About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for satellite internet services. The FDLE seeks to procure satellite internet services for FDLE aircraft and equipment to support both Gubernatorial transportation security and the Department's investigative missions. The service requirement is for a five-year term. The posting date was April 29, 2026, with a last day for receipt of information on May 20, 2026, representing the statutorily mandated 15 business day advertisement period for single source procurement. The contact for this procurement is Greer Hannigan at the FDLE Central Purchasing office, located at 2331 Phillips Road, Tallahassee, Florida.

The estimated dollar amount for this contract is $3,000,000.00. The FDLE has identified Starlink/SpaceX (located at 1 Rocket Road, Hawthorne, California 90250) as the sole source provider, justifying the single source acquisition based on Starlink's status as the only provider of the fastest and most reliable satellite internet service currently compatible with hardware already installed on multiple FDLE aircraft and equipment. The Department notes that no other vendor is capable of providing internet service through the existing installed hardware or providing the necessary maintenance and support. The procurement was approved by Julia Lycett, Chief of General Services, and Jeffrey Watson, Special Agent in Charge. The FDLE is soliciting information from prospective vendors regarding their ability to provide the described services, with the agency reserving the right to issue a formal notice of its intended single-source purchase decision following review of any vendor responses received.
