| Question # | Question Text | Government Response | FOA Reference |
Does the 15% of the annual budget allotted to each subrecipient include scholarship, study abroad expenses and other student costs? | Answer: The lead IHE must ensure that any subrecipients receive at least 15% of the annual budget. The subrecipient can use this 15% allocation for approved grant activities. | FOA Section I.D. Objective 1; Page 9
When I try to set up an application in the grant.gov portal it does not allow me to select the "apply" button. Is there something else I should be doing? | Answer: Applications are not to be submitted via Grants.gov but rather emailed directly to dni-foa-24-01@iarpa.gov. The application submission instructions can be found in FOA Section IV. APPLICATION & SUBMISSION INFORMATION. | FOA Section IV; Pages 20, 28
Writing to request clarification of Objective 9, Use of Grant Funds to Create Scholarships for IC CAE Scholars, located on page 15 of the FOA.
| In the past, we have provided IC CAE Scholars with stipends (under participant support) to help offset their costs as they pursue the opportunities in our IC CAE program (e.g., research fellowships, study abroad opportunities, internships, etc. ). The stipends have not been awarded as formal scholarships that reduce a student’s tuition bill but rather, have come in the form of a stipend payment directly to the student. In this context, do student stipends meet the criteria to “create scholarships” for IC CAE Scholars? | Answer: We would consider stipends to be an appropriate use of these funds (e.g., scholarships, tuition, books, fees) | FOA Section I.D. Objective 9; Page 15 | |||
We are considering forming a consortium of four IHE’s to apply for this grant. One of the subrecipient IHE’s is already fully funded and would prefer not to receive any of the funds associated with this grant. Is it acceptable to allocate the grant funds to only the other three IHE's in the consortium? | Answer: The lead IHE is required to allocate at least 15% of the grants funds to each subrecipient. | FOA Section I.D. Objective 1; Page 10 | |
How should a non-MSIs respond to Objective 8: Study Abroad and Cultural Immersion? If we cannot use grant funds, should we leave this section blank, put N/A as a response, or something else? | Answer: Each Application must include an IHE of one of the four identified MSI categories (HBCU, PBI, HSI, and/or AANAPISI); therefore, each entity should be able to address this objective directly with their MSI partner(s). | FOA Section I.B; Page 5 | |
Is it allowed to include voluntary cost-share? | Answer: Cost sharing is neither required nor prohibited, and will not be considered as part of the evaluation for grant award. | FOA Section III.B; Page 19 | |
For Objective 2, can we create our own certificate? Meaning we would develop a list of transcriptable courses and non-transcriptable courses/activities that a student needs to complete, and our research institute would issue a certificate to the student for completing the requirements. This type of certificate would not show up on transcripts. | Answer: Regarding FOA Objective 2, schools may create an IC CAE related certificate. | FOA Section I.D Objective 2; Page 10 | |
How do the Pathways relate to the 9 IC CAE Objectives? For example, if we selected Pathway III, do we need to link that Pathway to aspects of Objective 4: Foreign Language Programs? | Answer: Applicants shall address how its consortium meets each Objective regardless of the Pathway selected. | FOA Section I.D Ojective 4; Page 13 | |
We are not an MSI; however, are very interested in applying as a lead in collaboration with a couple of our local Tribal Colleges or Universities (TCUs). These would not fall under the 4 categories of MSIs listed in the RFP. Would be still be eligible if we applied with a TCU as a consortium partner? Seeing a lack of CAEs in our region, we would love to be able to increase the IC’s reach with Native American, rural, and other populations here. | Answer: Your institution may partner with a TCU but would still need to include an IHE of the four MSIs in your consortium to be eligible for the grant (e.g., HBCU, PBI, HSI, and/or AANAPISI). | FOA Section III.A; Page 18 | |
The FY22 FOA listed NASNTI as eligible to apply for the grant. The FY24 FOA uses the AANAPISI designation. Does this mean NASNTI institutions are no longer eligible to apply? | Answer: An NASNTI Institution may apply but will need to partner with an IHE of one of the four required MSI categories (HBCU, PBI, HSI, and/or AANAPISI) using the consortium model. | FOA Section III.A; Page 18 | |
Will the document with responses to these questions be uploaded under "Related Documents" tab on grants.gov for the FOA? Will we be notified when that takes place? | Answer: Yes, the Q&As will be posted under "Related Documents" tab on Grants.gov. | FOA Section II; Page 17
