3. Description of Supplies/Services
NSWC PHD requires replacement of the obsolete CCA VME 275 provided by General Micro System Inc. to modify the Software (S/W) that runs on the VME120 to work with the new VME driver.
The certifying technical and requirements personnel have verified the Government’s minimum needs.
The total estimated value of the requirement is $281,325.00. The current fund plan is reflected in Table 1 below:

5. Rationale Justifying Use of Cited Statutory Authority
General Micro Systems (GMS) is the only source for the VME120 as they wrote the universe driver software for the CCA VME120 that allows maintenance tasks, which allow the user to test the equipment to validate its operational, Data Recording, Data Extraction, and Graphical User Interfaces to display the data obtained by the universe driver through programmatic calls. The VME120 replaces the obsolete VS275 that is currently in use
. GMS is the only manufacturer that can offer a device that satisfies the Form, Fit, Function (FFF) and the VME driver for the .
A new ship change document (SCD), Allowance Parts List (APL), and Integrated Logistics Support (ILS) would need to be created to have any other product be delivered to the Fleet. Based on previous cost for similar SCDs, the labor hours of that effort would be approximately $300,000.00. In addition to getting the new part to pass Factory Qualification Test(FQT), 12 to 16 months would need to be allotted for the SCD to be approved. The standard processing time for an SCD to be approved includes the four different stages the SCD need to go through. It is unknown how long it would take for the process of manufacturing to build a new custom part and VME driver that would satisfy the Government's need. The alone, based on previous FQT's we have done. In addition, the Design Agent (DA), Raytheon, would be need to modify the S/W that would require FQT and SCD to install a new version of the S/W for the
