SOURCES SOUGHT NOTICE

5 May 2022 PROJECT TITLE: Upgrade the Emergency Power System at Building 104

PROJECT NUMBER: FTFA 21-VP05

The United States Air Force (USAF), Air Force Test Center (AFTC) at Eglin AFB, FL is currently conducting market research seeking capabilities statements from potential sources, including Small Businesses (SB), Small Disadvantaged Business (SDB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman- Owned (WOSB), and Service Disabled Veteran Owned (SDVOSB) small businesses, that are capable of providing construction services to Renovate Building 600 at Eglin AFB, Florida.

All interested vendors shall submit a response demonstrating their capability to Upgrade the Emergency Power System at Building 104 to the Primary Point of Contact (POC) listed below. Proposals are not being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government’s discretion.

The NAICS Code assigned to this acquisition is 236220 Commercial and Institutional Building Construction Contractors, with a size standard of $39.5M.

DESCRIPTION OF WORK:

The purpose of this project is provide all design and construction effort required to upgrade the Building 104, Eglin Radar Control Facility Emergency Power System. Project requirements include: The existing Emergency Power System is obsolete and prone to failure. Provide a new Emergency Power System that shall consolidate all mission critical electrical loads on one emergency generator and one automatic transfer switch (ATS). The project shall comply with applicable DOD, Air Force, and base design rules and standards.

Replace 277/480 V, 800 A main distribution electrical panel MDP with new panel. Remove panel PC and transfer its circuits to new panel MDP.

Remove 150 KVA and 225 KVA transformer banks, and replace with a new 480 V primary, 120/208 V secondary dry-type transformer (sized as required) fed from new panel MDP.

Remove the 400 A safety switch feeding ATS #1, remove the 400 A technical ATS #1, and the 600 A mechanical ATS #2. Then, install a new 120/208 V, 4-pole, Bypass Isolation, and Closed Transition ATS (sized as required) fed from the new dry-type transformer referenced above.

Install a new 120/208 V circuit breaker sized as required to feed the new ATS referenced above.

Remove the existing 175 KW and 100 KW emergency generators and install a new 120/208 V emergency generator (sized as required) in the existing generator room—if possible.

Remove the existing underground diesel fuel storage tank and fuel piping. Install a new 1,000 gallon above ground storage tank and fuel piping connected to new generator. Remove the two 25-gallon generator day tanks in the existing generator room.

Install a new 120/208 V emergency distribution panel DPE (sized as required) fed by a new ATS. Replace the existing 120/208 VAC, 600 A (MLO) electrical panel DPME and 120/208 VAC, 400 A (MLO) electrical panel DPTE with new panels fed from the new panel DPE. Remove the panel LA and transfer its circuits to the new panel DPME. Transfer the lighting circuit/s for mechanical room to the new panel DPME.

Also, remove associated wiring and conduit not required by any existing electrical systems not being removed by this project.

The magnitude is between $1,000,000 and $5,000,000.

Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e. SB, SDB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set- aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOD contract. No set- aside decision has been made. If a decision to set aside for small businesses is made, interested parties are reminded of the percentage requirements within FAR Clause 52.219-14 (15% for general construction and 25% for construction by special trade) will apply.

Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government’s assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a Set-Aside for small business, or any particular small business program.

CAPABILITIES STATEMENT:

All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement by providing past performance documentation specifically related to commercial and industrial building construction and that 236220 NAICS code is your company’s primary code. Respondents should provide at a minimum two (2) past projects where the main discipline was commercial or industrial construction. The government is seeking contractors whose primary focus is commercial or industrial building construction. Specifically, the government is seeking contractors whose primary NAICS is 236220.

Responses must not exceed 15 pages.

Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing or performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities.

All correspondence sent via email shall contain a subject line that reads FTFA 21-VP05, Upgrade the Emergency Power System at Building 104. If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf type files are included in your submittal.
