Statement of Work - Post Construction Assessment of St. Clair River Habitat Restoration
I. GENERAL INFORMATION
A. Introduction
Delisting beneficial use impairments related to losses of fish and wildlife habitat in the St. Clair River Area of Concern relies on sound scientific assessment of restoration efforts. Assessment and monitoring will provide contemporary data and information related to the responses of populations and ecological parameters to restoration investments, allowing resource managers to learn and adapt future strategies to achieve restoration goals. This statement of work describes the Great Lakes Science Centers need for assistance with post construction assessment of restoration projects in the St. Clair River Area of Concern.
B. Background
Beneficial uses and ecosystem services of aquatic habitat and populations are suffering from widespread degradation in the St. Clair River. Large investments in habitat restoration occurred throughout the system in the past decade. These projects included restoration of both instream (artificial spawning reefs at Hart’s Light, Pt. aux Chenes, and Middle Channel) and riparian habitats throughout the system. Previous GLRI project objectives led by this research team (GLRI Template 70) included establishing both project specific and ecosystem-wide monitoring protocols that include evaluation of physical and biological parameters. This proposed project will use those protocols at three restoration sites (Port Huron North & South, Cottrellville, Michigan) to evaluate the efficacy of ecological restoration efforts at the site scale and monitor population responses within the system. Additionally, this work will determine the possibility of delisting beneficial use impairment 14 (loss of fish and wildlife habitat) from the St. Clair River area of concern.
C. Definitions/Applicable Documents
GIS: Geographic information system
GPS: Global positioning system
Herptofauna: Amphibians and reptiles
D. Scope
Conduct site-specific monitoring of terrestrial and aquatic flora and fauna to evaluate the effectiveness of recent shoreline restoration projects in the St. Clair River towards improving, macroinvertebrate and herptofauna biodiversity and establishment of native riparian vegetation and wetlands. Effectiveness of restoration projects towards improving herptofauna biodiversity shall be assessed through detection and identification of herptofauna through visual encounter and collection. Sampling will focus on the primary active season, however, mudpuppy sampling shall extend into December. Observations of herptofauna will be spatially documented with GPS equipment meeting the Tier II Geospatial
Accuracy Standard. Locations of observed herptofauna and critical areas for rare and sensitive species shall be mapped using a GIS. Additionally, seasonal botanical assessments at the three sites shall be conducted during the growing season. Presence of invasive, threatened, or endangered species will be noted and floristic quality will be assessed at each site.
II. WORK REQUIREMENTS
A. Technical Requirements
1. Photographic Monitoring along the terrestrial portions of sites will be conducted at the beginning of all site assessments (e.g., macroinvertebrate, fish community, and wetland monitoring) at benchmarked locations at each site (Table 1).
Wetland Monitoring will be conducted using the Michigan rapid assessment method for wetlands (MiRAM).
Terrestrial Plant Monitoring: Species composition will be determined through timed meander searches during the active growing season (spring, summer, and fall) and the presence of invasive or threatened and endangered species will be noted. Additionally, plantings will be observed to evaluate their survival.
Herpetological Monitoring will follow the methods used to assess sites prior to restoration and be conducted during the primary active season with targeted surveys for mudpuppies extending into December, to determine species presence, spatial distribution, and estimate relative abundance of rare and sensitive species.
Locations of species observations will be documented with GPS equipment meeting the Tier II Geospatial Accuracy Standard.
Stream Habitat and Macroinvertebrate Monitoring will be in accordance with the MIDEQ Qualitative Biological and Habitat Survey Protocols for Wadeable Streams and Rivers. At non-wadeable sites, methods will be developed for assessing physical habitat.
2. Monitoring shall follow established protocols detailed in II.A.1. and lead to the deliverables identified in II.B. Findings and conclusions should be summarized in a final report including maps of sample sites, species observations, and critical areas.
B. Deliverables
1. Deliverables include benchmarked photos of sites from all sampling excursions, annual MiRAM wetland assessment, seasonal timed mender assessments of terrestrial plants, evaluation of survival of plantings, annual herpetological assessment, and annual MIDEQ Qualitative Biological and Habitat Survey of stream habitat and marcoinvertebrates at each site. Additionally, findings and conclusions shall be summarized in a technical report to be submitted electronically. The final report shall detail habitat and floristic quality at each site and include maps of sample locations, species locations, and critical areas for rare and sensitive species.
2. Annual progress reports due at end of field season, annual report of summary findings, and final report no later than December 31, 2016.
III. SUPPORTING INFORMATION
A. Place of Performance Michigan riparian zones of the St. Clair River to include the Port Huron North and South sites, and the Cottrellville restoration site in southeastern Michigan.
B. Period of Performance May 1, 2015 – December 31, 2016
C. Government Furnished Property (GFP), list property and its value.
Not applicable – no government property is involved.
D. Special Considerations:
1. Key personnel qualifications: Lead contract personnel should have demonstrated experience in conducting sampling program as described in section II to include relevant training and work experiences.
2. Data Rights, Safety, Environment: Data that are collected will be shared between the USGS Great Lakes Science Center and the contractor for the purposes of publication and dissemination. Contractor is expected to comply with all applicable laws and regulations including obtaining necessary state and federal collection permits.
