About this file
This is a Financial Proposal Form for the Maryland Insurance Administration's small procurement solicitation (MIA-SB890-27-0001) related to Senate Bill 890, which requires a study of captive insurance companies in Maryland. The solicitation seeks contractor services to conduct a comprehensive study on the use, regulation, and taxation of captive insurance companies by entities operating within the State. The Maryland Insurance Administration is required to submit findings and recommendations in a final report to the Governor, the Senate Finance Committee, and the House Health Committee by January 1, 2027. The proposal form indicates an illustrated quantity of 200 hours for the study, though this represents an estimate for pricing purposes only and does not guarantee minimum or maximum contract hours.
Contractors must submit a Total Fully Loaded Hourly Rate that is all-inclusive and not subject to adjustment. The proposal form must be completed in its entirety without alterations, amendments, or blank items; failure to comply may result in bid rejection. Bidders must provide their fully loaded fixed hourly rate in the designated format, and the total contract price will be calculated by multiplying the hourly rate by the illustrated quantity of 200 hours. All submissions must include company information, Federal Employer Identification Number, location of service performance, and authorized signatures with dates. The form does not specify option years, response deadlines, or award timelines within the document itself.
