About this file
This is a Federal Required Certification document issued by the City of Pasadena, Water & Power Department in California for a procurement involving the purchase and installation of a Variable Frequency Drive for a Selective Catalyst Reduction Tempering Air Fan. The certification applies to the bid solicitation for a single variable frequency drive component for a General Electric Model LM6000 PG combined cycle gas turbine located at the City's Power Plant at 85 East State Street in Pasadena, California. The variable frequency drive is a critical component of the selective catalytic reduction system and is being procured to replace an existing drive that has reached the end of its useful life. Qualified vendors are invited to submit proposals in accordance with the specifications provided in the bid specification's scope of services section.
This certification document, based on 44 C.F.R. Part 18 and section 1352 of title 31, U.S. Code, requires contractor certification regarding lobbying activities in connection with the federal contract, grant, loan, or cooperative agreement. Contractors must certify that no federal appropriated funds have been or will be paid to influence federal decision-makers, and must disclose any non-federal funds used for lobbying activities by submitting Standard Form-LLL if applicable. Contractors are required to include this certification language in all subaward documents at all tiers and ensure all subrecipients certify and disclose accordingly. Failure to file the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 for each failure, and the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to this certification.
