SECTION I – INTRODUCTION

The City of El Segundo is requesting written proposals from qualified environmental and geotechnical consulting firms to complete the investigation and post-closure land-use planning process for the former General Tile disposal site, located at 430 Sheldon Street, El Segundo, California 90245, SWIS No. 19-AA-5380, within Recreation Park.

The selected consultant shall review and supplement the City’s preliminary Phase I Office Investigation; prepare a detailed Phase II Field Investigation Work Plan; assist the City with obtaining LEA and CalRecycle concurrence on the proposed investigation approach, as applicable; perform the approved field investigation, environmental testing, surveying, and landfill-gas evaluation; prepare the draft and final investigation reports; prepare a Post-Closure Land Use Plan and, if required by the LEA, a Site Remediation and Maintenance Plan; and assist the City through the applicable agency review and approval process.

The City is requesting one complete proposal for the entire assignment. The consultant shall review all provided information before submitting its proposal and shall include the full cost of the investigation it recommends. The proposal shall not be structured as an initial review or planning phase followed by a separate proposal for field work.

SECTION II – SCOPE OF PROJECT

Background and History

The City has completed a preliminary Phase I Office Investigation and met with representatives of the LEA and CalRecycle on June 4, 2026. The agencies identified remaining data gaps concerning the lateral and vertical extent of the former disposal area, the thickness and condition of the landfill cover, the characteristics of the cover materials, and the potential presence of landfill gas.

The agencies directed the City to compare historical and current grades to assist in evaluating the former pit and disposal limits. They also identified metals, petroleum, and pesticides as expected environmental testing categories and stated that landfill gas should not be assumed absent without supporting field data.

Available historical mapping indicates that a quarry or pit was present at the site before it was filled and leveled. Existing shallow borings and the previous cone penetration test did not conclusively establish the top and bottom of waste throughout the suspected disposal area.

The City is currently procuring a consultant to complete the remaining investigation and regulatory process. The selected consultant shall review and supplement the preliminary Phase I Office Investigation, prepare a detailed Phase II Field Investigation Work Plan for City and applicable agency review or confirmation, perform the Phase II Field Investigation following City authorization, prepare the final investigation report, and use the accepted investigation results as the technical basis for preparation and regulatory review of the PCLUP/SRMP.

City of El Segundo Public Works Department

SECTION III – SCOPE OF SERVICES

The Selected firm shall

1. Determine the horizontal extent of waste or disposal-related fill.

2. Determine the vertical extent and thickness of waste.

3. Identify the depth and elevation of the top and bottom of waste.

4. Determine the thickness, composition, variability, and condition of the landfill cover.

5. Identify native soil or the former quarry surface beneath the disposal materials.

6. Characterize environmental conditions within the cover, fill, waste, and underlying soils.

7. Evaluate the presence and potential migration of landfill gas.

8. Prepare a technically defensible report suitable for LEA and CalRecycle review.

9. Respond to agency comments and revise the report as needed to complete the review.

10. Review, verify, and supplement the City’s preliminary Phase I Office Investigation as necessary to support the Phase II Field investigation and PCLUP/SRMP.

11. Prepare a detailed Phase II Field Investigation Work Plan for City and agency review before intrusive fieldwork begins.

12. Identify corrective measures, monitoring requirements, construction limitations, and additional information necessary to support the proposed post-closure use.

13. Prepare a PCLUP and, if required by the LEA, an SRMP that addresses the proposed

Recreation Park improvements and demonstrates compliance with 27 CCR Section 21190.

14. Assist the City in responding to agency comments and obtaining LEA and CalRecycle approval of the investigation report and PCLUP/SRMP.

Required Scope of Services

A. Phase I Office Investigation Review and Supplemental Data Evaluation

The consultant shall review, verify, and supplement the City’s preliminary Phase I Office Investigation using the reference documents provided by the City and any additional records the consultant determines are reasonably available and necessary. The consultant shall identify information limitations and remaining data gaps relevant to the proposed field investigation and preparation of the PCLUP and, if required by the LEA, the Site Remediation and Maintenance Plan (SRMP).

B. Historical and Geospatial Evaluation

This task shall also supplement the historical and geospatial portions of the City’s preliminary Phase I Office Investigation and shall identify any additional records or mapping necessary to support the field investigation and PCLUP/SRMP.

The consultant shall review and use the available historical aerial photographs, topographic maps, and current site information to guide the field investigation. The work shall include:

• Georeferencing and use of available historical mapping to create an appropriate current base map;

• Identifying the apparent former quarry or pit boundaries;

City of El Segundo Public Works Department

• Comparing historical contours with current ground elevations;

• Developing a preliminary estimate of the suspected disposal footprint and areas of potentially greater fill thickness;

• Identifying areas of uncertainty that require field confirmation;

• Developing proposed investigation transects and locations; and

• Preparing historical and current-condition overlays for inclusion in the report.

Historical mapping may be used to guide investigation locations and target depths but shall not be used as the sole basis for establishing final waste limits.

C. Phase II Field Investigation Work Plan, City Review, and Agency Coordination

Based on the Phase I review and supplemental data evaluation, the historical and geospatial evaluation, the June 4, 2026 agency meeting, applicable CalRecycle guidance, and the consultant’s professional judgment, the consultant shall prepare a detailed Phase II Field Investigation Work Plan. The work plan shall include, at a minimum:

• Investigation objectives and data-quality objectives;

• Proposed boring, sampling, geophysical, trenching, or other investigation methods;

• Proposed investigation locations, depths, spacing, and contingency locations;
