About this file
The file is an Excel worksheet (FWCGP Application Worksheet.xlsx) related to the Counter-Unmanned Aircraft Systems (C-UAS) Grant Program administered by the Federal Emergency Management Agency (FEMA). The grant program provides $500 million in funding over two fiscal years to enhance state and local capabilities for detecting, identifying, tracking, and monitoring unmanned aircraft systems (UAS). For Fiscal Year 2026, $250 million is prioritized for the 11 states hosting FIFA World Cup 2026 events and the National Capital Region, focusing on events with Special Event Assessment Rating (SEAR) 1 or 2.
Eligible state, local, tribal, and territorial governments can use the funds to purchase UAS detection, identification, monitoring, tracking, and mitigation (DIMT-M) technologies to support public safety. The application process will be conducted through FEMA Grants Outcomes (FEMA GO), with projects receiving effectiveness and prioritization scores. The remaining $250 million will be distributed in Fiscal Year 2027 to all 56 states and territories, with an expanded focus on building national detection and response capacity. Recipients must accept awards within 60 days, and the funding is subject to 2 C.F.R. Part 200 administrative requirements.

Introduction
FIFA World Cup Grant Program Application Worksheet Introduction
As part of the FIFA World Cup Grant Program (FWCGP) application process, applicants must complete a formal application worksheet that addresses the evaluation criteria specified in the Notice of Funding Opportunity (NOFO) and provides additional information and certifications. The FWCGP is authorized in Section 2004 of the Homeland Security Act of 2002 (Pub. L. No. 107-296, as amended) (6 U.S.C. § 605).
The Federal Emergency Management Agency (FEMA) has developed guidelines that help ensure that submissions are organized in a consistent manner while addressing key data requirements. This application worksheet must be used by applicants to complete and submit their application. Failure to address these data elements in the prescribed format could potentially result in the rejection of the application worksheet from review consideration.
Applicants that are applying with subapplicants known at the time of submission must ensure their applications are inclusive of all subapplicant information that they wish FEMA to review and must be submitted by the deadline. All applicants are encouraged to review the FWCGP NOFO for details on the application submission process. Application documents will be submitted via email and may need to be uploaded to the FEMA Grants Outcomes (FEMA GO) System once the system is active. Applicants should use this worksheet in conjunction with the Investment Justification form to prepare their application materials and as a reference guide throughout the application process.
Tab 1: Applicant Checklist
This tab provides applicants with a checklist to ensure all necessary documents are submitted with the application.
Tab 2A: Example Budget Worksheet
This tab provides an example budget to illustrate how to enter in budget line items. Please only enter the budget line items into Tab 2B.
Tab 2B: Budget Worksheet
This tab provides an area for a detailed breakdown for project costs. All proposed budget line items should be entered here, along with project names, budget narratives, total costs, and other budgetary details as they are known at the time of application. This worksheet will then be utilized to serve as the detailed budget that informs the FEMA GO system budget. Please add as much detail as possible into this sheet as it will serve as a point of reference during your application review for cost justification on proposed projects.
Tab 3: Subapplicant Info
This worksheet collects necessary subapplicant information. Only those applicants with subapplicants known at the time of application submission need to complete this section.
Tab 4: Certifications
This tab must be completed by the applicant to review/confirm the required certifications for the C-UAS Grant Program application in FEMA GO. Each applicant's Authorized Organization Representative (AOR) needs to digitally "sign" the applicable certifications by entering their name and the date.
