About this file

This document is a sole source justification under the Federal Acquisition Regulation Part 13.5 for certain commercial items. The Department of Veterans Affairs intends to award a firm fixed-price contract to Document Storage Systems, Inc. for a suicide prevention support tool. The tool will be used for real-time surveillance, alerting, documentation and reporting of veterans at high risk of suicide. The contract would have a one-year base period from July 2021 to June 2022 for $235,370.55 and four one-year option periods extending to June 2026 for a total value of $805,465.98. The justification cites FAR 13.5 for restricted competition as Document Storage Systems is the only responsible source and no other supplies or services will satisfy the agency's requirements. The suicide prevention tool has been vetted and approved for use on the VA network by the National Information Technology Operations. A sources sought notice received no other offers beyond the manufacturer. The contracting officer determined pricing would be fair and reasonable based on historical data.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

A Sources Sought Notice under solicitation number 36C24921Q0276 was posted to Beta SAM on 05/04/2021 and closed on 05/12/2021. The notice, utilizing North American Industry Classification System (NAICS) 551210 Software Publishers and Product Service Code (PSC) 7D20 IT and Telecom Service Delivery Management (Hardware and Perpetual License Software), detailed the need for Document Storage Systems, Inc., manufactured Suicide Prevention software user application for the Tennessee Valley Healthcare Service. A search of BetaSam and FPDS reports examples of historical negotiated pricing between DSS and not all the required products. Based on the findings, the government can anticipate receiving pricing reflective of better than true market value, which is likely to be determine fair and reasonable.
