Question #1: Can you explain how FERC will review for conflicts of interest if an engineering firm is working for the LNG company when asked to do a potential assignment?

Answer #1: The Government will make an OCI determination for each project in accordance with FAR 9.5.

Question #2: Can you let me know if this is a contractor that was with a prior firm or is it a new contract for the FERC?

Answer #2: This contract is a re-compete for existing services.

Question #3: The instructions call for submitting Attachment J-1 to references, and that offeror shall ensure that the questionnaires are submitted by the respondent to the Government by the proposal due date. Are we to ask respondents to complete these questionnaires and return directly to you the (in which case should it be e-mailed or sent via U.S. mail)? Or are we to collect these responses and submit them in our proposal package?

Answer #3: As stated in Proposal Instructions, Section IV. Past Performance, the offeror shall ensure that the questionnaires are submitted by the respondent to the Government by the proposal due date. Questionnaires shall be submitted via email by the submission due date.

Question #4: How much weight is given in terms of scoring for the prime small business to have all the capabilities referenced in the RFP.

Answer #4: At least 50% of all work performed under the resultant contract must be performed by the prime small business.
