About this file
This justification and approval document seeks to solicit a sole source procurement of waterjet assemblies for Littoral Combat Ships from Wartsila Defense, Inc. The Southwest Regional Maintenance Center requires four waterjet assemblies, totaling approximately $ amount, to replace parts on an LCS-class ship. Wartsila Defense, Inc. is identified as the original equipment manufacturer and sole source for these proprietary components, as the waterjet system would not function with parts from any other supplier. A sources sought notice did not generate any alternative offers.
The contracting officer will determine if Wartsila Defense, Inc.'s price is fair and reasonable by reviewing commercial price lists and past sales. The justification cites 10 USC 2304(c)(1) and FAR 6.302-1(c)(1) for this non-competitive procurement, as no other supplier can meet the Navy's requirements. Award of the follow-on contract N5523621C0009 to an unknown vendor for an unknown amount occurred on July 16, 2021.

5. RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY
Only Wartsila Defense Inc. produces and supplies the waterjet assembly for the LCS class of ships. The waterjet assembly is a key component of the ship’s main propulsion system. It is not possible to purchase another waterjet assembly from another manufacturer because the main propulsion system will not operate with a different manufacturer’s part. The part must be designed, manufactured and installed as required by
LCS NAVSEA drawings and technical manuals in order for the ship to operate properly.
Both the relevant LCS drawings and technical manuals (specifically TM S9247-AR-MMC-010 (Rev 2)
Waterjet Propulsion System; Models WLD 1500 SR and WLR 1720 SR; Operation and Maintenance
Manual) require the specific part number referenced above for the waterjet assemblies. This part is manufactured and distributed only by Wartsila Defense, Inc.
Wartsila Defense Inc is the original equipment manufacturer, and it supplied the parts and components to the original shipbuilder, Austal. Wartsila Defense, Inc. holds the proprietary rights, patents, and copyrights
