The study is mandated by House Bill 503 passed during the 2026 Regular Session and must provide a comprehensive evaluation of salaries and compensation for approximately 3,700 judicial branch personnel across all 120 Kentucky counties, including 412 elected justices, judges, and circuit court clerks. The scope of work includes five primary objectives: developing a compensation philosophy, reviewing internal equity of existing compensation, conducting market analysis, providing guidance for compensation administration with recommended pay ranges, and providing cost analysis of recommended changes. The RFI specifies required qualifications for responding vendors, including demonstrated experience in compensation data analysis, market analysis, pay range development, public sector human resources consulting, and relevant past projects with three client references. Vendors must submit a signed and completed solicitation, proposed technical solution, cost estimate, transmittal letter, proof of registration with the Kentucky Secretary of State (if applicable), and required affidavits. The contract is designated as a Personal Service Contract subject to Kentucky procurement statutes and the Commonwealth's standard terms and conditions. JUDICIAL BRANCH SALARY COMPENSATION

RFI # 26000015

1.00 PURPOSE

During the 2026 Regular Session, Kentucky’s General Assembly passed House Bill 503, which requires the Legislative Research Commission (LRC) to contract with an external consultant (Vendor) to conduct a comprehensive salary and compensation study for the elected and non-elected personnel of Kentucky’s Judicial Branch of Government.

Kentucky’s Judicial Branch of Government includes approximately 3,700 personnel members including 412 elected justices, judges, and circuit court clerks. Judicial branch personnel are located in all 120 Kentucky counties and may have different rates of pay due to locality, size of jurisdiction, length of tenure, job title, and other factors.

The purpose of this Request for Information (RFI) is to provide the General Assembly with a comprehensive evaluation of the salaries and compensation of Judicial Branch personnel. The Legislative Research Commission seeks written responses from qualified Vendors for the Judicial Branch Salary Compensation Study.

The study must review current classifications, compensation levels, and market competitiveness for all positions within the Judicial Branch of Government. The study must also include recommendations for potential adjustments to ensure equitable and competitive compensation practices.

This RFI contains preliminary information to serve as a platform for reaction and discussion with the vendor community.

2.00 REQUEST FOR INFORMATION REQUIREMENTS

3.00 SCOPE OF WORK

Document Phase Document Description Page 7

A fully developed compensation study for all personnel within the Judicial Branch of Government including recommendations for potential adjustments to ensure equitable and competitive compensation practices. The following five objectives of the study to be conducted under this RFI have been established. Each objective includes a description of the analysis to be conducted.

The selected Vendor shall develop appropriate research methods and conduct the work needed to achieve these objectives.

Objective 1: Develop a stated compensation philosophy that guides the Judicial Branch of Government’s desired market position.

The Vendor will work with the LRC team and representatives from the Judicial Branch of Government to develop this philosophy which, in turn, will determine where the Judicial Branch of Government should be placed within its competitive market. For example, will the Judicial Branch of Government lead the market, lag the market, or be within the 50th percentile of the market.

Objective 2: Review existing compensation for employees and elected officials within the Judicial Branch of Government for internal equity.

The Vendor will review the pay of each position and review the job descriptions to see if they accurately reflect the work each position is expected to perform. The Vendor will provide recommendations that properly place positions within the compensation plan, based on the positions' required job duties, skills, knowledge, and abilities. The Vendor will also review the Judicial Branch of Government’s current overall compensation practices and make recommendations for improvement.

Objective 3: Conduct a market analysis.

The Vendor will review identified benchmark positions within both public and private markets to assess the Judicial Branch of Government’s competitive position within those comparison markets.

It will be important to obtain an adequate number of comparison markets. Benchmark positions will include both staff and management positions as well as those of elected officials. The Vendor will gather market salary data for those positions comparable to the elected and nonelected positions within the Judicial Branch of Government. Due to regional differences, cost-of-living adjustments may be necessary for reasonable comparisons.

Objective 4: Provide guidance for compensation administration.

The Vendor will recommend newly established pay ranges for benchmarked positions including a minimum, midpoint, and maximum pay rate. The Vendor will develop suggested policies and procedures to establish and maintain a sound compensation program to provide guidance on future compensation decisions. The Vendor will determine experience ratings for appropriate placement of incumbents and provide a recommendation for future hiring guidelines to assist Human Resources when determining offers for new hires. These policies and recommendations may account for the location of the position or office and the size of the jurisdiction it serves.

Document Phase Document Description Page 8
