About this file
This is a Federal Required Certification document applicable to the City of Pasadena, Parks, Recreation & Community Services Department's procurement for trash receptacles and liners in California. The certification pertains to a bid solicitation for 800 corrugated cardboard trash boxes featuring multi-colored custom logos on all four sides and 800 plastic trash box liners intended for use at various city-sponsored events, recreational activities, and community gatherings. All products must be new, unused, and free of defects, with the cardboard boxes maintaining structural integrity during normal handling and disposal operations and the plastic liners appropriately sized for 40-gallon capacity with sufficient strength and quality for waste collection and disposal.
The certification document requires contractors to attest that no federal appropriated funds have been or will be paid to influence federal officials, members of Congress, or their employees in connection with this contract award. Contractors must disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL and ensure this certification language is included in all subaward documents. The certification carries significant legal weight as a material representation of fact, with penalties of not less than $10,000 and not more than $100,000 for non-compliance, and the contractor's signature constitutes an affirmation subject to administrative remedies for false claims and statements under 31 U.S.C. Chapter 38. The contractor's authorized official must sign, print their name and title, and date the certification as a prerequisite for contract award.
