The purpose of this acquisition is to acquire a set of four handheld Raman spectrometers for field use. Rapid, library-based Raman spectroscopic methods, developed in DPA’s laboratories for screening and counterfeit analysis of a variety of drugs, will be transferred to these handheld instruments for use in the field. The instrument must meet specifications listed herein and the vendor must provide engineering services to import existing spectral libraries and chemometric methods.

All interested companies shall provide quotation(s) for the following:

Minimum Required Salient Characteristics:

I. Performance Specifications

1. The instrument must be handheld; it must not weigh more than 3 lbs.

2. The instrument must have a 785 nanometer, narrow line width excitation source.

3. The instrument must have a power output of not less than 300 mW, and the user must be able to adjust power output as necessary in increments of 10%.

4. The instrument must have a protective rubber jacket that is dust and splash resistant.

5. The instrument must provide a highly sensitive spectrograph that must be TE cooled covering a spectral window from 175-2900 cm-1.

6. The instrument must have a center resolution of at least 10 cm-1 at 912 nanometers.

7. The instrument must have an operation temperature -20-40°C.

8. The instrument must use a p-value algorithm or probabilistic algorithm to make predictions.

9. The instrument must include a vendor-supplied library building software.

10. The instrument must have a capacitive touch screen interface and no more than four buttons for use by the user.

11. The instrument must have a stylus pen for touch screen use.

13. The instrument must have a user-friendly interface.

14. The instrument must support standard file formats (e.g., .TXT, .SPC, .DAT, .CSV), which can be imported into GRAMS Spectral ID and used for library searches.

15. The instrument must have a battery and AC power adapter and battery charger. Battery life must be at least four hours.

16. The instrument must include the following sample adapters: liquid vial holder, bottle adapter, tablet holder , right angle adapter and immersion probe.

17. The sample holders must incorporate laser safety features.

18. The sample holders must be easily interchangeable to facilitate quick switching between holders.

19. The tablet holder must have a 3 mm spot size at sample.

20. The instrument must include laser safety goggles.

21. The vendor must offer compatibility with existing method by engineering software modifications for transfer of existing methods developed with spectrometers at DPA.

22. The instrument must have mixture analysis capabilities to differentiate up to 10 materials within a given sample.

23. The vendor awarded the contract must be able and willing to work with DPA to engineer a solution for method and spectral library transfer to the new units.

II Service Criteria

1. The instrument must be new, not a demonstration model nor a refurbished instrument. The life cycle of this accessory is intended to be greater than ten years at full performance. CDER expects reasonably service and technical support from the vendor during its lifecycle.

2. The instrument must have one (1) year of warranty and support from the date of installation. The vendor shall provide a copy and pricing for any available extended warranties and service contracts. The vendor must also be capable of servicing the accessory through the period of any purchased extended warranty or service contract. This information shall not obligate CDER to purchase an extended warranty.

3. The instrument must have 24 hour/ 7 days a week technical support should a problem arise.

4. Bids should explain why and how the four portable spectrometers meet or exceed each detailed technical requirement, and include supportive data and descriptions wherever possible.
