1. SCOPE OF WORK:

1.1. Scope: The following establishes the minimum requirement for the delivery, installation, and training of a Carbon Dioxide (CO2) Fire Suppression System (FSS) integrated into two new Main Engine Control (MEC) Test Stands (Appendix A), within Bay 6, Building 3902, Tinker, AFB, with equipment and accessories specified herein and integration, inspection, and certification of said systems. The fire suppression systems will be used as fire protection in the event of a fire within the test stand as required and as per all applicable standards. Executer of this SOW shall be licensed in the State of Oklahoma with Fire Protection Engineers licensed in the State of Oklahoma to produce all design aspects as well as installation of all FSSs and associated components. The overall project shall be considered a whole and complete procurement. That is, final acceptance requirements have been met and approved by the appropriate Government Points of Contact (POCs).

1.2. Background: The MEC test stands described in this document are intended for use in the Aerospace Repair Industry. The equipment shall be installed in Building 3902, Bay 6, Tinker AFB, OK. This shop runs on a 24 hour basis Monday through Friday with possible overtime hours on the weekend. Test stands shall be installed in a National Electric Code (NEC), Class I, Division II, Group D environment, as per NFPA 70, Article 500. Internal to the test stand is a NEC, Class I, Division II, Group D environment, as per NFPA 70, Article 500. All installation work associated with this contract shall have no impact on production. If impact to production is required, a minimum of three weeks notification is required to coordinate production schedules.

2. APPLICABLE DOCUMENTS AND DEFINITIONS:

2.1. Contractor, at a minimum, is required to comply with the current editions of the following requirements for design, construction, installation and safety as applicable.

The term “most recent edition” shall be understood to mean, “most recently released edition as of date of issuance of contract.”

3. REQUIREMENTS:

3.1. General – CO2FSS: The CO2FSS shall conform to all applicable standards previously noted.

The MEC Test Stands (Contract FA8125-18-C-0014) CO2FSS shall be evaluated, refitted, and certified based on the following conditions:

3.1.1. Internal to the test stand is a Class I Division I, Group D environment, as per NFPA 70, Article 500

3.1.2. The chemical used in the test stand is MIL-PRF-7024

3.1.3. Contractor shall field verify test stand and design the system accordingly.

3.2. General – Universal

3.2.1. Dimensional Systems: U.S. Customary System of Units (US) shall be used in the design and construction. In this specification, all measurements, dimensions, sizes, and capacities are given in the U.S. Customary System of Units (US).

3.2.2. Measuring/Indicating Devices: All measuring and indicating devices, such as dial indicators, pressure gages, temperature indicators, depth stops, and other similar devices used on the machine, shall be graduated in inch-pound units. Marking on all measuring and indicating devices shall be permanently and legibly engraved or etched on a non-glare background. All dials and other type indicating devices shall be securely mounted in place. Such devices shall be located so as to allow reading from the operator’s normal workstation.

3.2.3. Safety and Health: Covers, guards and other safety devices shall be provided for all parts of the machine that present safety hazards. The safety devices shall not interfere with the operation of the machine. The safety devices shall prevent unintentional contact with the guarded part and shall be removable to facilitate inspection, maintenance and repair of the parts. All machine parts, components, mechanisms and assemblies furnished on the machine shall comply with all of the requirements of 29 CFR 1910.

3.2.4. Cautions–Warning Plates: Corrosion resistant “Caution” or “Warning” Plates shall be securely attached to the equipment in visible locations with any safety precautions to be observed by the operator or maintenance personnel permanently mark on the plates.

3.2.5. Noise Levels: The noise level emitted by the equipment under load shall not exceed 80 dBA when measured at the operator’s workstation or at any other point at a distance of three (3) feet from any of the equipment associated with the MEC test stand unit as measured on the “A” weighted scale of a standard Type II sound level meter.

3.2.6. Chemicals: The Contractor shall furnish to the Government POC a list of all chemicals used in conjunction with installation and maintenance of the equipment, and their Safety Data Sheets (SDS) 21 days prior to delivery of equipment. If time frame specified does not match with expected delivery schedule then the Contractor shall propose an alternate schedule that makes delivery of chemical information to the Government prior to installation with a minimum of 2 weeks for review of the data and comments by all interested Government parties. If necessary, the delivery of the equipment shall be delayed to allow for the chemical review and comment period. Additional delivery delays may be required if the Government requests alternative chemicals. The Contractor shall submit this proposed schedule at time of contract award for Government approval. The Contractor shall furnish all chemicals required for the installation and certification of all FSS. All other fluids required prior to all FSS acceptance shall be provided by Contractor and properly disposed of by Contractor following acceptance. The government reserves the right to reject use of any chemicals and request alternative(s) be proposed for completion of the installation. Proper use, storage and removal of any chemical required during commissioning of the FSS shall be coordinated with the Tinker Unit Environmental Coordinator (UEC). UEC info will be made available to Contractor by Government POC, as needed.

3.2.7. Prohibited Materials:

3.2.7.1. Mercury restriction: The machine shall contain neither mercury nor mercury compounds, or be exposed to free mercury during manufacture.

3.2.7.2. Asbestos restriction: Asbestos and materials containing asbestos shall not be used on or in the machine.

3.2.7.3. Polychlorinated Biphenyl (PCB) restriction: The use of polychlorinated biphenyl on or in the machine is prohibited.

3.2.7.4. Lithium restriction: Lithium batteries used in the computer system are exempt from this requirement.

3.2.7.5. Ozone Depleting Chemicals (ODC) Restrictions: Class I ozone depleting substances in accordance with section 602(a) of the Clean Air Act Amendments 1990, 42 USC 7671a(a) as implemented by 40 CFR 82 Protection of Stratospheric Ozone, shall not be contained within or used on this equipment.

3.2.8. Environmental Protection: Under the operating, service, transportation and storage conditions described herein the machines shall not emit materials hazardous to the ecological system as prohibited by federal, state or local statutes in effect at the point of installation.

3.2.9. Instruction Plates: All words on instruction plates shall be in the English language.

Words shall be engraved, etched, embossed or stamped in boldfaced letters on a contrasting background. Lettering shall be a minimum of 18 point font and the plates shall be sized accordingly to accommodate all standard text in this point size.

3.2.10. Fire Rated Construction: Contractor to verify fire rating requirements within the area of work. The integrity of any/all fire rated construction shall remain. All new penetrations within the area of work shall be mitigated with a U.L. listed firestopping system.

3.3. FSS Design: Contractor shall submit FSS designs to the Government authority having jurisdiction for review and approval. The design shall be created by a Licensed Fire Protection Engineer. The FSS designs shall include:

3.3.1. Drawings based on existing As-Builts showing how system additions/modifications tie into existing system. Submitted data, including shop drawings, equipment data, calculations, etc. shall comply with UFC 3-600-01, NFPA 11, Chapter 8, NFPA 12, Chapter 4, NFPA 13, Chapter 27, and NFPA 72, Chapter 7. Include fire and smoke rated construction details, to include location of all fire and smoke rated barriers and partitions located within the work area, location of fire and smoke barrier penetrations and penetration fire-stopping and sealing details, demonstrating compliance with the selected fire-stopping manufacturer's third party listing or approval.

3.3.2. Contractor shall provide a life safety analysis for those items within the scope of work for this project in accordance with UFC 3-600-01.

3.3.3. Drawing denoting piping sizes and types, connections sizes and types, sprinkler sizes and types, solenoids, actuators, detection systems, chemical storage containers sizes and types, dispersion devices sizes and types, communication devices, visual and audio alert devices, and interconnection devices.

3.3.4. All subcontractor and partnership information.

3.3.5. FSS designs shall be submitted to the Government POC a minimum of thirty one (31) calendar days prior to installation of FSS.

3.3.6. Designs shall be produced under the direct supervision of or by Licensed Fire Protection

Engineer. Fire Protection Engineer shall meet the definition of (Licensed Fire Protection Engineer (LFPE), as defined by Section 2-1.15.2 of UFC 3-600-01.

3.3.7. Design is subject to Government approval and all changes identified by Government shall be made within ten (10) calendar days and resubmitted for approval.

3.4. Construction: Construction shall be completed by a licensed fire protection agency.

3.4.1. CO2FSS: The CO2FSS shall be constructed of parts that are new, without defects, commercial-off-the-shelf (COTS), and free of repairs. Quality of materials used in the construction shall be equivalent to or superior to those required by all applicable NFPA and UFC standards. The CO2FSS shall be monitored by the control system and trigger visual and audio signals in the event of a CO2FSS activation. Metals shall be of corrosion resistant materials unless suitably protected to resist corrosion. The CO2FSS construction shall include all components, parts and features necessary to meet the performance requirements specified herein. All parts subject to damage from environmental hazards shall be sealed or otherwise protected. The CO2FSS shall be capable of withstanding all forces encountered during operation of the system at its maximum rating and capacity without distortion or failure. Per UFC 3-600-01, Section 9-15.1.3, do not locate CO2 piping in any area where a pipe break or leak could make a normally occupied area untenable. Welding, plugging, or filling with solder or paste shall not be employed as repair or reclamation measures for defective parts. All screws, pins, bolts and similar parts shall be installed with means of preventing loss of tightness. All parts subject to removal or adjustment, shall not be swaged, peened, staked or otherwise permanently deformed.

Install wintergreen odorizer. Install warning signage in accordance with NFPA 12.

3.4.2. Castings and Forgings: All castings and forging shall be free from defects, scale or mismatching. Processes such as welding, peening, plugging, or filling with solder or paste shall not be used on casting and forgings for reclaiming any parts of the machine. Such processes may only be used for enhancing surface finish and appearance.

3.4.3. Welding, brazing and soldering: Welding, brazing or soldering shall be employed only where those operations are included in fabrication of the original design. These operations shall not be employed as repair or reclamation measures for defective parts. Any excess material used for such operations shall be thoroughly removed from the part(s) upon completion of the operations. Weldments shall comply with AWS D14.4.

3.4.4. Surface Finish: All surfaces of castings, forgings, molded parts, stampings and welded parts shall be clean and free from sand, dirt film, sprues, flash, scale flux and other harmful or extraneous materials. External surface edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. Except as otherwise specified herein, the condition and finish of all surfaces shall be commensurate with the manufacturer’s standard commercial practice.

3.4.5. Screw Threads: All threaded parts used on the machine and its related attachments and accessories shall conform to FED-STD-H28 or FED-STD-H28/21B.

3.4.6. Maintainability: The systems shall be designed and constructed to permit effective maintenance. The systems shall be equipped with access covers (if applicable) to facilitate inspection, cleaning, repair and replacement of parts.

3.5. General Configuration and Performance Requirements:

3.5.1. General Configuration: The general configurations of the CO2FSS shall be such that all requirements set forth in the applicable NFPA and UFC standards are achieved. All equipment shall be UL Listed and/or FM approved for its intended purpose.

3.5.2. Test Stand Interior-Electrical Items: All electrical/electronic components and connections located within MEC test stands footprint, floor to ceiling shall be Class I Division I Group D rated as defined in NFPA 70 Article 500.

3.5.3. MEC Test Stand Exterior-Electrical Items: All electrical/electronic components outside the area detailed in immediately preceding paragraph shall be a minimum of Class I

Division II Group D rated as defined by NFPA 70 Article 500 and shall be mounted in an enclosure(s). Enclosure(s) interior shall only be accessible from outside the MEC Test Stand envelope.

4. QUALITY ASSURANCE PROVISIONS

4.1. Responsibility for Inspections: The Contractor shall be responsible for the performance of all inspection requirements (examinations and tests) as specified herein. The Government reserves the right to perform any inspections set forth in the specification where such inspections are deemed necessary to ensure the machine, supplies and services conform to the prescribed specifications, NFPA 3, NFPA 4 and applicable testing and acceptance requirements of NFPA 11, NFPA 12, NFPA 13 and NFPA 72.

4.2. Responsibility for Compliance: All items shall meet the requirements of Section 3 of the SOW.

The inspections set forth in this specification shall become a part of the Contractor’s overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not authorize submissions of defective material, either indicated or actual, nor does it commit the Government to accept defective material.

4.3. System Certifications: Contractor shall perform all necessary tests to meet required certifications. System certification shall be coordinated and approved by Government officials.

Any deficiencies shall be remediated within 14 calendar days and a certification re-test shall be coordinated and approved by government officials.

5. TECHNICAL DATA

5.1. As-Built Drawings

5.1.1. All drawings associated with the equipment construction and installation phases shall be updated by Contractor as necessary during these phases, in order to accurately convey test stand (CO2FSS) configuration and requirements of installation. As-builts shall be furnished to the Government for final acceptance. As-builts shall be furnished both electronically in the .dwg (Autocad 2015 or newer) and .pdf formats and hard copy for review. The As-builts shall become the property of the Government along with all data rights.

5.2. Commercial Manuals:

5.2.1. The latest version of the existing Commercial Manual shall be updated with all information relevant to the addition of the CO2FSS within test stands. This includes but not limited to, safety information, warnings and cautions, general information, theory of operation, operating instructions, inspection, cleaning, maintenance, troubleshooting, disassembly, repair, replacement, and assembly. Updated Commercial Manuals shall be provided to the Government in Microsoft Word format.

5.3. Illustrated Parts Breakdown:

5.3.1. The latest version of the existing Commercial Manual shall be updated with all information relevant to the addition of the CO2FSS within the test stands. This includes but not limited to visual location of CO2FSS components, assigned figure and index number, part number, manufacturer info, description units per assembly, and Significant Identification Number for all components. Updated Commercial Manuals shall be provided to the Government in Microsoft Word format. Provide a recommended list of service (spare) parts with pricing to be maintained for routine system(s) maintenance.

6. ACCEPTANCE

6.1. Acceptance Requirements:

6.1.1. Contractor shall provide shop drawing submittal sealed by the project Fire Protection

Engineer. Submittal shall be reviewed and no exceptions taken by the AHJ prior to construction.

6.1.2. Contractor shall provide shop drawing submittal sealed by the project Fire Protection Engineer. Submittal shall be reviewed and no exceptions taken by the AHJ prior to construction.

6.1.3. Prior to requesting the final inspection, contractor shall submit a testing plan. Testing plan shall be reviewed and approved by the AHJ prior to final inspection scheduling.

6.1.4. Project Fire Protection Engineer shall attend all pre-final and final inspections.

7. TRAINING

7.1. End User Training:

7.1.1. Training shall be a minimum of one full day, for a maximum of 10 personnel, conducted at

Tinker AFB following full installation of FSSs, certification, and acceptance of the FSSs.

Training shall include at a minimum general familiarization with the FSSs, instruction and demonstration of FSSs operation, and unique features of FSSs.

7.2. Electrical/Mechanical:

7.2.1. Training shall be conducted at Tinker AFB following full installation of FSSs, certification, and acceptance of the FSSs. Training shall include at a minimum, general layout of FSSs, preventative maintenance instruction review, and hands on training.

8. STANDARD OPERATING PROCEDURES

8.1. Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

8.2. Safety Data Sheet (SDS) and Labeling: Upon GPOC receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.

The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this purchase description on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the GPOC, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the GPOC prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment.

Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The GPOC will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.

8.3. Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 8:00am to 5:00pm. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.

These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

8.4. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

One (1) copy to the CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1) Name and contact number of person reporting the spill

2) Date and time of incident

3) Location and source of spill

4) Substance or pollutant spilled

5) Amount spilled and rate of discharge

6) Any damages or injuries involved

7) Extent of area impacted

8) Potential hazards

9) Actions taken

10) Organizations contacted

11) Remarks Sections – that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 were called and which agencies responded.

8.5. Forms, Technical Orders (T.O.), AFI, Air Force Material Command Instructions (AFMCI), and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the GPOC will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.’s, AFI’s, or AFMCI’s change during the term of this contract, the Contractor shall be required to comply as the changes come into effect. Contractors delivering or handling official United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Chapter 3, in its entirety.

8.6. Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

8.7. Foreign Object Damage (FOD) and Dropped Object Prevention: Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the GPOC or the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM.

The Contract Manager shall provide written certification to the GPOC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the GPOC prior to the employees starting work in the OC-ALC shops.

Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the GPOC.

8.8. Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI 21- 101_AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1. and 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from the GPOC. The Contractor shall provide a Contractor Tool Listing, MXRIWRS Form 032, to the GPOC within five (5) business days after PM/RM actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor personnel shall immediately notify the GPOC of any tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag). The GPOC will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from the GPOC. The CM shall ensure each employee on the job site receives a briefing from the GPOC about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC-ALC Industrial Areas.

8.9. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.

8.10. Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

8.11. Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

8.12. Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, GPOC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, GPOC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

8.13. Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation.

The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

8.14. Shipping: The Contractor shall provide to the COR, the date equipment was shipped out, shipment identification information and include contract number on the shipping paper work with a Free On Board (FOB) Destination. The ship to address is listed below.
