About this file
This document is a Statement of Work (SOW) for propellant storage services issued by the Naval Surface Warfare Center, Indian Head Division (NSWC IHD). The SOW requires Martin Baker Aircraft Company, Ltd. to provide 12 months of storage, transportation, withdrawal, palletization, and stability testing for government-owned explosives and propellants from September 26, 2025, to September 25, 2026, at their Heapey Storage Depot in the United Kingdom.
Key requirements include storing government-furnished property (GFP) in a safety-surveyed, bunker-style facility approved for high explosives (hazard type 1.1), conducting up to ten transportation trips, performing two overseas shipment palletizations, and completing stabilizer testing when required. The contractor must maintain separate storage for government assets, provide quarterly inventory reports, and follow specific packaging requirements including heat-treated wooden pallets. The contract will be a firm-fixed price, awarded noncompetitively under FAR 13.106(b) based on Martin Baker being the only known source capable of meeting the government's requirements.

1.1 SCOPE
The Contractor shall provide storage, transportation, withdrawal and palletization for overseas shipping, and stability testing of the USG owned explosives, to include high explosives. This storage requirement consists of 12 months of storage, at the contractor facility and the capacity includes the Government Furnished Property (GFP) provided in attachment 1.
2.0 REQUIREMENTS
The Contractor storage facility shall be a legally approved, safety surveyed, dedicated, bunker-style storage facility that complies with government and locally required regulations. The contractor storage facility shall be designed and approved to store explosives, up to and including, high explosives (1.1).
2.1 Government Furnished Property (GFP) transportation requests shall utilize the contractor’s transportation and licensing. Any movement of the GFP shall be pre-approved by the USG.
2.1.1 The contractor shall make up to ten transportation trips in support of USG contract performance, to and from the storage facility, during the period of performance of this contract. The contractor shall send a GFP request to the USG TPOC and AMS at which time the contractor needs to withdraw and transport GFP from the storage facility to the contractor’s main facility in the course of performing an active USG contract.
These withdraw requests shall be initiated by the contractor with an email request to the USG TPOC and AMS. The USG will respond to the contractor request for withdrawal with the specific propellant batch number(s) of the GFP that needs to be withdrawn from storage. Once the contractor completes the GFP withdrawal to fulfill the production requirements of the contract, and accounts for any production loss, and/or any remaining propellant accounted as overage, the contractor shall update the inventory record, included in this contract as attachment 1, and submit that amended report to the TPOC and AMS for approval.
2.1.2 The contractor shall provide transportation and palletization for overseas shipment of the GFP upon USG request. These USG propellant withdrawal requests shall be made to the contractor in email and include the batch number(s) of the GFP that needs to be withdrawn and palletized for shipment to the designated USG facility. Once the contractor completes this GFP withdrawal, the contractor shall update the GFP inventory reflected in attachment 1, and submit that updated inventory to the USG TPOC and AMS. The contractor shall complete up to two withdrawals and palletizations for overseas shipments to a USG facility during the period of performance of this contract.

· Traceable seals are required for delivery of all "ready to issue" (condition code A, B, C, or N) or "pending acceptance" (condition code D) ammunition and ordnance items including inert configuration items. Traceable seals provide an indication of security and certification of material serviceability and apply to more than just hazardous materials.
· Restrictions Involving Non-Manufactured Wood Packaging (NMWP) and Pallets (per Defense Logistics Agency Directive subpart 47.305-1(c)(90): “All wooden pallets and wood containers produced of non-manufactured wood shall be constructed from Heat Treated (HT to 56 degrees Centigrade for 30 minutes) material and certified by an accredited agency recognized by the American Lumber Standards Committee (ALSC) in accordance with Non-manufactured Wood Packing Policy and Non-manufactured Wood Packing Enforcement Regulations, both dated May 30, 2001.”
2.1.4 The contractor shall store USG bulk-buy assets in a separate and segregated storage area from the contractor’s assets.
