Evaluation Criteria
The government intends to award a single task order to the offeror whose proposal conforming to the RFP requirements represents the best value to the government. Technical proposals will be evaluated and given a technical score based on the following criteria:

1. Corporate Capability and Experience
1. Personnel Qualifications and Experience
1. Past Performance
Proposals will be ranked based on the total technical score, all technical/non-price factors inclusive. This evaluation will consist of an assessment of the strengths, significant strengths, weaknesses and significant weaknesses of the relevant aspects of the offeror’s proposal based on the following:
Volume 1-Technical
I. Technical/Management Approach
1. Description of the technical/management approach to meet the SOW requirements.
1. Approach for scheduling and managing workload and resources to ensure that deliverables meet the requirements of the SOW and are completed on schedule and without conflict due to other projects. The offeror shall include the approach for rework of any deliverables submitted that do not meet the requirements as outlined in the SOW.
1. How reporting requirements will be met and emergency report reviews will be handled.
1. Labor categories, labor category descriptions, and estimated number of hours for each labor category required to complete deliverable. Do not include pricing information in this section.
II. Corporate Capability and Experience
1. The offeror’s corporate capability and experience related to seismic, structural, earthquake, storm and wave resistant design of proposed LNG facilities.
1. The offeror’s written sample of relevant work performed in the past.
III. Personnel Qualifications and Experience
The resumes of the offerors proposed key personnel indicate that the offeror will provide the quality of skilled workforce necessary to successfully meet the technical and managerial requirements described in the SOW.
IV. Past Performance
Past performance questionnaires indicate the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of services. The Government shall make an assessment based on (but not limited to) program and contract management, timeliness of performance, quality of deliverables and business relations.
Volume 2-Price
Price proposals will be evaluated for completeness, accuracy, and consistency with the offeror’s technical proposal. Proposals will be ranked based on the total price, base year and options inclusive. Proposals with exceptions to the RFPrequirements shall be determined non-responsive.
Evaluation and Best Value Determination
The Government intends to award without discussions. However, the Government reserves the right to conduct discussions and request revised proposals if the contracting officer later determines it is necessary. If the contracting officer determines that discussions and revised proposals are necessary the contracting officer reserves the right to limit discussions and receipt of revised proposals to offerors within a competitive range which will be comprised of all of the most highly rated proposals, unless the range is further reduced for purposes of efficiency. The contracting officer will inform those offerors whose proposals have been excluded from the competitive range and those proposals will no longer be considered for award. All proposals shall be subject to evaluation by a team of Government personnel.
After the technical proposals are scored and ranked, the government will consider the respective offerors total price in making a best value determination. The best value determination will be based on a trade-off analysis between the two factors, technical and price, with technical being more important than price. Consequently, a proposal with a higher technical score and a higher price may be selected for award if the government determines that the better, more expensive proposal is the best value. Conversely, a proposal with a lower technical score and lower price may be selected for award if the government determines that the lesser, cheaper proposal represents the best value. Proposals with exceptions to the RFP requirements shall be determined to be non-responsive.
