About this file
This is a Statement of Work (SOW) for replacing supply and return fuel lines at the James A. Haley Veterans Administration Medical Center in Tampa, Florida. The project involves replacing approximately 80 feet of 2" black iron piping in Generator Bay 8, including cutting out corroded fuel lines, installing new lines, painting, and replacing four actuators with ball valves (two 1 1/4" and two 3-inch). The work is critical due to the severely corroded piping that risks potential diesel fuel release of up to 12,000 gallons, which could critically disrupt hospital operations, especially during hurricane season.
The performance period is 180 days from the kickoff meeting, with potential month-to-month extensions up to 12 months. Work must comply with Infection Control Risk Assessment and life safety protocols, and may occur after standard hours, on weekends, or holidays at no additional cost. Contractor requirements include providing detailed technical qualifications, evidence of insurance, specialized equipment, personnel credentials, and past performance references. The project is being conducted by the Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 8, and is currently in a sources sought notice phase, preparing for a future solicitation announcement.

PERFORMANCE PERIOD:
The period of performance for this contract is 180 days from the Kickoff meeting or the Notice to proceed from the Contract Officer. The government is aware that scheduling may be difficult at times and an extension may be needed. Contractor will notify the COR, and an extension can consist of Month-by-Month basis (up to 12 months). An option to extend services clause (FAR 52.217-8) will also be included in the contract.
BACKGROUND:
The piping for the fuel transfer system is corroded and needs replacement. The piping is flaking by just touching them. When the piping gets breached, it could potentially release approximately 12,000 gallons of diesel fuel which would interfere with plants operations. Now that we’re in hurricane season, it would be catastrophic for hospital operations and patient care. By the conditions of the piping, we’re unsure when they will break and start draining. Because of the condition, it is imperative we submit this as an emergency as to control contaminations issues of the area and ensure patient care issues to a minimum. The above issues are becoming critical and will cost thousands of dollars in extracting/monitoring spilled fuel and redirecting patient care issues.
