About this file
This is Addendum No. 1 to a landscape maintenance services solicitation issued by the State of Hawaii Department of Transportation Airports Division for Daniel K. Inouye International Airport (HNL), state project number BO1741-73. The addendum, dated October 6, 2026, provides responses to requests for information submitted by potential bidders. The original solicitation deadline for proposals is October 8, 2026 at 2:00 p.m. Hawaii Standard Time, with requests for information having closed on September 25, 2026. The scope of work encompasses comprehensive landscape maintenance services including grounds keeping, tree trimming, and hedge maintenance at the airport facility. Bidders must hold a valid State of Hawaii Specialty Contractors "C-27" license and must employ or be a Certified Arborist with a minimum of five continuous years of tree work experience with local tree species and ISA certification, with that individual required to be present during all tree and hedge trimming activities.
The addendum addresses two key questions from bidders: confirmation that a current contractor is performing the work, and clarification regarding prevailing wage rates. Specifically, the response confirms that updated wage rates effective July 1, 2026 on page SP-3 should be incorporated into proposals, as contractors are required under Hawaii Revised Statutes Section 103-55 to maintain minimum wage rates equivalent to similar state employees. The prevailing wage rates range from $25.20 per hour for Groundskeeper I to $30.32 per hour for Tree Trimmer classifications. Proposals may be submitted on a lump sum or unit price basis, with monthly payments less five percent retainage made upon satisfactory progress. A performance bond equal to fifty percent of the contract price is required upon award, and the contractor must obtain comprehensive insurance coverage with the State of Hawaii named as additional insured. Award will be made to the lowest responsive and responsible bidder within sixty calendar days of bid opening.
