About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) submitted by the Florida Department of Law Enforcement (FDLE) for annual maintenance services on AB SCIEX laboratory equipment. The procurement covers maintenance, repair, and support services for Liquid Chromatography-Mass Spectrometry (LC-MS/MS) instrumentation located at FDLE's Orlando Regional Operations Center (OROC) and Tallahassee Regional Operations Center (TROC) crime laboratories. The contract term runs from July 1, 2026, through June 30, 2027. The notice was posted on April 29, 2026, with a deadline for prospective vendors to submit information regarding their ability to supply the requested services by May 20, 2026, representing a 15 business day advertisement period as mandated by Florida Statutes Sections 120.57(3) and 287.057(3).

The estimated dollar amount for this single source acquisition is $450,000.00. AB SCIEX LLC, located at 1201 Radio Road, Redwood City, California, is identified as the sole intended source. The FDLE justifies the single source procurement on the grounds that AB SCIEX is the sole manufacturer of the SCIEX instruments and has not authorized any third-party provider to perform maintenance or repair services. The FDLE's crime laboratory validations are specific to AB SCIEX equipment, and without proper maintenance, the laboratories would experience reduced efficiency in forensic analysis and potential delays in routine case work processing. The procurement was approved by Julia Lycett, Chief of General Services, and Roshale Gaytmenn, Director of Forensic Services.

To accomplish this, FDLE must utilize specific equipment and implements in the analysis of crime-related specimens.

SCIEX equipment to process and analyze forensic evidence in order to provide toxicological detection and identification of drugs.

Intended Single Source:

AB SCIEX LLC

1201 Radio Road Redwood City, CA 94065

Estimated Dollar Amount:

$450,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

FDLE’s crime labs are required to have validated analyses processed and the current validations are for AB SCIEX equipment. Without this instrumentation being properly maintained, development of procedures to look for multiple drugs at one time would be less than optimal and efficient completion of routine case work would be potentially delayed.

AB SCIEX, LLC provides annual maintenance, repair and support services required for the OROC and TROC Crime Laboratories' mass spectrometers and related equipment. AB SCIEX, LLC is the sole manufacturer of the SCIEX instruments and has not authorized any third-party provider to perform maintenance or repair on the instruments. Therefore, any maintenance, repair and support services are not available from any other source or vendor.
