(1) Contracting Activity:

The Business and Enterprise Systems Directorate, Human Resources Systems Division Contracting Organization (AFLCMC/ HIHK), located at 1960 1st Street West Bldg 977, Joint Base San Antonio-Randolph, Texas 78150-4700 supports the Human Resources Systems Division Program Management Office (PMO) to fulfill the AF/A1 Personnel operational requirements.

The Human Resources Systems Division provides Automated Data Processing (ADP) engineering support and software maintenance and development for the military Human Resource (HR) systems and certain civilian HR applications operating at all Air Force Bases (AFBs), Major Commands (MAJCOMs), and Headquarters Air Force (HAF). The Contracting Officer is Ms. Shannon Kennedy-Butler, COM: 210-565-6500, DSN: 665-6500. This is a Brand Name Justification for Oracle Licenses.

(2) Nature and/or description of the action being approved:

The Government has a requirement to renew its MilPDS/AFIPPS Oracle EBS Software modules, Oracle HR Analytics and Oracle HR Payroll software and Oracle HR Self-Service software. This requirement also increases the number of users for the Self- Service software module as this capability moves from the Development/Test (Dev/Test) phase to Production (Prod).

The anticipated task order contract line line number (CLIN) structure is as follows:

CLIN 0001, Oracle HR Analytics Software and Maintenance CLIN 0002, Oracle HR Payroll Software and Maintenance CLIN 0003, Oracle HR Self-Service Software and Maintenance

As described below, a Brand Name Justification is required in order to fulfill this requirement. This requirement will be funded with Air Force 3600 funds for CLINS 0001 and 0002 and with Air Force 3080 funds for CLIN 0003.

(3) Description of the supplies/services required to meet the agency's needs:

The Government requires the software purchase of Oracle HR Self-Service, Payroll and HR Analytics Licenses, which are critical elements of the Oracle brand e-Business Suite (EBS) - Human Capital Management. These elements are necessary for the functionality of the MilPDS and supports the AF/A1 strategy for the AFIPPS Program. This software capability supports the AFIPPS initiative via MilPDS by allowing Active Duty, Air National Guard, and Air Force Reserve Airman to review their record for data cleanup and exercise critical performance objectives.

Failure to purchase the software licenses provided through Oracle resellers would add unacceptable risk to both the MilPDS and AFIPPS programs. Delays in purchasing the products would push back deployment of MilPDS/AFFIPS incremental Self-Service

November 2018 FOR OFFICIAL USE ONLY Page 2 of 3 capability scheduled for Jan 2021, as well as the development/test initiatives that are ongoing using all three modules. Should the Self-Service capability be delayed, the AFIPPS development effort may be delayed, failure to deliver AFIPPS on schedule, will impact 500K Total Force Airman across the Air Force and drive millions in additional costs.

(4) Justification for restricting consideration to a brand-name item:

Any attempt to replace the Oracle software would require development of an entirely new HR System costing more than .

Interruptions to key services while researching alternative HR Systems would cost the Government, time, money, and potentially loss of life due to service members being unable to access their medical records during critical times of need.

Oracle HR Self-Service software is a component of the overall Oracle EBS platform that MilPDS and AFIPPS is built on, there is no 3rd party software that can be integrated with the larger EBS platform to perform the integrated Self-Service capability to the HR components. On 21 February 2020, Dr. William B. Roper signed the ADM identifying the need to deliver the Self-Service capability moving the Self-Service requirement from Dev/Test into full production. As a result of delivering this capability, the number of users will significantly increase.

AFIPPS is still undergoing development, as well, which requires the renewal of the already existing licenses for HR Analtyics (10 Users) and Oracle HR Payroll for Dev/Test.

Attempting to purchase and award outside of the required Oracle products would stall both programs as any other software would not be able to support or interface with the current Government software. ORACLE products must come from an Oracle reseller.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:

The Procuring Contracting Officer (PCO) will determine price fair and reasonable through competitive pricing. Market research reveals that there are at least three vendors that are capable of providing the required software. Therefore, it is reasonable that this brand name competition will occur within a competitive environment.

(6) Other facts supporting the justification:

Based on the justifications stated in Block 4 and Block 6, it is not in the best interest to the Government to use another brand of software. The brand name justification is required due to the unique software platform. The platform has not changed nor does the Government anticipate changing its platform. To switch out the software at this juncture would result in unacceptable delays and significant financial impacts to the Air Force.

(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:

AFLCMC/HIH will continue to compete this requirement on a brand-name basis. However, AFLCMC/HIH will also continue to monitor the market for any new software that may provide the same, if not, better support.

(8) Program Manager's certification that supporting data is accurate and complete:

As evidenced by my signature below, I certify that any supporting data contained herein, which is my responsibility, is both accurate and complete.

(9) Contracting Officer's certification that the justification is accurate and complete:

As evidenced by my signature below, I certify that the justification is accurate and complete to the best of my knowledge and belief.
