U.S. Vape Shop and Vaper Surveys
Questions & Answers
Q1. The RFQ mentions two reports: US Vape Store Survey from 2015‐2019 and the US Vape
Product Consumer Survey from2015‐2019.
Are these surveys available to prospective bidders, and, if so, how do we obtain them?
A1. We would require prospective bidders to have their own access to the US Vape shop and
Vaper surveys in order to fulfill the solicitation. Prospective bidders could either have conducted the surveys themselves or license/purchase the existing data from the surveys
Q2. Is there public access to the 2015‐2019 surveys and is ECigIntelligence the Incumbent?
A2. We are not aware of any public access to the 2015-2019 US Vape Store Survey and Vape
Product Consumer Survey. This is a new requirement for FDA/CTP. There is no incumbent contractor.
Q3. Are vendors required to purchase existing raw data from ECigIntelligence?
A3. Prospective bidders are required to obtain access to the 2015-2019 US Vape Store
Survey and Vape Product Consumer Survey.
Q4. Is the solicitation for acquiring the raw data or assembling and formatting it into a report?
A4. The solicitation serves two purposes, both to acquire the raw data of Vape Store and
Vape Product Consumer Surveys, and to assemble reports based on the raw data.
Q5. Is the FDA looking for a new vendor to collect new data from Vape shops and Vape users.
A5. This is NOT a solicitation to establish new surveys or collect new data. The purpose of this solicitation is to obtain access to existing data and surveys .
Q6. Would it be possible to share past vaper and vape shop surveys and/or survey data?
If not, would you please describe past surveys in as much detail as possible?
A6. See Section 3.3 “statement of Work” of the solicitation for descriptions of US Vape Store
Survey and Vape Product Consumer Survey.
Q7. How are you expecting the proposal to come from us - do you want us to simply fill in the Part 2 of the RFP, or do you want a full written proposal from us?
A7. Full Proposal per Part 7 Instructions to Offerors (page 44 to 47).
Q8. Will our proposal be published on the Sam.gov website? Is it going to be made available publicly? And will the award to the successful data provider be made public?
A8. Notice of award will only include vendor’s name and total amount of award.
If we received request under Freedom of Information Act (FOIA) under FAR 24.2, we require to provide redacted version of your proposal which exclude trade secrets and confidential commercial or financial information.
Q9. Do you need us to obtain a Past Performance Questionnaire if we are already providing services to the FDA? If we do, what type of entity would you want to receive this document from - one of our other subscription customers?
A9 You still can obtain Past Performance from FDA and other subscription customer.
