About this file

This document is a Design-Build Contract Specification for a U.S. Coast Guard facility project located in Weslaco, Texas, known as Operation River Wall. The project involves constructing a gravel pad for installing two temporary modular structures (an Armory and a Magazine) totaling approximately 1,200 square feet. The pad must be designed to provide a level, stable bearing surface supporting up to 30,000 lbs per structure, match the existing concrete curb elevation, maintain six feet of clearance around each structure, and ensure positive drainage.

The contract specifies a 10-calendar day performance period, with work to be completed Monday through Saturday from 7:00am to 4:00pm. Key construction requirements include clearing and preparing the subgrade, installing a crushed stone aggregate base course, adding edge restraints using pressure-treated timber, and potentially using a geotextile separator. The contractor is responsible for field verification, design package preparation, utility connections, and providing training on any new equipment. The project site is a USCG operational military installation, requiring adherence to fire, traffic, and security regulations.
