucets, touchless soap dispensers, and automatic paper towel dispensers will be provided. Wall mounted receptacles will be in all restrooms. A utility sink will be located in the

Maintenance Bay to allow for quick hand rinses. During the design phase, the types and quantities of drains will be analyzed and determined, as well as the need for an oil water separator.

Groundskeeping and vehicular maintenance both require chemicals that may be toxic or harmful upon contact with skin or eyes. For this purpose, there will be an eyewash provided at the internal utility sink at a minimum. During the design phase, the design team will also determine whether an emergency eyewash/shower combination unit is required. The chemicals to be implemented on the site of the new building are as follows: fertilizer, insecticides/pesticides, herbicides, fungicides, surfactants, gasoline, detergents, rinse aids, paint, hydraulic fluids, oil, windshield washer fluid, antifreeze, propane.

ELECTRICAL

Electrical Distribution System

The electrical distribution system will consist of a 277/480V main distribution board (MDB) that will feed 277/480V panels, transformers, & 120/208V panels as required. The new mechanical equipment will be fed from the MDB. The MDB and associated equipment will be in the

Mechanic/Electrical/Plumbing room. In the concept design, an option for a potential back up generator will be explored to support conditioning and lighting of the Common and

Administrative areas in the event of an outage.

Depending on the final design, the energy code may require metering of different load types separately.

Interior Lighting

Interior lighting utilizes lighting fixtures with integrated LED arrays with a Correlated Color

Temperature (CCT) of 4000K and a Color Rendering Index (CRI) of 80 or higher. All interior lighting is wired to a 277-volt source unless otherwise indicated.

Lighting Controls: The lighting control system is intended to be area-by-area. Low-voltage local lighting control switches will be provided in areas with luminaires and supplemented with ceiling

(or wall) occupancy (or vacancy) sensors as required by energy code. At the time of this report, 11 King George County the County has communicated they do not require windows in this building. In this case, daylight sensors will not be required. Low-voltage snap switches will be provided for back of house utility spaces. Exterior lighting fixtures will be controlled by integral photocells. Dimming will not be required for the new building.

Emergency Lighting: Emergency egress lighting will be provided by integral battery backup lighting fixtures for all means of egress. Exit signage will be located at all exits and paths of egress. If the back up generator option is chosen, emergency lighting will be connected to the generator instead of battery backups.

Exterior Lighting

New building mounted full cut-off LED lighting fixtures will be provided at man doors and as required by code. At this time, the County does not require additional exterior building lighting.

Integral battery backups, photocells, and motion sensors will be provided where required for exterior lighting. Site lighting will not be provided in the parking lot and access roads pertaining to the Maintenance Building. Exterior lighting utilizes lighting fixtures with integrated LED arrays, will have a Correlated Color Temperature (CCT) of 4000K and a Color Rendering Index (CRI) of

70 or higher. All exterior lighting is wired to a 120-volt source unless otherwise indicated.
