About this file
This is Addendum No. 1 to a competitive sealed bid solicitation (FWC 25/26-23) issued by the Florida Fish and Wildlife Conservation Commission for road maintenance work at Babcock Ranch Preserve near Punta Gorda, Florida. The project requires the supply, delivery, spreading, and grading of approximately 9,279 tons of DOT-certified bank run shell base material on Bull Head Grade Road, covering approximately 2.5 miles. Material must be spread to a minimum depth of 6 inches and maximum depth of 10 inches, with a width of 14-18 feet and a finished 4-inch center crown for drainage. A mandatory pre-bid conference was held on December 16, 2025, and sealed bids were due January 6, 2026, at 3:00 PM ET, with public bid opening at 3:30 PM ET and anticipated award on January 9, 2026. The contract term is one year from issuance of the Purchase Order, with work completion required by May 31, 2026, and final invoicing due by June 4, 2026.
This addendum addresses sixteen questions submitted by prospective bidders regarding project requirements and site access. Key clarifications include confirmation that no performance bond is required, no federal funds are designated for the project, FWC's tax exemption does not apply to contractors, and no specific licensing is required for this work. Site access is restricted to the eastern property entrance at the Muse Gate (CR 720, Loblolly Bay Road SW), and no designated staging areas are permitted, although contractors may use existing side roads for equipment turnarounds subject to project manager approval and repair obligations. The estimated project budget is $278,356, with liquidated damages of $100 per calendar day assessed for failure to meet the May 31, 2026, completion deadline. Bidders must submit per-ton pricing inclusive of all material and delivery costs, provide proof of registration in MyFloridaMarketplace and the SunBiz system, and submit a minimum of three verifiable references for similar projects.
