About this file

This document is an email draft related to a Controlling Board approval request from the Ohio Department of Health, involving a maintenance and support contract with Data Systems Integration Group Inc. (DSIG), a company based in Dublin, Ohio. The communication involves internal stakeholders including Paul Maragos, Danny Yates, Will McHugh, Erica Leasure, Paul Ingiosi, Jill Breeze, Natasha McDaniel, and Lisa Griffin, who are reviewing a draft contract for an electronic Laboratory Information Management System (eLIMS).

The contract seeks Controlling Board approval for a non-competitive procurement of maintenance and support services for the RevolutionDx eLIMS system, with funding of $609,098.70 for FY 2026 and $621,673.16 for FY 2027, drawn from fund 3HP0. The original system was competitively developed by DSIG through a Department of Administrative Services solicitation, and DSIG is positioned as the sole developer with exclusive technical expertise. The contract aims to maintain and support a cloud-based eLIMS solution that optimizes laboratory testing and reporting capabilities, reduces dependency on IT developers for system updates, and improves overall system performance by replacing a 20-year-old legacy system.

Hello Everyone;

Please review the draft. Please make sure I’m accurate. Edit as needed. Thanks.

The Department of Health respectfully requests Controlling Board approval to waive competitive selection in the amount of $609,098.70 for FY 2026 and $621,673.16 for FY 2027 in fund 3HP0, and various ALIs with Data Systems Integration Group Inc, Dublin, Ohio to provide maintenance and support for the RevolutionDx eLIMS system

For the original system build, the Department of Administrative Services (DAS) issued a competitive solicitation to secure services to build an Electronic Laboratory Information Tracking System (eLims). As a result of a consensus scoring process Data Systems Integration Group Inc. (DSIG) was awarded the contract (0A1166). The system is now complete.

The new eLIMS solution allows for optimization of current technologies to advance the capabilities of Laboratory testing and reporting in Ohio. It also allows for timely updates through a user interface that allows configurability. This reduces the dependence on IT developers to make basic changes to the system such as field updates and overall reduce staff cost and lag time. Additionally, the updated technologies will improve system performance. The previous system was over 20 years old.

This request is the enter into a Maintenance and Operations Support Agreement with DSIG for the RevolutionDx eLIMS system. This ensures the system is operational and maintains functionality.

DSIG is the sole developer and owner of RevolutionDx, a cloud-based Electronic Laboratory Information Management System (eLIMS) COTS solution specifically configured and implemented for ODH. As the sole creator of the system, DSIG possesses exclusive technical expertise, proprietary access to source code, and a comprehensive understanding of its architecture. This unique knowledge is essential for providing the ongoing maintenance, troubleshooting, and support services necessary to ensure the continued effective operation of RevolutionDx.
