Access to Sales Data & Information Report
Questions & Answers
Q1. It may be challenging for one or more of our references to print, sign, and scan the Past
Performance Questionnaire due to a lack of the necessary technology at this time. If this is the case, will the Government accept alternative methods of signing the Past Performance
Questionnaire? For example, would it be acceptable for the reference to paste a picture of their signature in the document?
A1. We will accept digital signature for this part. They can paste a picture of their signature as well.
Q2. For the Past Performance Questionnaire, the RFQ states that the Offeror “should include both a contractual and technical point of contact for each of the contracts/orders.” Does this mean that for each contract/order the Offeror should submit two Past Performance Questionnaires— one completed by the contractual point of contact and one completed by the technical point of contact?
A2. Just need one past performance for each contract. They can include both contact information in one (1) form.
Q3. Does the FDA need a direct assessment of each state, which could significantly drive project costs? Or, would it be preferred to have a direct assessment of leading states in each region
(that represent a majority of sales and demand) from which estimates of nearby states could be derived in order to achieve lower project costs? Or, is there a preference to see both options?
A3. Since this solicitation will be assessed based on a best value trade-off approach, we would like to review costs and findings from both options.
Q4. Does “product origin” refer to country of origin, or something more specific? If more specific, can you please explain?
A4. Product origin refers to country of origin.
Q5. Should the measurement of hookah and ENDS product categories include, exclude, or breakout device sales necessary for the consumption of the products?
A5. The measurement of hookah and ENDS product needs to include a breakout of device sales.
Device sales shall be separated from other hookah or ENDS sales when reporting sales by product type.
Q6. For each of the top-level product categories (hookah, cigar, ENDS, smokeless products, cigarettes), does FDA have a taxonomy/product category tree it would like to apply? Or, is the intent to create a taxonomy/product category tree as part of this research?
A6. We have definitions ready for the top-level product categories that we can provide to the contractor after award. We require potential bidders to provide their definitions of top-level product categories based on product information from their own data source(s). We will review and assess the fitness of product category definitions provided by potential bidders as part of non-price evaluation of Technical Understanding and Approach described in Section
8.1 of this solicitation.
