1. Overview The purpose of the Housing Resources and Property Management Company Identification Statement of Work is to procure contractor support to provide the best available data for post‐disaster rental housing resource availability. The contractor shall be able to search for available rental resources by county/parish/municipality and provide reports on the available rental resources within counties/parishes/municipalities affected by a Major Disaster, as specified by the Federal Emergency Management Agency (FEMA). The contract will require disaster specific reports of available rental resources within counties/parishes/municipalities affected by a Major Disaster, as specified by FEMA.
2. Background Following a presidentially declared disaster, one of the first steps taken by FEMA staff is to determine if there is a need to implement Direct Housing Assistance. As part of assessing the housing need, FEMA analyzes post‐ disaster rental resource availability information. FEMA currently lacks the ability to rapidly obtain post‐disaster housing rental resource and property management company information such as availability, cost, unit type, unit features, and accessibility features.
3. Period of Performance The period of performance for this contract is for a 12‐month base period followed by four 12‐month option years.
4. Areas of Operation The Housing Resources and Property Management Company Identification contract will cover the continental United States, Alaska, Hawaii, and all U.S. Territories.
5. Scope Provide available rental resource information for counties/parishes/municipalities, specified by FEMA, from a database/file or repository of information. The contractor will provide updates as specified in the objectives and deliverables.
Task Order Modifications – Due to continual changes in the scope of the FEMA missions and provision of prompt disaster assistance, the Government may request developmental work or additional housing resources and basis adjustments over the life of the contract.
FEMA requires access to this data from the contractor that shows the most recent availability of rental resources. This information is critical for disaster planning purposes. FEMA will specify potential counties/parishes/municipalities in each task order for the contractor to focus their research on. Not all presidentially declared disasters will require activation of services.

6. Performance Objective and Deliverable
Objective – Disaster Specific Task Orders The contractor shall have the capability to deliver disaster specific task orders after award of the contract.
Disaster specific task orders shall be defined by a task order proposal request (TOPR) that will include specific data requirements and parameters. The TOPR may also include information on specific HUD FMRs to search for rental resources availability. When completed, the produced report will be considered the best available real time data for the county/parish/municipality.
Deliverable When a disaster specific task order is requested, the deliverable will be an initial report within 24 hours of task order issuance, followed by two updates. The delivery of the first updated report will be delivered seven days after the initial report. The second updated report will be delivered seven days after the first updated report is delivered. Additional updated reports may be requested during the open task order. Any modification to the report delivery timeframe for the disaster specific task order and any additional reports will be specified on the task order form. The number of additional report updates may vary by disaster and will be specified on the task order form.
