About this file

This file is a Federal Required Certification document applicable to the City of Pasadena Public Health Department's purchase of antibiotics (Doxycycline and Ciprofloxacin) in California. The certification, based on 44 C.F.R. Part 18 (Appendix A), requires contractors to affirm that no federal appropriated funds have been or will be paid to influence federal or congressional officials in connection with this contract award. The one-time purchase is intended to create an antibiotic stockpile for rapid deployment to city staff and their dependents following potential exposure to Category A biological agents such as anthrax, plague, or tularemia. The purchase must be completed within the city's fiscal year ending June 30, 2027, and the solicitation is open to all qualified vendors capable of delivering competitive pricing alongside quality and timely delivery.

All contractors submitting bids must execute and submit this certification as a material prerequisite to contract award. If any non-federal funds have been or will be paid for lobbying activities, contractors must complete and submit Standard Form-LLL. Contractors are further required to include identical certification language in all subaward documents at all tiers and require all subrecipients to certify and disclose accordingly. Failure to file the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 for each violation, and false statements or certifications are subject to the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims.
