PROPOSAL SUBMISSION INSTRUCTIONS

Proposals submitted in response to this RFP shall include the identified volumes describing Technical and Price. An offeror’s failure to provide in its proposal the information specified below may result in that proposal not being considered by the Government for award. The proposal shall represent the offeror’s best effort to respond to the RFP.

Offerors are expected to examine this entire RFP and shall furnish all information required. Failure to do so will be at the Offeror’s risk. The Government may make award based on initial offers received, without discussions of such offers. Accordingly, each initial offer should be submitted in as complete form and without exception to any provision. Proposals shall set forth full, accurate, and complete information as required by this RFP, including any attachments.

PROPOSAL FORMAT

Offerors are solely responsible for all costs related to proposal preparation and submission. To be considered for award an offeror shall submit a proposal in accordance with the instructions of this RFP. The proposal shall use the sequence and format described in the table below. Each volume shall be submitted as a separate document and shall be clearly labeled. All information pertaining to a particular volume shall be confined to that volume.

Each MS Word and MS Excel worksheet electronic page setup of the proposal shall be 8 ½” x 11”, including a minimum of ½” margins on all four sides of each page within a file sequentially page numbered in the center of the footer. Each Volume shall use the file name and be of the type indicated by the file extension below. Type fonts shall be in Tahoma not less than 10 point. The volumes are arranged by the Factors used to evaluate the proposal: Technical and Price. The total number of pages for each volume shall not exceed the number shown in the table below. Page counts will be made by counting pages from front to back consecutively. Each proposal shall contain, as a minimum, the information required for that particular volume.

PROPOSAL SUBMISSION

Proposal Due Date and Time

Proposal Volumes must be received by the Government by 12:00 noon (EDT) on November 22, 2013.

Submission Method

The offeror shall submit one electronic copy via email to valerie.bostick@ferc.gov.

Questions

All questions regarding this RFP and its contents shall be submitted to the contract specialist at valerie.bostick@ferc.gov not later than 12:00 Noon (EDT), November 12, 2013. Questions received after this time will not be addressed. All questions and answers will be posted on FBO. Questions that disclose an offeror’s technical solution will not be posted. The contracting officer will not provide responses to questions received after 12 Noon (EDT), November 12, 2013 unless the contracting officer determines that the question(s) identifies a significant flaw in the solicitation/SOW that must be corrected.

Page Count

All information included in the proposal shall be within the stated page limitations. Page counts do not include the front title page or table of contents. Those pages that exceed the page count will be removed from the proposal and will not be evaluated. The total number of pages for each volume shall not exceed the number shown in the table below. Page counts will be made by counting pages from front to back consecutively.

Proposal Content

The offeror’s proposal shall be formatted as set forth above and shall contain the offeror’s response to the requirements herein. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements but rather shall provide convincing rational to address how the offeror intends to meet these requirements. Mere statements that the offeror understands the requirements and can or will comply with the requirements are not acceptable and are reason for determining a proposal to be unacceptable.

Volume 1–Technical. The Technical Proposal shall be structured as follows:

I. Cover Letter

The proposal shall include a cover letter that is signed and dated by the offeror and which identifies the proposal, the offeror, offeror address, and phone number and point of contact and the relevant RFP number. Cover letter shall include the DUNS, TIN, and CAGE Code.

I. Technical/Management Approach

This section shall describe the offeror’s technical and management approach to meet the requirements of the RFP. The narrative must be sufficiently specific, detailed and complete to clearly and fully demonstrate the techniques and procedures the offeror will employ to meet all of the requirements of the SOW, to include but not limited to the following:

1. Description of the technical/management approach to meet the SOW requirements.

1. Approach for scheduling and managing workload and resources to ensure that deliverables meet the requirements of the SOW and are completed on schedule and without conflict due to other projects. The offeror shall include the approach for rework of any deliverables submitted that do not meet the requirements as outlined in the SOW.

1. How reporting requirements will be met and emergency report reviews will be handled.

1. Proposed labor categories, labor category descriptions, and estimated number of hours for each labor category required to complete deliverable. Do not include pricing information in this section.

II. Corporate Capability and Experience

This section shall describe the offeror’s corporate capability and experience related to seismic, structural, earthquake, storm and wave resistant design of proposed LNG facilities. Offeror shall provide a brief description of the offeror’s corporate capability related to seismic, structural, earthquake, storm and wave resistant design of proposed LNG facilities, familiarity with FERC draft seismic guidelines, and other applicable regulations along with a written sample of relevant work performed in the past (not to exceed 10 pages in length). Written sample shall not be included in the 30 page limit for technical proposals.

III. Personnel Qualifications and Experience

This section shall include the resumes for the offeror’s project manager and proposed key personnel. Each resume shall describe the individual’s qualifications and experiences in sufficient detail to demonstrate that the offeror will provide the quality of skilled workforce necessary to successfully meet the technical and managerial requirements described in the SOW. Each resume shall be limited to not more than three pages and shall not be included in the 30 page limit for technical proposals. The personnel qualifications and experience section will be evaluated based on the qualifications of the workforce as a whole, not based on any single resume.

IV. Past Performance

The offeror shall provide three (3) past performance questionnaires at Attachment J-1 to references from which work of similar size, scope, and complexity to this RFP has been performed. All past performance questionnaires must be for the prime contractor. The offeror shall ensure that the questionnaires are submitted by the respondent to the Government by the proposal due date. The Government shall seek to determine whether an offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of services. The Government shall make an assessment of the offeror’s past performance, taking into account (but not limited to) such aspects as program and contract management, timeliness of performance, quality of deliverables and business relations.

The government may also consider information from other sources such as, but not limited to information contained in Government past performance databases.

Volume 2- Price.

The offeror shall submit a price proposal that is consistent with the offeror’s technical proposal. The price proposal shall include no technical information. The technical evaluation team will not have access to price proposals while performing the technical evaluations. The offeror’s price proposal shall be structures as follows:

I - Price Information

The government anticipates awarding a contract to a single offeror for the services required by the SOW. The government anticipates that the resultant contract will include (a) a labor hour line item for services provided under the task order and (b) a separate line item for travel.

The offeror shall submit pricing information using Attachment J-2 or a similar format that includes the following information:

1. Labor categories: Identify the proposed labor categories required to complete each deliverable; The Government anticipates five new projects per year. The Government has provided an estimate of 40 hours per year required to complete post authorization reviews. Offeror’s shall not adjust this number.

1. Labor rates: Provide the proposed fixed, fully-burdened, labor rate for each of the proposed labor categories.

(Note: The proposed labor rates shall include all costs (including but not limited to program management, technical, administrative, G&A, all indirect costs) and profit, with the exception of direct costs related to Travel (CLIN 0002).

1. Estimated number of hours: Provide the estimated number of labor hours for each labor category to complete each deliverable. Estimate shall be based on five new projects per year.

1. Travel: The government does not know with certainty the number of days or dates of the travel. For purposes of proposal preparation and evaluation the government is normalizing the cost for the travel at $25,000.00 per year. Offeror’s shall not adjust this number. During contract performance, the successful offeror will be reimbursed for approved travel based on actual travel cost incurred in accordance with federal travel regulations.

1. Offeror is reminded that the proposed labor rates will become part of the contract.
