Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.
To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651.201.2402 or go to the Office of Equity in Procurement home page, at https://mn.gov/admin/business/vendor-info/oep/.
SPECIAL NOTICE: This is a Request for Proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.
This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.
SWIFT SUPPLIER PORTAL SECURITY CHANGES
There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.
For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.
If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.
You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

SECTION 2 – SUMMARY OF SCOPE
1. Procurement Overview and Goals.
The Minnesota Bureau of Criminal Apprehension (“BCA”), a law enforcement division of the Minnesota Department of Public Safety (“DPS”), requests proposals for services to assist in education, training, and support of BCA personnel who are exposed to traumatic incidents in their work. Repeated exposures to these stressors can have serious implications to the overall health and wellness of BCA personnel, including the BCA’s approximately 170 investigators in its Investigative Services Division, and 50 staff members in the Crime Scene Program and the Digital and Multimedia Evidence section. Exposures can result in a variety of issues such as anxiety, depression, somatization, post-traumatic stress disorder (PTSD), and burnout. Unaddressed, these can lead to developing negative coping mechanisms. It is essential BCA take a proactive approach and support the overall wellbeing of its personnel.
The purpose of this Request for Proposal (“RFP”) is to seek a contractor to provide a comprehensive wellness solution to mitigate the effects of stressors and help improve performance of all BCA personnel.
The BCA is soliciting proposals from qualified, culturally competent providers that have firsthand experience with those working in the law enforcement field. This includes, but is not limited to the following:
· Medical doctors with previous or current first responder and law enforcement experience
· Mental health practitioners that have an established practice serving first responders and law enforcement
· Qualified functional movement specialists and health improvement specialists
· Personnel experienced with first responders and law enforcement to help existing wellness and command staff to better understand wellness solutions
The goal of this initiative is to provide BCA personnel early intervention and proactive support that is highly needed during difficult times. Therefore, responders should have multiple office locations within the Metropolitan Twin Cities area and the ability to serve BCA personnel statewide.
1. Comprehensive Wellness Program Description.
The selected deliverables provided by the contractor must include, but are not limited to, the following:
· Meet with BCA command staff to develop and implement a comprehensive and customized wellness program for BCA personnel that includes but is not limited to: physical health; mental health; stress management; nutrition; sleep; functional movement; and financial health. The program must provide:
· Ongoing access to individual mental health counseling services
· Ongoing access to physical health and wellness coaching
· Structured group-based wellness training sessions
· Conduct one or more start up meetings with BCA investigative personnel as requested by the State.
· Create and produce for distribution content highlighting and discussing relevant health and wellness information including but not limited to: physical health; mental health; stress management; nutrition; sleep; functional movement; and financial health.
· Provide one-on-one consultations for BCA Personnel with both a physician and mental health provider. These sessions should include 1) general health and coaching sessions that cover sleep and nutrition, and 2) mental health counseling sessions. The dates, times and locations of the sessions will be determined and mutually agreed upon between the contractor and the BCA.
· Provide regularly scheduled in-person “office hours” at BCA facilities or mutually agreed upon locations.
· Provide quarterly meetings with BCA personnel on the topic of wellness. The goal is to help grow and educate those internal resources and provide additional information and address any questions or concerns.
· Provide bi-annual BCA command staff meetings that address program progress and any questions or concerns.
· Provide quarterly reports to BCA command staff on the following:
· Participation and utilization rates
· Summary of services provided (aggregate only)
· Program engagement trends
· Recommendations for program improvement
· If the contractor can do so, provide access to an application-based service (set upon a secure platform to ensure confidentiality) that will provide individual wellness planning and tracking, physical movement assessment tools, and offer guidance and customized plans. The application-based services and any digital tools must:
· Comply with all applicable federal and state data privacy laws, including HIPAA where applicable
· Store and process all data within the United States
· Ensure that no data is used for secondary purposes, including AI training or analytics unrelated to delivery of services under the awarded contract
· Use role-based access controls and secure authentication methods
· Maintain strict confidentiality of all participant information with no disclosure of such information to BCA leadership except when required by law
