About this file
This is a Letter of Interest (LOI) issued by Washington County Health and Human Services - Behavioral Health Addictions Program in Oregon for Substance Use Disorder (SUD) Residential Capacity services. The county seeks qualified providers to deliver housing and lodging services for indigent, underfunded, or Medicaid-eligible individuals enrolled in SUD adult residential treatment programs at ASAM Level II and Level III patient placement criteria. Services must comply with Oregon Administrative Rules (OAR 309-018 and 309-019) and include housing, food, and structured 24-hour care environments. The LOI was released on August 21, 2026, with a deadline for questions on August 28, 2026, and a response submission deadline of September 4, 2026 at 4:00 pm. Responses must be submitted electronically through the Open.Gov procurement portal. The contract term runs from July 1, 2027 through June 30, 2032 (five years), with annual renewal options contingent on fund availability. No formal bidders' conference or site visits are specified in the document.
Providers must own, lease, or have access to residential facilities, maintain current OHA licensing per OAR 415-012, be enrolled in the ROADS data system, and carry comprehensive insurance coverage including General Liability ($500K), Worker's Compensation, Automobile Liability ($1M/$2M), Professional Liability ($1M/$3M), Cyber-Security Insurance, and Sexual Abuse & Molestation Liability ($3M). Washington County does not guarantee equal funding among providers or consistent year-to-year funding within the five-year cycle; contract amounts are based on services provided, utilization, capacity, and negotiated budgets, with funding increases contingent on demonstrated need and county dispersal requirements. If the number of interested LOI respondents does not exceed the number of available contracts, the county reserves the right to negotiate directly and forego a full RFP process. All LOI respondents will be notified regarding qualifications and whether an RFP process will follow.
