1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY
REQUIREMENTS
The Survivability and Weapons Effects Division, Naval Surface Warfare Center, Carderock, performs survivability and unique recoverability assessments using the Integrated Recoverability Model (IRM) analytic tool for Navy ship acquisition Program
Offices. This software was developed by Test and Evaluation Solutions (TES), LLC using SBIR funding. This order is to provide engineering services for each program’s recoverability analyses and Verification, Validation and Accreditation
(VV&A) efforts by assessing ship recoverability impacts based on distributive system design and recoverability features as well as performing verification and validation efforts. Plan for the IRM analytic tool for use in the Navy’s PMS 515, PMS
377, and Large Surface Combatant Programs within 12 months from the effective date of award and at a cost of

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION
The corporation, Test and Evaluation Solutions, LLC, has developed a proprietary recoverability modeling tool called the
Integrated Recoverability Model (IRM) analytic tool. The tool is currently being used by US Navy Ship Acquisition Offices to provide recoverability assessment data to support NSWCCD Code 66 survivability assessments. No other special use or general use software tool exists that performs the unique ship recoverability calculations necessary to conduct the survivability assessments required by the US Navy. The analytic tool inputs and outputs have been developed through previous SBIR efforts and is therefore well integrated into the Navy survivability and recoverability analytic assessment tools, facilitating efficient rollup of data to support needed timelines for whole ship survivability assessments.
As mentioned above, TES, LLC is the sole proprietor of the Integrated Recoverability Model (IRM) analytic tool used to perform unique ship survivability assessment. Pursuant to FAR 6.302-1(a)(2)(iii), this analytical tool is only available from one source, TES, LLC, and it is likely that an award to any other source would result in (a) substantial duplication of costs to the Government that is not expected to be recovered through competition, and (b) unacceptable delays in the completion of the Live Fire Test and Evaluation (LFT&E requirements for PMS 377, PMS 515) and analysis required by the Large Surface
Combatant program. To date, the IRM tool has been utilized under three different NAVSEA SBIR contracts developed from
2009 through 2017 with over invested by the US Navy.
3. MARKET SURVEY
Market research performed found that Test and Evaluation Solutions LLC is uniquely qualified to provide the needed analytical tool to perform the unique ship recoverability calculations required by the US Navy due to proprietary rights.
4. ADDITIONAL FACTS
This unique ship recoverability and survivability assessment analytical tool has been developed for US Navy use in the following contracts:
Contract Number Obligated Amount
N00024-11-C-4120 $749,875
