QUOTE PREPERATION AND SUBMISSION

1) GENERAL QUOTE INFORMATION

a) This Request for Quote (RFQ) is for the procurement of Scala brand dipole elements and cables sets, which are a component of the 4 bay and 8 bay antenna systems used by the NOAA Weather Radio (NWR) program, for upgrading and extending service life of the system. These antenna elements will be procured on a firm fixed price basis, from a pool of distributors who can supply this item from the manufacturer, Kathrein. The government may award one or two purchases orders from this soliciation. Quoters must provide a quote for either CLINS 0001 and 0002 (dipole antennas) or CLINS 0003 and 0004 (cable sets). Quoters may also provide a quote for all items.

b) Quotes are expected to conform to the RFQ terms and conditions and be prepared in accordance with this section.

2) GENERAL QUOTE SUBMISSION INSTRUCTIONS

a) CONTRACTORS SHALL EMAIL THEIR QUOTES BY THE CLOSING DATE AND TIME TO Taylor.Wisneski@noaa.gov. Quoters must confirm receipt of their email quote. All email submissions will have the subject line read as follows: QUOTE: Dipole Antennas and corresponding cable sets. The North American Industry Classification System (NAICS) code and small business size standard for this acquisition is 334220 – Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.

b) Submission of quotations. At a minimum, items 1-4 below must be completed --

(1) The RFQ SF 1449 Page 1 Blocks 17a, 30s, 30b, and 30c. This includes name, address, and telephone number of the quoter.

(2) The RFQ SF 1449 Page 3 filled-in price. The government may award one or two purchases orders from this solicitation. Quoters must provide a quote for either CLINS 0001 and 0002 (dipole antennas) or CLINS 0003 and 0004 (cable sets). Quoters may also provide a quote for all items.

Evaluation Criteria

PAGE 9 OF 30 1305M220QNWWE0184

52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsive and responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made on the basis of the lowest price technically acceptable (LPTA) source selection process.

The technical factors will be evaluated on an “Acceptable” or “Unacceptable” basis. Quotes shall completely and adequately address non-cost/price factor(s) to demonstrate that the Quoter can successfully perform the solicitation technical requirements to be considered “Acceptable” and therefore technically acceptable.

The government may award up to two purchase orders for this requirement. The government will first evaluate quotes in order to identify the lowest-priced quote for the total of CLINS 0001 and 0002 (dipole antennas) and for the total of CLINS 0003 and 0004 (cable sets). Only the lowest price quote will be evaluated for technical acceptability. If found to be technically acceptable; then that quote price will be evaluated for accuracy, completeness, and balance. The remaining technical quotes, if any, shall not be evaluated as to technical acceptability unless the lowest price quoter is found to be technically unacceptable. If the lowest priced quote is found to be technically unacceptable, then the second lowest priced quote (and so on) will be evaluated for technical acceptability.

The evaluation factors that establish the requirements of acceptability are set forth as follows:

Cable Sets

Set of Four (4) 1/2 inch, 50 ohm foam core coax cables; cable must be Commscope FSJ4-50B, HELIAX Superflexible Foam Coaxial Cable, corrugated copper, 1/2 in, black PE jacket or equivalent. (Draka RFF 1/2 inch superflex cable is an acceptable equivalent cable to Commscope FSJ4-50B cable.)

Each cable in the set of four (4) shall be nominally 11 feet long and terminated with Type-N Male connectors on either end. The cable shall be heat shrinked at each connector end with dual wall/ adhesive lined tubing.

All four (4) cables shall be swept with a network analyzer and verified to be phased matched to within

0.7 degrees of each other (1/8 of an inch in length) at a frequency of 162.500 MHz.

The four (4) cables shall be packaged as a set and the set externally labeled as NWS Part number B369- A3-Zerodeg.

1330-52.270-304 NOAA ACQUISITION AND GRANTS OFFICE OMBUDSMAN (OCT 2016)

(a) The NOAA Acquisition and Grants Office (AGO) Ombudsman is available to organizations to promote responsible and meaningful exchanges of information. Generally, the purpose of these exchanges will be to:

(1) Allow contractors to better prepare for and propose on business opportunities.

(2) Advise as to technologies and solutions within the marketplace that the Government may not be aware of, or is not fully benefiting from.

(3) Identify constraints in transparency and process.

(b) The AGO Ombudsman will objectively, reasonably, and responsibly collaborate with parties and recommend fair, impartial, and constructive solutions to the matters presented to him/her. Further, the AGO Ombudsman will maintain the reasonable and responsible confidentiality of the source of a concern, when such a request has been formally made by an authorized officer of an organization seeking to do business with, or already doing business with NOAA.

(c) Before consulting with the AGO Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations with the respective contracting officer for resolution.

However, direct access to the AGO Ombudsman may be sought when an interested party questions the objectivity or equity of a contracting officer#s decision, or when there is a bona fide reason to believe that reasonable, responsible, and objective consideration will not be received from an assigned contracting officer.

(d) There are several constraints to the scope of the AGO Ombudsman#s authority, for instance:

(1) Consulting with the AGO Ombudsman does not alter or postpone the timelines of any formal process (e.g., protests, claims, debriefings, employee employer actions, activities involving AÂ- 76 competition performance decisions, judicial or congressional hearings, or proposal, amendment, modification or deliverable due dates, etc.).

(2) The AGO Ombudsman cannot participate in the evaluation of proposals, source selection processes, or the adjudication of protests or formal contract disputes.

(3) The AGO Ombudsman is not authorized to generate or alter laws, judicial decisions, rules, policies, or formal guidance.

(4) The AGO Ombudsman is not authorized to develop or alter opportunity announcements, solicitations, contracts, or their terms or conditions.

(5) The AGO Ombudsman cannot overrule the authorized decisions or determinations of the contracting officer.

(6) The AGO Ombudsman has no authority to render a decision that binds AGO, NOAA, the Department of Commerce, or the U.S. Government.

(7) The AGO Ombudsman is not NOAA#s agent relative to the service of magistrate or judicial process and cannot be used to extend service of process to another party (whether federal, public, or a private entity).

(e) After review and analysis of a filed concern or recommendation, the AGO Ombudsman may refer the interested party to another more suitable federal official for consideration. Moreover, concerns, disagreements, and/or recommendations that cannot be resolved by the AGO Ombudsman will need to be pursued through more formal venues.

(f) The AGO Ombudsman is not to be contacted to request copies of forms and/or documents under the purview of a contracting officer. Such documents include Requests for Information, solicitations, amendments, contracts, modifications, or conference materials.

(g) Questions regarding items (a) through (f) within this language shall be directed to Rafael Roman, NOAA AGO Ombudsman, at Rafael.Roman@noaa.gov.
