STATEMENT OF WORK

I. INTRODUCTION
The Bureau of Economic Analysis (BEA) is one of the world's leading statistical agencies. BEA produces economic statistics that enable the government, economists, statisticians, and the public to understand the performance of the Nation's economy. BEA collects source data, conducts research and analysis, develops, and implements methodologies, and disseminates statistics to the public.
BEA staff use newspaper publications as part of data collection and research on the statistical reports, projections, and analyses produced for the public. To support its mission, staff must have access to US and International business, finance, and investment news including:
• World Newsletter

VI. EVAULATION CRITERIA
Through prior research of internet databases providing access to the desired publications, the Bureau of Economic Analysis has determined that The Wall Street Journal is the only source at this time to fulfill the requirement. The performance of these services through The Wall Street Journal will mitigate any risks associated with the Bureau of Economic Analysis’ ability to complete its analyses, reports, and projections on schedule and without impeding its overall mission.
It was noted that other institutions (academic and private sector) use the Wall Street Journal Digital for requirements such as BEA's. Because of the license restrictions, BEA would not be able to purchase access except through Dow Jones Inc.
