II. Governors Island and The Trust
Trust for Governors Island The Trust for Governors Island (“the Trust”) is the 501(c)3 non-profit organization created by the City of New York responsible for the planning, operations, and ongoing development of Governors Island. The Trust’s mission is to realize the full potential of Governors Island for the inspiration and enjoyment of all New Yorkers, demonstrating a bold vision for public space.
Since its transfer from federal to local control in 2003, Governors Island has undergone one of the most remarkable transformations in New York City’s history. The Trust for Governors Island and the City of New York, working in collaboration with the National Park Service and the non-profit Governors Island Foundation, have worked to build over 43 acres of new, award-winning park space, created public programs and commissioned artworks, welcomed nearly 1 million visitors annually from all five boroughs of New York City, rehabilitated historic buildings in collaboration with educational and cultural tenants, and invested in infrastructure to ready the Island for its next chapter.
Following nearly two decades of planning and investment, the Trust embarked on a growth strategy in 2019 centered on extraordinary open space, transformative arts and culture, and education and research focused on the climate crisis. These efforts will advance the Trust’s mission to continue growing Governors Island as a public resource, further expand public access, and create a path towards financial sustainability.
Governors Island Governors Island is a 172-acre island in New York Harbor, just minutes by ferry from Lower Manhattan and the Brooklyn waterfront. With its unique mix of historic, natural, and waterfront assets, Governors Island serves as a dynamic year-round public resource focused on extraordinary open space, transformative arts and culture, and pioneering research and education dedicated to addressing the global climate crisis.
An award-winning park complements its dozens of historic buildings and 22-acre National Monument managed by the National Park Service. The Island is home to a growing community of year-round tenants, including the Urban Assembly New York Harbor School, the Lower Manhattan Cultural Council, the Billion Oyster Project, Beam Center, the Institute for Public Architecture, and QC NY, as well as the soon-to-open Buttermilk Labs, a new multi-tenant hub for coastal climate solutions.
In April 2023, the Trust and the New York City Mayor’s Office announced that the New York Climate Exchange, a new nonprofit initiative established by Stony Brook University and a consortium of universities, businesses, and nonprofit organizations, will create a state-of-the-art, $700-million campus on Governors Island. Opening in 2029, the Exchange is dedicated to educational programming, research, climate tech incubation, and policy work to advance action in New York City and elsewhere around the world.
In addition to open space, historic, cultural, and civic resources, the Island also offers more than 1 million square feet of historic buildings ready for adaptive reuse and 33 acres of fully entitled development area that can accommodate new academic, commercial, convening, and cultural facilities.

III. Scope of Services
A. Project Background and Location
Building 324, also known as the former YMCA, was constructed in 1926 as a masonry building with wood frame roof and partitions. Located in the Governors Island Historic District at 324 Cartigan Road, it is approximately 26,000 sq ft. The building was designed in the Ne0-Georgian style, with a central gabled roof and portico that frames the entrance. It is comprised of a central two-story section with double-height one story wings on either side that once housed a gymnasium with squash courts and an auditorium. The building was designed by May and Hillard as the Fort Jay YMCA and housed a club, offices and exercise rooms and an above grade outdoor swimming pool to the south of the building. There have been several alternations to the building over the years including a brick pump house at the northeast corner of the property, a wood addition on the east facade and several windows have been filled with brick or concrete.
Scope of Work
General Construction Services:
The contractor will provide all construction services associated with the project, including but not limited to, means and methods, job site safety, temporary shoring, chairing bi-weekly progress meetings and providing minutes, submittals and requests for information (RFIs), coordinating special inspections, in addition to coordination with the Design Team, the Trust, and other agencies as needed for reviews and approvals, and any further services described in the Contract Template document attached as Exhibit D. The contractor will be responsible for all logistics associated with completing the scope of work as outlined in Exhibit F – Design Documents. The Trust is seeking a lump sum fee for all work outlined in this RFP and associated Exhibits, as outlined in Exhibit H – Fee Proposal.
The selected contractor(s) will comply with all applicable Federal, State, and local laws, regulations, and guidelines, and policies, for the duration of the executed Agreement. In addition, this Project has an M/WBE participation goal of 30%. The contractor shall prepare payment requisitions consistent with all applicable procurement requirements for reimbursement of eligible expenses.
Summary of Work The building has been largely vacant since the closure of the US Coast Guard base in 1996, and is currently unusable in need of stabilization. The rehabilitation scope in this RFP includes core and shell improvements to stabilize the masonry and wood-framed structure, completion of critical structural repairs, selective demolition of non-essential interior elements, and installation of a weather-proof roof and façade through repair and repointing work as noted in Exhibit F - Design Documents. Remediation of asbestos, mold and lead will be part of the rehabilitation scope, along with all associated filings and approvals with regulatory agencies for hazardous material remediation.
Interior renovation, MEP, utility connections, fire alarm and suppression systems, finishes and partitions will be completed by a future tenant and are not a part of the Project.
The Project will be filed as an Alteration Type 2 application with DOB, with the architect, Marble Fairbanks Architects, and the structural engineer, TYLin, self-certifying the architecture and structural applications. The civil work will be filed as a standard application by the civil engineer of record, AKRF. The Design Team has already secured approval for the Project from the State Historic Preservation Office, and has begun the approval process with the New York City Landmarks Preservation Commission. The contractor will comply with all required process approvals for any mock-ups or site visits as required by the Historic Preservation agencies, and work closely with the Design Team and the Trust for coordination of any remaining DOB approvals and application close-out.
