LIMITED SOURCE JUSTIFICATION
1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY: This is a Limited Source
Justification. The requiring activity is the Marine Corps Installations Command (MCICOM) Food Service and Subsistence Program. The contracting activity is MCICOM Contracting Office.
2. NATURE/DESCRIPTION OF CONTRACT ACTION: This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a modification to the current contract M95494-17-F-0011 to the large business identified in paragraph 3 below.
3. DESCRIPTION OF REQUIRED SERVICES: The proposed acquisition is to obtain additional annual licenses and software maintenance support services for the Field Marine Corps Food Management
Information System (FMCFMIS) and the removal of Oracle from all Point of Sale stations from
Computrition, Inc., 8521 Fallbrook Avenue, Suite 100, Canoga Park, California, 91304-3236. The base period of performance for this effort is 1 April 2020 through 31 March 2021, with a one-year option period running through 31 March 2022 for the FMCFMIS, if the option is exercised.
The total estimated value for each period of performance for this acquisition is as follows:
FY-20 FY-21
O&MMC
4. IDENTIFICATION OF THE JUSTIFICATION RATIONAL AND/OR DEMONSTRATION OF THE
CONTRACTOR'S UNIQUE QUALIFICATIONS: The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-1 or 8.405-2 is 41 U.S.C.
251, as implemented by FAR 8.405-6, is 10 U.S.C. 2304c.
The proposed requirement is to acquire additional annual license subscriptions with unlimited users and system maintenance support services for a Class I Information Management System and removal of
Oracle from Point of Sale’s (POS), which is installed at all CONUS and OCONUS Marine Corps installation mess halls.
These annual licenses will cover all enhancements and modifications to the software which result from engineering changes and required interfaces to the Marine Corps' food service program until a services-wide food management system is implemented by Defense Logistics Agency (DLA).
Computrition holds the proprietary rights to the MCFMIS software, as well as the expertise in system maintenance and support. Computrition has successfully provided the software licenses and support since
1997, when the Marine Corps implemented a DOS-based Commercial Off The Shelf (COTS) software package to manage the entire garrison feeding operations. Over the next thirteen years, the COTS product adopted the name Marine Corps Food Management Information System (MCFMIS) and was continually enhanced via contract modifications to the modules specific to the Marine Corps to meet the Marine

Corps specialized requirements. These Government-requested software changes and interfaces were made specifically to the MCFMIS modules portion of base software. While many of the higher level modules were implemented for the Contractor's civilian customer base as a whole, several were done at the request of the Government to support MCFMIS.
Because MCFMIS is developed from a COTS software package that has continuously been modified and enhanced to meet specific Marine Corps requirements it would not be feasible nor cost effective for the
Government to contract with any other source. Award to another source would result in substantial duplication of work and associated cost to the Government that is not expected to be recovered through competition. In addition, there would be unacceptable delays in fulfilling the agency's requirements should the Government choose to compete this requirement.
5. DETERMINATION OF BEST VALUE: GSA has determined the prices of Computrition's fixed-price services schedule contracts to be fair and reasonable for the purpose of establishing the schedule contract. Ordering activities are responsible for making a separate determination of fair and reasonable pricing for individual orders. Per FAR 8.404(d) the MCICOM Contracting Officer will determine, using the procedures in FAR 15.404-1, that the prices are fair and reasonable and will document such determination with a level of detail commensurate with the complexity and circumstances of the order.
6. DESCRIPTION OF MARKET RESEARCH: The requiring activity and contacting activity conducted market research, determining that Computrition, due to the proprietary rights to the software currently installed in the Marine Corps mess halls, is the only source capable of providing the highly specialized software and related software maintenance services required by the Marine Corps Food
Service Program.
7. OTHER SUPPORTING INFORMATION: This procurement utilizes a GSA Schedule and will be solicited and awarded on a limited source basis in accordance with FAR Subpart 8.4. The placement of a firm fixed price order is anticipated.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: For the reasons set forth herein, the Marine Corps has no plans at this time to compete future contracts for the types of services covered by this limited sources justification. If another potential source emerges, the Marine Corps will assess whether competition for future requirements is feasible.
9. CONTRACTING POINT OF CONTACT: The point of contact at MCICOM Contracting is Ms.
Nicole Clinton at (703)604-4174 or e-mail at nicholle.clinton@usmc.mil
